Baltican Reconstruction

After half a year of long and gruelling fighting, the Second Baltican Civil War has finally come to an end. Having killed an estimated 150 thousand people and having displaced over 1.3 million civilians, this war has no doubt ruined much of Baltica. Desperate mercenaries sack the south dry, people continue to flock north for work and safety causing an ongoing humanitarian crisis. GDP per capita has been cut in half, and both imports and exports have decreased dramatically. The new administration must not only bring Baltica back from economic ruin, but attempt to settle old rivalries in an attempt to create a competent central government. It all begins here, with the first conference to settle what the new Baltica will look like…

 

The Goja Constitution

After the capitulation of Dokestva and the capture of Visagris, the various factions and sides involved in the civil war met in Balticas former capital of Goja. Here the delegates would meet to write the new Baltican Constitution, which became nicknamed the Goja Constitution. It saw the territories of Baltica reorganised into a Federation, with a total of 4 Republics (Raskia,Kauni,Dokestva and Lipland-Kretia) and three autonomos sister republics (Govir,Belgorta and Myask). These republics would all be answerable to the Central Baltican Government in Kauni, who would continue to manage state affairs and diplomacy, whilst a smaller Republic council would oversee management of the Republics. One main issue of contempt came from having to decide a capital for the Central Government, which eventually came to be Kauni. However, since Kauni was also the capital of the Republic of Kauni, the central government had to “lease” an area of Eastern Kauni in which they would operate most of their administrative buildings.

Although Baltica is a Federation in name, recent efforts by larger Republics like Raskia and Kauni have been pushing for an increasingly less centralised state, something more akin to a Confederation rather than a Federation. Luckily, stronger heads prevailed, and managed to stop Nationalist from turning Baltica into a dozen ethno states. To avoid Republics from destabilising the greater Central Government, a law was made in the constitution which prevented political parties from participating in both the central and republic governments. This quite easily stopped many Republic oriented parties from running for positions within the central government, but greatly limited the number of candidate parties that actually wanted to run solely for the central government. In total, only 4 parties ran for the Central Gov, with everyone expecting the NCP (New Constitution Party) to come out victorious, mainly due to the nationwide popularity for Hornumas Vytis. 

The Goja meetings would conclude with all Republics and Sister Republics signing the new Goja Constitution, and agreeing to all clauses. A temporary Central Government would be formed, mainly headed by the NCP and some smaller parties, whilst a proper election is to be held in September. Additionally, the Republics and Sister Republics were ordered to arrange elections at least before the end of the year. Although the issue of government had now been addressed, both the Central and Republic governments shiver due to the upcoming meetings in Kauni to address the dire state of the economy…

Advocatius has for the most part been silent in the Baltican Civil War, believing intervention would only prolong the fighting and force Baltica into an age of strife, something Advocatius had known all too well during its own war, which had implanted itself into the public mindset and so any intervention would be met with severe criticism and public outrage. Now that at last Baltica has finally ceased fighting and united its many splinter states, the new Baltican Federation can forge a better and hopefully more peaceful future for itself, but recovery will not be easy, Advocatius after its civil war had little to no aid, and the new dictatorship and caused severe poverty and suffering for its people, Advocatius cannot just stand the side-lines and bear to watch Baltica go through the same struggles and hardships Advocatius had to endure on its own, for this reason it is the belief of the People and the Government that the country should do all it can to help Baltica through its period of recovery.

It is by decree of the National Assembly roughly 500 Million ADS shall be invested into the new Republic to be used in new infrastructure, manufacturing and especially agricultural projects in areas harshly affected by the conflict such as the major frontline of the south and the heavily bombed plains of the north, but also areas that show promise and weren’t as affected by the war such as the new Capital of Kauni, which shows promise as a finance hub for the new country. However, this is only a starting investment from the government of Advocatius, its people have already set up crowd sourced charity’s, famously the Baltican Recovery Organisation (BRO), which has already raised 400,000 in the first week of being up to help the newly impoverished of Baltica and displaced Refugees from Baltica, Advocatius itself receiving 3000 Balticans which have now nearly all been set up with homes and jobs for the sake of bettering their life’s.
 

