Your Excellency,

The recent events in the Dolch Sea and the crisis on the island of Ceris could not have escaped the attention of your government, nor the fact that my nation is heavily involved in the ongoing attempts to bring peace to the area. Because of this, it is thought that closer relations between the nations in the area will help to give that peace a more solid grounding, so that it becomes permanent rather than a fleeting period between crises. Therefore, I am proposing that our nations exchange embassies, so that Stedoria and Arhomaneia can communicate and cooperate much more easily. It is also hoped that this will lay the groundwork for more than just cooperation, but economic and even cultural ties in the future.

Arhomaneia has already established working relationships with the Kingdom of @Seylos and the Republic of @Delamaria, especially with regards to working together to help to solve the crisis to your nation's south. This goes beyond cooperating with them in the events in the Dolch Sea, however. My nation and Delamaria have undertaken a trade agreement that is beneficial to both nations and Seylos is one of Arhomaneia's closest partners in eastern Argis. I can see little reason for our nations' future relations to not be as bright and I hope that your government accepts the offer of mine to exchange embassies.

In time, I do not doubt that our nations and peoples will see each other as valuable friends, partners and equals. This will undoubtedly help not just peace in and around the Dolch Sea or even eastern Argis, but the whole of Eurth.

May God grant the Stedorian and Aroman people the peace that they deserve.

It has disturbed the people of Seylos greatly, as well as our esteemed partners in the North Adlantic Union to hear of the Stedorian government's position on our assistance in Ceris.

The people of Seylos are not blameless in the events leading up to the great tragedy that was the Sentist invasion throughout the island. But we have accepted our place in history, and have made the decision to atone for the sins of the past, with not only our resources, but the blood of our people. Even more so our allies have heeded the call to action amongst the most tragic events in Eurth history, dedicating not only their military might to end the threat of Sentism, but continuing to be partners through the difficult and long process of reconstruction for the nations most heavily affected by this horrific crisis.

You are correct, the people of Ceris know what is best for themselves in the coming years to rebuild their countries. A right that Seylos has never once thought to take away from them. And do not for one moment forget our sister countries in the North Adlantic Union, whom descend from not only Anglian, Cyrmran, Alban, and Eirerran peoples, but also the countries whose populations are majority Ceriser. Peoples that we have joined together with in peace, to preserve the stability of the region and encourage the growth of our region on the international stage.

Stedoria has demanded the withdrawal of our forces from Ceris, but that is not possible, and cannot be until Hodrea has stabilized again. Has the Stedorian government not noticed the horrors that occurred there? Millions dead and infrastructure damage that had crippled the entire country. Does Stedoria wish for Seylos to abandon these people in their hour of need? Does Stedoria wish for Seylosian engineers, medical staff, peacekeeping soldiers, and consultants to just leave so the people of Hodrea can just "sort it out for themselves"? Should Seylosian soldiers abandon their comrades in the Hodrean Militia to stand guard on the borders of the Sentist State and the wilds of the Occlait by themselves?

Where are the Stedorian engineers working tirelessly around the clock to help rebuild a broken nation? Where are the Stedorian doctors tending to the people hurt the most through months of devastating warfare? Where are the Stedorian peacekeepers protecting innocents from Sentist raids or policing the streets when there is nobody else to protect them?

Where is Stedoria?

Your government pretends to care about a people with nothing but hollow words of freedom and no action to make that freedom a reality. Do not pretend to champion the people of Ceris when you know them so little. They are proud, they are independent, and they need our help now more than ever. We will not abandon them in their hour of need because of Stedorian delusions of grandeur.

Your Excellency,

It may come as a surprise to the government of the Stedorian People's Republic but the Aroman people and the Agios Basilikon Kounsistorion, the Holy Imperial Government, share the concerns that your nation has with the future of Ceris.

The involvement of foreign forces on that island must come to an end. This is something that my nation has been working towards since it first became involved with the international operation to tackle piracy within the Dolch Sea. It was clear from the off that merely arriving in the area and having the Agios Basilikoploimon, the Holy Imperial Navy, sink or otherwise destroy every pirate vessel or base that could be found would not solve the issue, but merely displace it. The problem was not, of course, the pirates themselves - they were merely a symptom of the issue. The issue truly was that Ceris itself had become a lawless and economically ruined place, where otherwise God-fearing individuals were being driven to piracy through desperation rather than any true want to behave like that.

