Hello and welcome to the Office of Foreign Affairs for the Republic of Pentium.  Our diligent work toward maintaining, expanding, and deepening our relationship with foreign states is all enacted here, any state looking to interact and work with Pentium is free and able to open a line of communication or send in a letter directed toward the Office of the President, currently, Ian Callahan is the President of the Republic.  Any intentions to work towards a goal or create an agreement are recommended to be sent here for review and recognition.

Current State of Affairs 

Pentium has just come out of an election, and the incumbent leader was re-elected to lead the republic for another four years.  Past that, the nation has clawed itself out of a brutal civil war, but the devastation was isolated to the capital city, ports, industrial hubs, and farming estates were left mostly intact.  Current government focuses are on Military Modernization and Expansion, Political Stability, and Continued Economic growth.  Reorganization of the economy and laws is the current state of affairs, and work continues to rebuild the military and state.  The country has retained its democracy for the time being.

Before I begin, I wish to first congratulate the Pentian Administration on retaining office in the recent election. It is the opinion of the current Administration that Pentium and Hisera may find stable common ground upon which to stand -so to speak- in our relations, and that we may venture into the future with amicable relations. However, the intention of this message is not simply congratulatory. Understanding the links between our less fortunate histories, it is the belief of the Hiseran administration that Pentium and Hisera may enter into a new economic age of relations through mutual investment and co-operation going into the future. Hisera to this day is a land of great economic potential for outside nations, and we believe that a Pentian Investment in Hisera may bring about economic boons for both nations, through development for Hisera and profit for Pentium. We hope that the Pentian administration will see the reasonableness of this proposal, and perhaps begin further talks with the Hiseran administration on possible mutual investments, which may help lift both of our nations into new positions of prosperity on Eurth. The Hiseran administration will be eagerly awaiting the Pentian response.

Thank you for the warm welcome, and thank you again for the congratulations on our electoral victory.  Doing some digging into the recent goings on within The Third Republic, I do believe that we share some common ground with the flow of history and the circumstances that we find ourselves in today because of that flow.  President Callahan has reviewed your request for joint investments and is interested in the prospect at the moment.  A deal early in our second administration would be an excellent way to cap off a year rife with struggle and change.  Thus, we would be willing to sit down at the negotiating table at some point in the future to hammer out a proper and mutually beneficial deal for both our states and for the betterment of our people.

It is clear that the Republic of Pentium is one of the growing powers of Eurth. Although it may not look like it at first glance, our two nations have much in common, despite the apparent differences that exist between them. Both of our nations have seen a civil war which heralded a new burst in international relations and something of a national rebirth. Both of our nations are also look towards the rest of the wurld and do not turn away opportunities to work with other nations. For it is working with other nations as equals that secures peace between the peoples of Eurth.

Because of this, it is clear that it is time that our nations build a better relationship, both for our peoples and the peoples of Eurth. Closer cooperation between nations, whether culturally or economically, is the foundation of peace between nations. Our nations working together would also help to secure the future of the North Adlantic Ocean and the nations that border it. That ocean is key to the future of both of our nations and it is clear that cooperation would help to secure peace in that region, as well as securing prosperity for our peoples.

It is the wish of the Aroman people, the Holy Imperial Government and his Aroman Majesty, Kommodos III, by the Grace of Christ, Holy Emperor and Autocrat of the Aroman People and Equal-to-the-Apostles, that our nations begin to cooperate more, to the benefit of both of our peoples. The Ministry of Foreign Affairs is grateful for the correspondence and kind words of the Aroman people, the Holy Imperial Government and his Aroman Majesty, Kommodos III, by the Grace of Christ, Holy Emperor and Autocrat of the Aroman People and Equal-to-the-Apostles.  The revitalization of the Pentian state and economy has been greatly aided by the mutually beneficial agreements that have been able to be negotiated.  With the fresh memory of our dead after the conclusion of the civil conflict, peace is in the minds of our people more than ever and tying ourselves to the future of the Glube has given us great confidence in multilateral treaties and deals.

After discussion with various ministries and the President of the Republic, we have concluded that closer relations and ties with The Holy Imperial Government of the Greater Holy Empire of the Aromans is in the best interest of our peoples and our interests internationally.  Especially with respect to securing the continued safety and free access to the North Adlantic Ocean and its inhabitants, it is a vital lifeline for Pentian trade.

Your message has been well received in the halls of the Foreign Ministry, and we are more than happy to echo the sentiments of cooperation and friendship.  Despite the moments of turmoil within our borders, and exiting the isolation after the end of our great war.  The request to deepen our agreements and relations beyond their current status and towards a greater economic and cultural understanding is a goal shared by the ministry and The President.

It is felt by the Holy Imperial Government and the Aroman people that it is time that our nations attempted to expand the trade that takes place between us. At the moment, the trade that our nations undertake is reduced by the mutual tariffs that we place on the goods and products that our nations grow, manufacture or otherwise produce. It would be a good first step towards a much more profitable relationship for our nations, peoples and companies if we considered reducing these tariffs. It is clear that it would be of benefit for both of our nations.

Although it is beyond my remit to begin to discuss any details of any ideal agreement, I have been asked to at least outline some of the hoped for targets before any discussion is started. The Holy Imperial Government would like to see agreements on the importation into Pentium of agricultural products, including grain, but also food and drink, as well as construction and agricultural machinery. Aromania would also welcome a mutual reduction in tariffs on electronic and consumer goods. Discussion on reducing the limitations on visas is also something that my government would wish to discuss.

It is clear that our governments have been able to come to such agreements in the past – especially in military vehicles, as the Pentium Arsenal Works AWTV-98 is used by my nation's military. It is to be hoped that any such talks that we might have in the future will be agreeable to both of our nations and people.

May God see it that peace and prosperity come to both of our nations.

It is also the opinion of not only the Foreign Ministry, but also the Ministry of Trade and Commerce that the reduction or entire elimination of standing mutual tariffs would be mutually beneficial to both nations and their people.  Induction of Aroman goods into the Republic's markets would be a most welcome development, but as was discussed in the The Holy Imperial Government of the Greater Holy Empire of the Aromans follow up letter, it is not within our remit to speak of this communique.  Simplification of the visa process, which is something that I can provisionally discuss in this letter, would be another aspect that we would be willing to discuss in further detail.

We hope for agreeable negotiations going forward, our office needs only a time and location to prepare for negotiations.
