During the near-conflict that was the collapse of the Baltirow-Woud and the diplomatic negotions afterwards, the Holy Empire of Tagmatium placed armed forces in the Ceanpe Islands to make sure they were used against its Allies, the SSSS and Niederoestereich. As we were left "holding the baby", with most of the Islands under our control, we feel that it would only be sensible if these lands were adopted into the Holy Empire. The civilians and refugees will be cared for, we have a progressive welfare system, icluding free healthcare. The refugee camps have been improved by Tagmatine troops, which have been reinforced recently. We give other nation's forces 24 hours to leave the Islands, otherwise they will be considered invading forces and will be fired upon. Good night all.

We warn you now. Do not attempt to change the status of these islands. With Meteorola the primary supporter of the Baltirowese, and Orioni the current operator of these islands' refugee camps. These islands are central to the tenions that seem to finally be passing over the foriegn occupation of Baltirow-Woud. Your claim to these islands is weak at best, over ambious at worst, and wildly out of order.

 

You enter the diplomatic side of the conflict late, and landed troops on the islands long after tenions began to cool off. Your help with aiding the people of Baltirow-Woud was welcomed- but for territorial claim, you will need something much more substantial.

 

We would be happy to work with you and are at your disposal- but you must make reasonable attempts at claiming land.

Byzantine government has issued a warning to all other nations not to send troops in B-, O- and M-Zones defined in Dew Point Accords. Only Byzantine, Orioni and Mongol-Swede troops are allowed in areas in question. Rest of the islands is considered no-mans land by Byzantines so they will not interfere happenings in those areas at the moment.

Stoned Smurf troops are being flown in behind already in place Tagmatium forces on the islands. Below we have illustrated our naval forced and our buildup in cities such as Naptown and 213. We now state that the entire islands are under Tagmatium control and will be backed fully by the S.S.S.S. military. Orioni, Mongol-Swedes and Byzantium Nova are ordered to pack up and leave in the next 24 hours. Meteorola personnel must leave immediately. Any nation failing to do so will result in the SS forcing you out. You have been warned. Phil V is welcomed inside the islands to oversee refugee handling.

Meteorla, we feel we have a substancial claim to the Islands, ie two infantry brigades. We will be happy to make our claim even more substancial if you want, but we feel that the 10,000 soldiers already there will be enough. As to the forces on the islands as a result of the Dew Point accords, you have until 2200, GMT, to remove your forces. We feel that this is a good mid-point between the SSSS's time of 2300 and our orginal time of 2100.

Friends and Allies,

 

again the Cenepa Islands are the source of problems that could result in a war. We were very close to an armed conflict in the Baltirow-Woud-conflict, a new conflict rises in Vanarambaion that could involve the major powers in Europa and now also this?

 

We urge everyone to stop making impossible demands like leaving in 24 hours. We should let it be like it is now, no more troops, no changes - and TALK about it. Nobody gains from a regional war, we've all seen that.

 

Please calm down and let's reason about the situation.

I would like to float a deal to perhaps solve two conflicts at once. N-reich takes control of the Cenepe Islands and drops its claim on Vans territory. This will still hand control to a friend of SSSS. No one seems to doubt Tagmatium claim is weak even SSSS must see this, or President Pot would not be sending in troops.

 

It would bring control of the islands to an island country, and pull that nation out of what could also turn into a very violent war with Van.

 

Think long and hard on this proposed deal.

We only wish to readdress the issue of Tagmatium control of the Cenape Islands. There is no issue. All forces are expected to leave within 24 hours or they will be forced out, no matter who says that is not sufficient time. Please note that Stoned Smurf naval forces are setting up formation in the surrounding seas to halt any reinforcments of nonTagmatium forces.

I feel that I can agree to this. It was a rash decision to occupy the Cenape Islands, one that didn't sit well with the Tagmatine public, as it could have possibly thrown us into another war, one that our battered armed forces couldn't handle. As long as N-reich agrees with this proposal, we would be happy to withdraw our forces from the Islands. I hope that Tagmatium has not offended too many people in Europa with our invaison of the Cenapes, which began with the welfare of its inhabitants and the region in mind, but I feel that we might have over stayed our welcome in this part of the region. I apologise to the Allied States, as well as Byzantium Nova and Orioni. We have pulled back to the smaller of the Islands, after dismantling the bases we set up in the north of the larger island, to show our intent.

The demand of leaving in 24 hours is impossible and unreasonable. Byzantine forces are only keeping order in the B-zone and will leave immediately after the legal local government asks. Be it Tagmatium, be it Niederosterreich, be it Meteorola or whoever as long as it is legal government and not occupying force. This is why we thank Tagmatium for being reasonable.

 

Byzantine government has decided that the solution Meteorola has introduced is good and will support it. If Niederosterreich accepts, Byzantine forces will leave immediately after transferring control of the area to Niederosterreich.

President Pot and his assistant miss Mary Jane Hempton were reading the latest communications from Tagmatium over the afternoon blunt.

 

President Pot: Jesus f*cking christ! Doesn't anyone have any f*cking backbone anymore!

 

Mary Jane Hempton: Sir, it may have been in their best interest if...