Additionally, Advocatius plans to present the new Federation with a worker exchange, with Balticans having the possibility to work in Advocatian industry, particularly agricultural, crops that are unable to be grown in Balticas climate including advocados, coffee, sugarcane, etc. This could also mean Advocatians can work in Baltica to allow a larger pool of workers for Baltican industry and aid in faster recovery to not stretch the Balticans of working age thin of opportunities and simultaneously make sure there’s a large pool of workers for reconstruction projects but there are still more ideal opportunities for the working class.

The last of the Seylosian soldiers that had been deployed to Kauni had finally left the country around a week ago. They had made sure to stick around for awhile after the peace was signed in order to ensure that the FHC's operations were protected while thousands of refugees were processed and sent back to their home. It had been a long journey but the results had spoken for themselves. The majority of Kauni's territory had remained gratefully undamaged from the war, bar the oil region in the south. The taskforce that had been sent to the region along with the other allied nations had managed to dissuade any other faction from causing too many problems. As far the Seylosians were concerned, their mission was complete and their worst nightmare, a country spanning famine, had been successfully avoided. Now though the task of reconstruction in @Baltica lay in other hands, and soldiers were no longer needed, at least not Seylosian ones.

The FHC still remained for now, though in more reduced numbers as the number of refugees in their care continued to dwindle. They did their best to secure transport for these people, arranging a large numbers of shuttles and buses to carry people back to where they had fled from. Many of the FHC security had stayed in the area, now being used as protection for the vulnerable transports to make sure that no lingering banditry would harm those on their way home. Still it was assumed by the end of the month almost all of the FHC presence in the country would be gone, having returned to Seylos, or in many cases @Rhodellia. Impressed with their service though, the FHC did ask for many of the Rhodellian volunteers to stay with the organization as full time staff members to be sent to other areas of conflict around the globe where the FHC might find itself.

The North Adlantic Union for its part had made sure to send its congratulations to the newly formed Baltican government on ending the war and stabilizing the country. In a message to the central government, Prime Minister Steuebe offered the support of the NAU to help rebuild the broken country, a task that the union was more than familiar with, considering the devastation in Ceris that had occurred. In addition the NAU council opened up additional investment funding that could be allocated to Baltica in order to help rebuild its economic core and hopefully help the country back onto the right path.

Baltica Economic Reform

After the Goja constitution, and the formation of Balticas Central Government, many have been in fear of the upcoming Economic Reforms, which promised to overhaul a large part of the Baltican Economy. The talks were held in Sveaja, the now growing economic centre of Baltica…

 

The Baltican Economy was in a fairly dire state. GDP per capita had halved, exports and imports fell dramatically and core infrastructure needed to export goods had been damaged and the core industrial centres of Goja, Belgorta and Kretia had been thoroughly destroyed. The first step of Baltican reconstruction was the formation of the Baltican Redevelopment Fund (BRF) which would be responsible for the allocation of funds to cities, regions and republics as well as setting up projects to aid in redevelopment. Already nations like @Advocatiushave donated large sums of money to the BRF, and other international organisations like the North Adlantic Union (NAU) have shown willingness to aid Baltica in its time of need. Currently the BRF’s main project is to begin the improvement (and in some areas full reconstruction) of the former National Spine; a large arrangement of rail lines that connect North to South and West to East. Large parts of the rail line had been damaged, especially in the south and central regions. 100 Million Zedai have also been allocated to the reconstruction of housing and factories within Goja, Kretia, Belgorta, Vikija and Janakis. 

Most construction projects are being undertaken by the Baltican Company “Indastura”, but with the sheer amount of materials needed for the reconstruction Baltica has been pushed into importing materials from its neighbours, specifically from Hugostan. A planned trade deal between Baltica and Hugostan, will see Baltica agree to export its agricultural goods in return for minerals as well as construction material like concrete and steel. A similar trade deal has been arranged with Perkunia, with Baltica agreeing to provide the state with Industrial Chemicals and Fertilisers in return for Industrial Construction Vehicles and Tools. This is part of a greater scheme to promote trade between Baltica and her neighbours, especially Hugostan and Perkunia. Many are calling for the creation of a shared market, although Baltica currently does not have the time or resources for such a task. Nonetheless, it's a step in the right direction. Additionally, Baltica has planned to arrange talks with Hveradalur to potentially lease a port, in order to trade Baltican goods outside of Argis, and benefit from the somewhat stagnant international agricultural market.

