The aim of the speech was to get the headquarters of the Assembled Nations Department of Peace Operations, newly founded after the destruction of the Second Argic War, placed in Mavris-sur-Rozo (Mavris-on-Rose), the Capital of the Federation and its largest city by far. Distinguished Delegates, and Esteemed Representatives of the Assembled Nations, I am here to put forward the candidacy of Mavris-sur-Rozo for the location of the Assembled Nations Department of Peace Operations. It is strongly believed by Prime Minister Maurthim Pilliod, the Federal Parliament and the people of the Federation, that Mavris-sur-Rozo would be the best place for the location of this essential body for glubal peace. I stand before you today as the voice of a Mavran which has seen the horrors that war brings to this Eurth. Mavran stands as a nation which has been at the heart of not one, but now two horrific wars, which have led to the deaths of millions. Because of these unfortunate events, Mavran now stands in a unique position. While our federation was left relatively unscathed, our populace, soldiers, governments and everyone else in between has either seen first-hand the consequences of a lack of humanitarian action during conflict, or at least knows someone who has. The challenges that Mavran has faced, and continues to face, are immense. And yet, just how our Federation was founded with the recognition of the need for support, so now does Mavran recognise its vital function in ensuring that it fulfils its role in aiding the lowest and most vulnerable around the wurld. It is in this spirit, and the sobering shadow of the recent conflicts that shook the wurld, that Mavran seeks the support of the Assembled Nations in Mavran’s candidacy for the headquarters of the Assembled Nations Department of Peace Operations. Mavris-sur-Rozo, the site of the headquarters of ANDPO should Mavran’s candidacy be approved, is much more that simply the administrative centre of the Federation. It is a symbol, a city originally born from the strife and conflict which once held the nations that would become Mavran close, since then transformed by human effort from a symbol of evil, destruction, and suffering, into one of cooperation, unity, and hope. And now, with peace secured in Mavran, we would seek to bring peace throughout this often dangerous wurld, particularly to those in greatest need of it. The proposal for Mavris-sur-Rozo as the location of the future headquarters of the ANDPO would not only be a symbolic decision, but a practical one too. Mavris-sur-Rozo is situated in an advantageous position in Argis for humanitarian operations; it is a coastal city of great naval might, in the centre of Argis, and holds access to much of the main naval routes of the wurld, particularly in the Keelpijp and Verde Strait. Additionally, Mavran is a multicultural city, blending Lysian and Yasic cultures harmonically while also holding significant immigrant communities. After all, in Mavran, cooperation is not simply some abstract concept. It is an idea embedded in the national consciousness, one that will inevitably prove essential for the continued operations of the ANDPO. Additionally, Mavran holds some history in regard to humanitarian operations. Before the Federation was even founded, its constituent nations of Illieux and Farisia often cooperated with the creation of humanitarian programmes, particularly in our eastern neighbour of Velika, and throughout Argis. During the First Argic War, the Federal Government went through great effort to minimise civilian casualties, with an entire branch of the Armed Forces become dedicating to the development of humanitarian aid distribution, ensuring that innocent civilians did not suffer (this being done even in detriment to the war effort). Furthermore, during the horrors of the Second Argic War, Mavran heavily focused on supporting all Argic nations, in some cases even helping to prevent outright famine. As such, one thing becomes clear. Mavranai humanitarian involvement has never been a one-off, but an ideal to which Mavran has been loyal, and will remain loyal. It is the opinion of the Mavranai Federal Government that these factors uniquely position Mavran to host the headquarters of the organisation aimed at being the brain behind glubal peace initiatives spearheaded by the AN. If the AN was to grant Mavran this privilege, we will invest all necessary resources, financial, diplomatic, or otherwise, to ensure the success of this endeavour. We would work with the AN to construct a modern, state-of-the-art facility, designed with the logistic and strategic needs of the ANDPO in mind. The Mavranai Federal Government additionally stands ready to provide long-term support for staffing, training, development, and initial operations for the organisation, ensuring that the ANDPO becomes a lasting pillar of peacekeeping, humanitarianism, and cooperation not just in Mavran, but throughout the wurld. Konstantios V abdicated after a series of crises and riots and was replaced by a cabal of naval officers, headed by an admiral, installed as the new Holy Emperor. The democratic regime had lasted only six years itself, and perhaps that was not especially surprising – democracy at the national level was new to Tagmatium, and it had been set up by another military officer who had come to power in an earlier coup. That coup had overthrown the previous dynasty, which had ruled Aromania for over one hundred and sixty years. That coup had also seen Tagmatium exit the Long War and attempt to heal the deep wounds of that conflict, despite that move leaving its allies hanging out to dry. The new regime of Tagmatium – which would be referred to as the Rule of the Admirals in later years – was still finding its feet on the international stage, even if it was much more settled internally. The first of the so-called Naval Emperors had died earlier in 1976 and his successor, Rear Admiral Demetrios Tassopoulos, had ascended the Leopard Throne as Demetrios VI. On the one hand, the military regime saw little merit in peacekeeping operations, and it thought that peace was better enforced from the flight decks of its growing number of aircraft carriers. On the other hand, cooperating with other nations both legitimise their rule and build bridges between like-minded nations. For example, links between the new Tagmatium and the Advocatian State had been forged several years ago, primarily based around suppressing the advance of leftist groups in their own countries. The Holy Imperial Government judged that supporting Mavran's candidacy for the ANDPO might help improve its international profile at a time when the Occidental nation was beginning to be viewed as a little more than a military dictatorship. Which it, of course, was. Khristodoulos Khristiades, the current Permanent Representative to the Assembled Nations of the Greater Holy Empire of the Aromans, waited until Lionelle Morn of @Mavran had finished speaking. Khristiades was emblematic of the new Aromania – a naval infantry officer given a role in the new administration in order to try to control the immense bureaucracy that governed the most populous nation on Eurth. He was not in uniform, as that would be against the spirit of the Assembled Nations, but he exuded a military bearing. Once the Mavranai Representative had finished speaking, Khristiades leant forward at his seat and clicked a button to turn on the microphone in front of him. “Your excellencies,” he started. “Today marks a turning point for Eurth. The Assembled Nations has long been a guiding force for peace on Eurth through its many initiatives and acts. The establishment of a Department for Peace Operations would be a firmer step in that direction. It is also clear that it ought not to be within any of the large powers of Eurth, as that could well mean that the department is then under their sway. It is realised that that is not how the Assembled Nations is supposed to work, but it is a reality that we must face, especially as the wurld is quite so fractured. But, then, this is also why it is key to try to unite the nations of Eurth behind the Assembled Nations and its message and drive for peace.” “Obviously, this is more necessary than ever before. The Assembled Nations was founded in the aftermath of two of the largest conflicts seen on Eurth at that point – the Long War in Europa and the First Argic War. And now we have seen conflict break out anew in Alharu and again Argis. It is certainly a shame that this esteemed body was not able to prevent these conflicts from happening, but the Holy Imperial Government feels that we can take lessons from these and apply it to the future. And part of that future will be the leadership of Mavran as headquarters of the Department for Peace Operations. Mavran will, I pray God, lead Eurth into a new period of peacefulness and prosperity.” “Therefore, I have the honour of stating Aromania's support for Mavran to be the home of the Assembled Nations Department of Peace Operations. My nation, as one of the Permanent Members of the Security Council, will gladly aid Mavran in any way that it can to ensure that peace is not once again shattered in such as way as seen in the last few years.” The Aroman representative turned his microphone off and sat back in his chair.
