With the end of the recent Federal Elections, the newly appointed Federal President, Hornumas Vytis, has announced his wishes to organise a new legitimate Office of Foreign Affairs. Although the Republic and to some extent, Northern Baltican Federation had foreign offices of their own, as well as multiple embassies throughout Argis and beyond, Hornumas wishes to “modernise” the formerly improper office of foreign affairs, in order to better represent Baltica internationally. Controversially, he also decided that the office would be located in Goja, and not Kauni, the current administrative capital of the Federation. Alongside this restructuring, new ambassadors will be selected to man the multiple former embassies of the Baltican Republic, with the first embassy scheduled to be reopened in @Advocatius, shockingly not in its former office block (which has since been converted to a popular “entertainment” spot), but instead the former Anglian Embassy, which will now act as the main Baltican Embassy building within Victoires. Alongside that, representatives of the Baltican government have also been sent to the North Adlantic Union, headed by @Seylos, to help foster future relations between Baltica and the Union. 

Long Term Missions of the BOFA

1. Foster long term relations with other nations, situated both in Argis and beyond. 

2. Help foster economic ties with other existing and new trade blocks and nations. 

3. Represent Baltica internationally in glubal events. 

4. Enforce Baltican sovereignty, and ensure its borders and territorial waters remain its own.

The people of the North Adlantic Union are elated to be able to established permanent and production diplomatic ties with the Federation of Baltica. Our people have hopefully shown our desire the best for not just our mutual relations but the individual prosperity of Baltica on the wurld stage. We hope that nation's endeavors at reconstruction will bear fruit, and that the North Adlantic Union can establish beneficial ties between our peoples indefinitely. The peace and stability of our region of Argis is of the utmost concern, and while the Anglian war has taken many of our resources to ensure that cause, we believe that this future will be bright will more friendly nations on the international stage. We excitedly accept Baltican representatives, and hope our own representatives will find a home in your new federation.

Chel'de Yorn, SIMH., 4th Year of Karn (2023), K4/23/24/09 — By the hand that holds the pen to Empress Kira'Karn, who symbolizes the unity and continuity of the Haruspex nation, Ajax Hur Elemmiire, Imperial Advisory Councilor, Head of the First Circle, has been authorized by the Divine Authority to make the following statement concerning trade and naval infrastructure commitment to the Baltican people and government.

The Crown has authorized a request to be made to the Baltican Federation. Alongside a heavy industrial investment, the Imperial Domain would like to propose a naval academy and coast guard operating site on the island of Goja, with donated vessels to be crewed by Federation sailors, under the command of the Baltican Federation's Naval Command to protect the development of and current trade zones.

The aforementioned operational oversight by the Baltican Federation's Naval would grant it authority to jointly trained vessels until such time those vessels could be crewed by Baltican sailors and officers. Vessels donated would become property of the Federation.

Tariffs from products, tourism, general cargo shipment transits etc, could help pay for said operating base, with a general operating budget from the Greater Kaldana governing council having agreed to maintain its activity and ability as gesture of good faith in trade and commerce to the Baltican people.

As a measure of intentions, the Greater Kaldana Colonial Navy will authorize the deployment of four vessels to be be the first deployed vessels from this coastal and sea-lane protection facility as the imperial domain looks to build within the port of Krebiseh, investing in the infrastructure to enable it for modern shipping and receiving. With the goal of employing local workforces so as to create viable economic relief and growth.

It is has come to the attention of the North Adlantic Union that the country of Haruspex has approached Baltica in an attempt to invest in and train the armed forces of your nation, as well as attempting to negotiate economic agreements.

We believe it is our duty to inform the people of Baltica of whom they may possibly be dealing with in the days ahead, as Haruspex has proven itself time and again as one of the more rogue forces on our fair Eurth. While Haruspex may be presenting itself as a valuable war ally to those fighting against Anglia, a role we have no doubt they take seriously, their crimes are some of the worst seen here on Eurth. We believe that any attempt from Haruspex to gain even the slightest military foothold in Baltica represents a considerable risk to Argic security, something that the North Adlantic Union has spent considerable resources attempting to deflect from our continent.

In mid-2019, Haruspex invaded the people of Cussia, a nation to Haruspex's west. The invasion was brutal, and resulted in the capitulation of the country against superior Haru military might. The result can only be described as genocide as Haruspex deliberately persecuted peoples who followed Christianity and forced them into camps. In response, Seylos at the time helped organize a group of nations to alleviate the suffering of these people, and seizing upon this Haruspex forcibly deported countless thousands of Cussians from their homeland. These refugees fell across the wurld as many were deported by train to the Greater Holy Empire of Arome (@Tagmatium Rules), or rescued by a massive international fleet of humanitarian ships sent by several nations. These populations now live in exile in places like New Cussia in Seylos, @Iverica, and @Salvia.