Currently, Baltica still largely revolves around its Agricultural Sector, which remains the largest sector after the war. Its Industrial and Service Industries have seen massive declines, leading to the emergence of Primary Industries, primararly timber in Raskia, Farming in Kauni and Fishing in Dokestva and Govir. The Republics, as well as the government themselves have been pushing for a diversification of the economy, by promoting Secondary Industries in the former destroyed economic centres of Liplan-Kretin and Belgorta, whilst steadily moving IT based work to the North. To boost the recovery of the Service Industry, various government grants are being introduced to encourage the emergence of small local businesses. Interest rates have also been slashed, in an attempt to get as much capital out of the banks as possible, and circulating back into the Baltican Economy. 

Although Baltica had not been the most Business Friendly nation in Argis, it was considerably better than it was now. A lack of stability and fears over lack of returns has discouraged many from investing into Baltica, and as such various cities have taken it upon themselves to set up Special Economic Zones (SEZ’s) to help attract foreign investors. This includes the large Goja Free Economic Community (GFEC) and the Sveaja Special Economic Zone (SSEZ), both of which are now open to foregin investors with the exception of @Ateenia and @DPR Velaheria. Overall the Baltican economy has been largely opened to the outside wurld, making it a lot easier for other nations and TNC’s to enter its markets. It is believed that the Republics themselves will soon be able to fix their own economies, and rely less on the Central Government for funding. Currently the largest contributor to the BRF is Raskia and Kauni, who are leading the Baltican Economic revival. Having been the least impacted by the Civil War, these States will have to carry on the burden for the other Republics for quite some time…

(The Sveaja Special Economic Zone (SSEZ) is the second largest SEZ in Baltica, and is located in the nations Economic Capital of Sveaja. Currently its seeking IT and Business startups to help the rise of its Quaternary Sector) 

Currently trade between @Finaand @Struma is halted, due to the instability seen at the Northern and Eastern borders of Baltica, which are occupied by insurgency forces. Until these borders become stable, trade will not flow through them. The newly formed United Baltican Army Corp, as well as the smaller Belgortan Army Corps have been designated to deal with the Insurgence, and so far have seen some success, especially in the North. Finally, a official delegation has been sent to @Ahrana, to reopen diplomatic ties and later down the line, arrange new deals and prospects for both nations.

Reconstruction of Goja

The Pearl Reconstruction Project

Goja. For over half a millennium, has served as Balticas capital, home to the former royal family and Republic government. Ever since its founding in 1436, it has been an important trade hub and centre of power, placed strategically in the bay that shares its name (Bay of Goja). However, ever since the civil war, Goja has been left a ruin, former buildings that made up its bountiful skyline reduced to nothing more than ruins and mountains of brick. Despite this, hope within the nation remains, and many believe that the reconstruction of Goja can act as the catalyst towards the rebirth of Baltica, for this project is not just the undertaking of one people, or one Republic, but the undertaking of the nation as a whole.  As such, for the first time since the end of the Civil war, both Dolch and Ras have united in what many call the Pearl Restoration Project, to transform Goja into a city fit for all. But this humongous undertaking comes with many challenges and problems, the biggest of which is funding. 

Funding and Allocation

Liplan-Kretin, despite being both the largest Republic in size and population, has seen the most destruction out of any Republic during the Civil War. Being the crossroads for the West and East meant that throughout the duration of the civil war it was the battleground between the various factions of the war. As a result, it has left most of the territory ravaged, the previously well established Industry bases of Kretia, Goja and Klenai left destroyed whilst the large agricultural center around the Liplan river has largely been pushed out by more profitable ones in the Kauni Republic, which was spared from much of the fighting. All together this has left Liplan-Kretin bankrupt, to the point that the Central Government has been forced to finance the Republic ever since its founding. So as expected, much of the funding of the Pearl Restoration Project has fallen on the Central Government, but luckily, the project has also seen funding from both the other Republics of Baltica, and the International Community as well.