To this end, my government attempted tackle the problem by becoming involved with the Noble Republic of Secryae. Superficially, this may well be exactly the sort of thing that the Stedorian People's Republic is insinuating – a foreign nation attempting to dictate the future of a Ceriser one. But the situation is much less black and white than your government seems to be portraying it as, and I know that your government is not naïve enough to truly believe in this portrayal. Secryae is a nation with a significant shipbuilding industry and one that had almost wholly been converted to piracy after its economic woes. It would have been all too easy for the might of Arome to invade and bring the nation to heel at gunpoint. But that would not have been a lasting solution to the problem.

Instead, my nation chose to help bring stability to Secryae. The Greater Holy Empire worked with its government and people and undertook infrastructure projects, such as improving the road and rail networks, water supply and sewer networks across the country. This was so that the Secryaean people have a viable future, one that the economic collapse of the nation and the turmoil that spread across the island was going to deny them. Whilst this is indeed funded through loans backed by my nation, these projects are also employing significant numbers of locals, not just Aromans. In many cases, the technical side is now being undertaken by Secryaeans, after being trained in order to carry out these roles, or at least being overseen by Aromans until sufficient numbers of the local inhabitants have been trained in order to take over. My government is also offering scholarships to the premier schools and universities of Arome, so that the Secryaeans will be fully equipped to lead their own country into the future and so that the nation becomes a full member of the community of nations. This is also in the process of being extended to all countries on Ceris.

My nation was keen to involve the Stedorian People's Republic in the efforts to rebuild Ceris; that is why my nation contacted yours in the first place. The effort to rebuild the countries on that island could and should not have been one to enrich those foreign nations that got involved, the Cerisers simply exchanging one sort of yoke for another. It should be one that built a future for the Cerisers themselves, one that they had a stake in. It is certainly a shame that your nation stood aloof from this effort and did not pitch in when the help would have been most welcome and most needed. However, this is something that the Aroman people are willing to put aside and see beyond.

Your excellency must also be aware of the fact that the Aroman military presence on the island is being wound down. A significant proportion, some three quarters, of my nation's ground and air forces on the island is being withdrawn back to the Greater Holy Empire, as well as one of the carrier groups that is currently in the area. This process is happening as fast as might reasonably be allowed – the Stedorian government cannot be ignorant of the actions of the Kingdom of @Great Anglia and the threat that they pose to wurld peace. However, at this stage, the Holy Imperial Government will not withdraw all of its military presence immediately, a demand that your government must have known could not be implemented without causing, at the very least, short-term chaos. It could even cause a resurgence of the very threat that has been so recently been put down, which was done so at the cost of Aroman lives. I must state that the Holy Imperial Government feels that this demand was unreasonable and was intentionally so.

Again, this is something that we are willing to look beyond. A peacekeeping force will remain in place for the time being, in Hodrea and beyond, as it is necessary for the short-term stability of the island. This is a multi-national force and includes personnel from nations such as our allies @Delamaria,  @Seylos and @Salvia, not just from my nation. Similarly, the Aroman military will maintain a presence in Secryae, to train their military forces so that they might resist any attempt by the Sentist presence in the south of the island to try to conquer the rest of Ceris, if it once again becomes as violent as it once was.

To show a willingness for transparency and cooperation between our nations, I have been authorised by his Aroman majesty, Kommodos III, by the Grace of Christ the God, Holy Emperor, Autocrat of the Aromans and Equal-to-the-Apostles, to extend an invitation to the Stedorian People's Republic. If your government so wishes, my government would be pleased to allow observers appointed by your nation to inspect our peacekeeping efforts on the island and to show that the Holy Imperial Government has nothing to hide from any nation. Perhaps this could extend to a detachment from the armed forces of Stedoria being deployed in a peacekeeping capacity alongside those of the other nations involved.

Equally, Aromania would be willing to take any aid agencies of your nation under its aegis and work with them to help the Ceriser people. This is offered in the spirit of peace and to demonstrate that the Greater Holy Empire is still willing to work with the Stedorian nation to help the people of Ceris to build the future that they deserve.

