[Expansion] Poja: Islands

With the latest map update and the unfortunate departure of @Kyznetsia I've turned back to looking at this small archipelago that @Baltica and I - once upon a time - had surface-level discussions about.  Ultimately, I wasn't in any position to move further at the time and had no qualms surrendering said lands to Kyznetsia but I am now in a better position, having developed Poja significantly further since that time.  In lieu, I had started the expansion into Chernodrinsk as a replacement for any designs on these islands.  With Kyznetsia's departure I would like to look back into these islands but since I would be running two expansions at once, I thought it much more prudent to check in with the Staff before proceeding.

1. Are multiple expansions allowed considering both of these are small?
2. Are there any specific conditions or requirements to fulfill if so?
3. If so, what would be a standard Staff would want to see for running such simultaneous expansions?

The general gist of these islands, and I'd personally like to work with Baltica on developing the culture there, would involve a national crisis (leaning towards a coup or junta taking power in the wake of Operation Clearance and its overthrow of the Velaherian regime, which would see Pojački intervention, stabilization, and in the far-off future annexation via referendum achieved via a rough road of events and perhaps even a little underhandedness (not quite Venezuela or Russian-occupied Ukraine underhandedness but people might need "convincing" via "less egregious methods."
