Stats
Your requested population, gdppc, and land area give you the a stat distribution of 1/2/1, which fits within the 4 point limit. Do know that I am unlikely o get your exact land area request as borders are often fitted to geographic features and avoid leaving small holes between members. However I will try to have your nation be around 240,000km^2.

Culture
From the language you are using, and stuff we have discussed in the Discord, I am assuming you want specifically a Spanish Romance nation (Stillian in-universe). This works well for your desired location as you'll be next to Red Iberos (our big boy Stillian NPC), although you would be close to Azania (our Africa analogue) and it's numerous empires throughout history such as Norrium.

Climate
I do not know what you mean by this? Do you mean balanced as in an equal amount of different climates, or balanced in the form of not too cold or hot with a temperate climate? For now I will be under the assumption of the former not latter.

Below I have selected 3 areas which I think could fit your country, please choose the one (or none) that you feel is the best for your nation, then we can discuss the finer details such as city placement and border tweaks on Discord or in the Forum messaging system.

1) Desired Location

At 238,900km^2, you would border the NPCs of Red Iberos and Qubdi with a largely tropical savannah climate that gently transitions to desert in the northern reaches. Not much else to say really it's a very safe option if you do not wish to be an ex-colony.

2) Northern Alharu

With a land area of 238,400km^2 you would be either be an ex-colony of Iverica/Vasqqa or a diaspora colony of Red Iberos (when it was the Iberic Empire) around the 1500s. Your climate would be homogenously hot temperate and be surrounded by Afro-Asiatic groups.

3) Southern Alharu

Lastly at 238,900km^2 on the subcontinent of Mesothalassa with a climate a patchwork of temperate savannah, hot steppe, and desert this would be an excellent choice if you were to go the Iverica ex-colony route as you would be next to other Iverican colonies like San Castellino and potentially northern Aurelia.