Haruspex also for years has fought a devastating war in Azania to build its own colony called Kaldana. Through this conflict it has forcibly displaced the original inhabitants and has already been actively placing its own people in it, for reasons that are only known to the Haru. This conflict has also cost the lives of thousands and threatens to expand farther than the borders of "Kaldana".

In 2021 Haruspex also attempted to claim the country of Corinium. Of the course of many years, Haruspex propaganda convinced the people of north Corinium to break from their homeland and join Haruspex as "North Korinon". We have reason to believe that this was only the first step in establishing themselves not only on one of one of Europa's most important trade lanes, but as a stepping stone to further conquests on the mainland of Argis. This is reinforced by their continual military presence in the Kingdom of @Ateenia. Through intervention, the North Adlantic Union and her allies was able to save the southern half of the Republic of Corinium. Still however the Haru continue to perpetrate what can only be described as cultural genocide as more Haru than Corinian now live in the north of the island.

We understand the terrors of joining the international community in such a vulnerable economic and military state that the Baltican Federation braves into now. We hope though that through cooperation with partners who believe in freedom and democracy that Baltica will be able to rise stronger than it ever has been able to before. The North Adlantic Union wants to reiterate its security commitment to coastal Argic states that aggressor nations attack nations like yourself will not be tolerated and will be absolutely defended by the Union should that be necessary. And on top of this the Union wishes to ensure strong economic cooperation to build both the wealth of its member states and the people of Baltica.

To this end the North Adlantic Union would wish to counter any offer by Haruspex with our own.

The North Adlantic Union would wish to assist train and development the military of Baltica, not just its navy, but its ground and air forces as well. In order to facilitate that equipment can be built and shipped to Baltica at a reduced charge as well as training in every manner possible without any additional expense on behalf of your country. On top of this, Seylos can retrofit and transfer captured Anglian ships to Baltican service for a heavily subsidized price to ensure the integrity and potency of the Baltican Navy.

In regards to an "academy" created by the Haruspex, the North Adlantic Union would also beg Baltica to reconsider this option. The North Adlantic Union is prepared to offer the same deal on top of Baltican naval personnel being able to train and serve alongside our our naval personnel with no cost to Baltica. The people of the North Adlantic Union have a deep and rich history in regards to naval tradition, and in the modern era an excellent record of naval prowess. Our forces have defeated the Anglian navy, to extreme effect, twice in battle against overwhelming odds. The experience gained by these sailors is incredibly valuable and far more than anything that Haruspex can attempt to train Baltica in.

In regards to economic development, the Union can also help facilitate relationship with Seylosian companies that have excelled in port management of the over 200 million tons of cargo that passes through Seylosian ports on a yearly basis. This relationship can be used to train and build up Baltican port authorities and ensure than Baltica retains full ownership over its internal economic affairs.

We hope that the people of Baltica can see the advantages of choosing military and economic cooperation with the North Adlantic Union and its allies over the Haruspex, as well as the cultural and international importance of siding with those who wish to continue freedom and democratic choice amongst its constituents. We eagerly await your response.

On behalf of the United Baltican Federation, the BOFA (Baltican Office of Foreign Affairs) would like to issue a joint statement to the North Adlantic Union and the Imperium of Haruspex.

It was not expected that the offer from the Haruspex to seek further cooperation and investment into the Baltican Naval Forces would have captured the eyes of the North Adlantic Union, however, it was best decided that the Baltican Office of Foreign Affairs address both the statement made by the Imperium of Haruspex and the NAU. First and foremost, Baltica would like to reaffirm that it is a neutral nation, that does not seek any military ties to either the NAU or Haruspex but instead wishes to cooperate with both nations when it comes to diplomacy. That being said, the Baltican Naval Forces are deeply underfunded and are currently lacking the capability to properly enforce the Baltican Exclusive Economic Zone (EEZ) within the Keelpijip. As such, after careful consideration, it has been decided that the Baltican Federation will instead take on the proposal made by the NAU to increase the fighting force of the Batican Naval Forces.  The decision has largely been made as the NAU has seen active naval fighting with the likes of Dolchland and Anglia and is better positioned within Argis itself.

However, this decision does not mean that Baltica would not be interested in further economic and industrial Investment from the Imperium of Haruspex. Although Naval Investment is no longer on the table, any Industrial and Economic Investments and purchases from Haruspex are still desired, and as a further show of gratitude, Baltica would like to officially set up a diplomatic envoy and embassy to Haruspex to finalise its relations with the nation...

The Crown has weighed further involvement with the Baltican Federation and has decided to continue its offer of investment of industrialization and so forth. We are optimistic to build upon and expand the economic trade between ourselves and the Federation, as well as serving as a trade hub between the Europan and Argis routes.

The aforementioned operational oversight by the Baltican Federation's Navy of the area will be observed, and no active naval assets of the Imperial Navy shall enter its territorial waters. 

The port of Krebiseh is still the area the Imperial Domain is interested in for investing in the infrastructure to enable it for modern shipping and receiving. With the goal of employing local workforces so as to create viable economic relief and growth as mentioned before.
