Proposal by Držplan (State Planning Committee) to the Peoples Assembly: The State Planning Committee respectfully proposes a series of reforms to be undertaken in the planning process, aimed at addressing the inefficiencies and shortcomings of previous economic plans. Prior plans, which once used to be hailed as ambitious and transformative, have almost universally failed to reach there targets. Largely stemming out of overambition and a lack of unified vision. With railroads left half complete, industrial zones stagnating and agricultural reforms often reversed as quickly as they are put in place. The economic plan can only be sufficiently carried out if its allowed to reach its conclusion, Držplan requires to be the sole governmental body which has the authority to modify or make amendments to a plan during its cycle. Attempting to construct a self-sustaining internal economy with little to no support from foreign partners has stifled all attempts at industrialization. Our mines do not extract resources at half the efficiency of neighboring states because our miners are less skilled, but due to the fact they do not have access to the same machines as our adversaries do. Our economy is decades behind our main competitors and it must be resolved, we must begin importing larger quantities of machines for our current workbase. Every project we attempt is slowed down due to the lack of machines, the country needs diggers, trucks, engines, cement mixers, every machine which reduces the number of laborer's helps push the country forward into modernity. Our country is not poor, it simply lacks the manpower to exploit the entirety of its natural resources without utilizing automation. Our infrastructure is inadequate to meet economic needs, transportation bottlenecks make the task of delivering raw resource into factories and smelters far more convoluted than necessary, we propose a expansion of funding towards infrastructure development in order to construct a national network of railways and industrial corridors which connect mining and urban regions. This would reduce the number of shortages encountered in production as well as wastage. International specialists with developed infrastructure networks ought to be contacted. Build 5,000 km of high speed rail and 200 extra logistical hubs, connecting key resource hubs (e.g., mining regions, and urban centers). Reduce transport delays by upwards of 40% by 2026 Construct 3 hydroelectric plants by 2028, with a combined capacity of 3,500MW by 2028 Establish 20 small peat-processing plants by 2024, distributed across regions with abundant peat resources, seeking to exploit 500,000 tons of peat annually. Increase agricultural output by 20% by 2028 Specific Resource Requirements (20-40% to be imported) Excavators: 2,000 units (to improve resource extraction) Hauling trucks: 3,500 units (to increase transport capacity for raw materials in undeveloped regions) Cement mixers: 1,000 units (to support infrastructure projects) Engines (for factories): 1,200 units (to replace outdated engines) Heavy-duty tractors: 4,000 units (to modernize agricultural processes) Industrial pumps: 1,500 units (to support mining and water management) 400,000 cubic meters of concrete and 75,000 tons of steel annually for hydroelectric project annually for dam projects. 1,200,000 tons of steel and 700,000tons of cement required annually for logistical projects Silicon and rare Eurth metals: 400,000 tons for digital infrastructure and computerization projects. We can also supply backhoes, loaders and telescopic handlers. If machinery is purchased from IKV, we also offer maintenance services, as well as insurance and finance options for any equipment. As well as this selection of machinery and services, IKV can also set up training facilities for operation and maintenance of equipment. These would initially be staffed by IKV employees or subcontractors, but training could be offered to allow Welks to take over these responsibilities.