Both the Dokestvan, Kauni and Raskian Republics have pledged small amounts of money towards the Restoration Project, whilst also promising to provide certain needed machinery and resources. Although Raskia and Dokestva are mainly financing the project in the hope of restoring the “National Spine'' (The main Baltican rail line that connects the Western, Northern, Southern and Eastern territories), as rail transportation between the Dokestva and Raskia in particular has seen a staggering decline. Kauni however has dedicated considerably more funding towards the reconstruction, primarily because they hope to restore the former Gojan docks and ports to aid in its ability to export its agricultural goods outside Baltica. This has also led to Kauni Investing heavily into the Gojan Special Economic Zone, which has seen the slow return of Industry to the city. 

Whilst the Republics have focused on the Reconstruction largely for their own strategic goals and needs, the International effort, largely led by the Europan nation of @Tagmatium Rules, has focused on a much more humanitarian and people focused effort. Tagmantium has provided the third largest amount of funding, just behind the central government and the Republic Government of Liplan-Kretin, and a large sum of International funding is going towards the reconstruction of housing as well as public transport. As such a large part of Goja is being reconstructed in the traditional “Pilkilan '' style, meaning large emphasis on sustainable communities and high capacity housing. By September, both materials and machinery had been gathered to begin the reconstruction, most of which being supplied by Industura, Balticas largest construction company. Additionally, the Liplan-Kretin national guard was also called upon to help clear rubble in the Eastern and Southern halves of the city. 

Reconstruction Successes

By the end of September the national guard was able to clear most of the east and south, opening the area to reconstruction. Industura would begin a rapid assembly of both temporary and permanent housing, with the primary focus being to provide as much housing capacity for the lowest cost. Key emphasis was also made to connect the less destroyed Western and Northern Goja to the South and East, which came in the way of repairing former bridges that crossed the Goja river. The first of these bridges would be constructed in mid October, and was crucial in securing trade flow throughout the city. Another crucial development was the reopening of rail lines to the city. Although the Goja train station had been all but ravaged and destroyed, the rail connections themselves fared considerably better and were quickly restored, enabling heavier machinery and yet more resources to be transported to the area for reconstruction. These developments would quickly hasten the reconstruction, allowing for much more ambitious and larger projects to begin development much earlier than expected.

One of such ambitious projects was the renovation and reconstruction of the former Goja Parliament building, now remodeled into the Administrative Headquarters of Liplan-Kretin. Its hasty construction would see that it was not particularly grand or beautiful, instead blending into the new reconstructed parts of the city. It has however, allowed for the Liplan-Kretin government to finally relocate their headquarters back to Goja (Ever since the formation of Liplan-Kretin, the local government has had to govern from a temporary location in Vikija), which has greatly raised the morale of the local people. Upon the buildings reopening on October 28th, President of the Liplan-Kretin Republic, Werther Gantzmann would deliver a broadcasted speech to the people of Baltica, “Although the reconstruction seen throughout Baltica may be difficult, the fruits of our collective labours are already beginning to bear fruit. Today I have the privilege to deliver this speech from our beloved capital, and for once since before the great collapse, we have truly come together as a nation to see that everyone that comes after us can call Baltica home, and be proud of what we have been able to achieve, despite our squabbles and despite our disagreements, I and everyone else can only look onwards to our bright future !”. With a renewed vigour and excitement, the Pearl Reconstruction Project began to pick up speed yet again. The speech by Gantzmann inspired other Republic leaders to pledge yet more funding towards the project and a quota was set by Industura to see the construction of yet a further 5000, new homes before the Christmass holidays. Although the Pearl Reconstruction is far from finished, it certainly has inspired a new sense of unity and cooperation, otherwise not seen anywhere in Baltica. In the words of President Hornumas, “Long live Baltica, a nation not for Dolch or Ras, but for Balticans ! “