 

President Pot: Bullsh*t! They had the biggest f*cking army right next door and they caved under pressure. We do not need or want weak allies. We don't care the size of a nation, we just care about how much heart and balls they have. Apparently they have none. How in the f*ck are we the potheads yet they're some tree huggers?

 

Mary Jane Hempton: Sir, that may be a little harsh.

 

President Pot: Send a message to Tagmatium, tell them if they don't start growing some balls that any alliance we had is over. Start pulling the troops back and as the Tagmatium forces leave, if they leave, fire a couple of warning shots at them to let them know we hate cowards. Regroup and make sure everyone is accounted for.

 

Mary Jane Hempton: Agreed sir, right away.

 

She then hurries away to get started as President Pot mumbles under his breath and fires up another blunt.

We would only consider this if it has some value. We are not going to take over control simply to please Alliances and seething bureaucrats.

 

It would bring control of the islands to an island country, and pull that nation out of what could also turn into a very violent war with Van.

 

The problem with claiming an island is lack of resources, lack of land for infrastructure and overcrowding in a rapid time period. A war with Van would only come as a last resort. I?m sure that their civilised enough to settle with words instead of thuggish tactics.

As High Chancllor Commodus James sat down to his morning bacon and eggs, a random minion scurried in.

"My lord, a message has arrived from the SSSS."

James sighed, not wanting to leave his breakfast, the first time he had got up at a decent time for it since the Civil War had ended. "Give me the jist of it."

"Errr...." the lackey took a deep breath. "It says "If Tagmatium doesn't start to grow some f*cking balls, the alliance is over", amongst other things." He looked at the High Chancellor, whose fork had stopped half way to his mouth.

"Re-deploy the troops. I want them back in their old bases" hissed James, who had turned an angry purple. "We are not going to be known as cowards."

"Doesn't this need a vote from Parliament?"

"Bugger them."

General Compronymus looked at the message sent directly to him.

"Hmmm, he wants us back in place", he mused to his aide. "That's going to piss everyone else off. Okay, send out orders to move troops back to the base James just told us to leave."

You we're right about 24 hours being unreasonable, you now have 48 hours to leave. by that time our main tank brigades well as an ample amount of troops will be on the island. Think about it, we're right next door. We have the upperhand here and would eleminate all of your so called 'peace keepers' before you could scream for help. Get off the island ASAP. This is what we like to see in an ally, balls of steel. Glad to see those light hearted tree huggers didnt get to you. We have one of our largest tank brigades in route via transport ships and plane now and should arive in less then 6 hours. We have also allowed all foreign troops and personnell 48 hours to leave, this will allow our aircraft carriers to set formations. Massive amounts of troops as all in route, most shall be under your generals command. We will communicate more in a later transmission.

Meteorola is once again opening its door to refugees, as well as to nations who were involved in the relief effort. In the event that any nation wishes to pull out of the Cenape Islands before the (still highly unreasonable) deadline because they

 

+need to refuel before setting for a new course

+wish to aid in the new refugee camps or

+wish to maintain a presence in the area

 

then they are welcome in Meteorolan waters and airspace.

 

This offer stands for Orioni and Mongol-Swedes only. Prior arangements with BN already cover this contigency.

I was planning to keep the UN staff and those in the refugee camps in the Islands, to show our good intention, etc. This doesn't really matter, as we feel we can move enough supplies in to care for these people, or just plain ship 'em some where were we can handle them better, like main land Tagmatium. The quicker the Baltirowese are moved into more permenant housing, and given employment the better. Would you accept them back into the former-Baltirow-Woud?

Anyway, what about the Byzantines, Mongol-Swede forces stationed on the Islands? Any move against them probably won't go down well, and the 10,000 troops on the Islands might not sufficent to defend against any major operations. More could be moved from the Holy Empire, but the main problem is our navy, most of which rebelled in our Civil War, and was destoryed by our allies. We have only two destroyers left, amongst others. Protecting any transport ships could be a problem.

Orioni, Byzantines and Meteorola troops and staff will be forced of the island or eleminated after the 48 hour deadline. We cannot prove it but we believe Orioni was at the center of the blockade that help destroy the SSSS East. We do not trust the intentions of our UN delegate. Mongol-Swedes is a fellow MMRTA member and will not be fired upon nor will they have a deadline to leave. We have asked them to leave as soon as they are ready. Any and all troops and staff from Mongol-Swedes will not be fired upon at any cost by SS or Tagmatium forces. Within the 48 hour deadline our naval forces will be set in place to protect any attempted invasion as well as transport ships. You will have close to 20,000 troops under your direct command as well as the SS special forces as well. Our field general Larry Flunt will be in charge of most major tank movement as well as airstrikes. With our missle technology and long range missle stockpile no one would be foolish enough to stay on the island and with the blockage of any reinforcements to the island they would be commiting suicide. The island is ours. Once secure we would like a sumit held to discuss a more permant allaince agreement.

You now have just under 36 hours to evacuate the Islands. Once the time limit has been reached, you will be asked politely to leave the Islands. If this is ignored, you be asked rudely to leave the Islands. If this isn't acted upon, your soldiers will be fired upon and forcibly ejected from what is now to be considered Imperial land. Given the amount of time left, we feel that this is a resonable request.