May God see to it that the peace brought to Ceris at such cost will last,

The Holy Imperial Government and the Aroman people heartened by the fact that your government has accepted my nation's offer to open up our forces in Ceris to observation by delegations from Stedoria. It is felt by my nation that there is nothing to hide – the Aroman forces are not an occupation force, but to ensure that Ceris does not once again fracture like it has in the recent past. It would be tragic if the Sentist threat was driven from the north of the island, only for it to become resurgent once again. As I have stated, it is not envisioned that these peacekeepers remain in place indefinitely but until the the Ceriser nations have once again got back upon their feet. It is not unreasonable to suggest that there needs to be a time frame or defined conditions for this, nor that it is something that is best judged by the Cerisers themselves, rather than by outside forces. After all, a peacekeeping force could quickly become one of occupation if the goalposts for any withdrawal is contingent on definitions placed by outside nations, especially if done so in bad faith. It would not be a stretch for these to be moved continuously, keeping the withdrawal of these forces always tantalisingly out of reach.

My government would also certainly support the idea of a body, led by Cerisers, to act as an ombudsman in cases of misconduct committed by peacekeepers, aid agencies, non-governmental organisations, etc. I would suggest that your government contacts the other nations that have deployed peacekeepers to Ceris, in order to get them on board as well. This way, it will enable this body to be truly effective in its actions. My government will, of course, provide to support yours in this matter and attempt to help convince any of the other nations and governments that are not swayed by this proposed body. It may be that it is better for this proposal to come from the Stedorian government, rather than one already involved in Ceris, as this way it could not be accused of being a body that would be biased against any complaints brought by the Cerisers themselves.

I do fail to see how the offer for observers to monitor my nation's peacekeepers could be greeted with the scepticism that you have suggested that your government feels. After all, it is an offer that has been made in good faith by the Holy Imperial Government. The forces that my nation has deployed outside of the Noble Republic of Secryae are there for peacekeeping, in an attempt to prevent the island of Ceris sliding back into the conditions that created both the threat of piracy in the Dolch Sea and the Sentists that came close to overrunning much of the island. It is unknown how much of a threat that the Sentists in the south pose to the rest of the island – there is every indication that the cult that holds sway over them does not wish to pursue the policies that the northern branch did, namely the extermination of much of the local population.

I appreciate that, so far, you only have my word that my nation's forces are there to act peacekeepers. This is precisely why your nation was given the option of sending observers, to demonstrate that the Greater Holy Empire has nothing to hide when it comes to this. My nation's intentions are clear and above board and it is hoped that the presence of the observers from your nation will convince your nation and people of this as well.

It is certainly a shame that your government feels that its timetable is not being kept to. Perhaps the scale of the situation is something that the Stedorian government is not aware of. The size of the Aroman deployment to help with the Sentist crisis in Ceris means that the withdrawal of the three-quarters of this force is not something that can be undertaken quickly – it took some months for it to build up in the first place and it will take a similar amount of time for the reverse to take place. The Greater Holy Empire wholeheartedly agrees with the nations of Ceris being free, independent and able to stand on their own on the wurld stage and is taking steps towards that end. Perhaps, with regards to this, decisions could be made about what could constitute suitable conditions for a wider withdrawal of foreign forces, including the Aroman ones, to begin.

Through faith in God, peace will once again come to Ceris.

The North Adlantic Union Council, which represents the multitude of nations within the North Adlantic Union wishes to address the Government of Stedoria and its latest diplomatic communications. It is the belief of the peoples in the NAU that it is our duty to support the peoples of Ceris in any way we possibly can. We cannot, in good faith, support the withdrawal of peacekeeping forces or continued aid presence in lands devastated by the war. We find the concept of this action to not only be naive, but extraordinarily dangerous for the people of these territories. The Stedorian government has shown an extreme lack of knowledge regarding the circumstances of the political situation in Ceris. With the warlord known as "Wolf" in control of the lands formerly known as Occlait and the Sentist state bordering Hodrea to the south and NAU borders, under no circumstances can we allow the free nations of Ceris to go undefended.

It is with this in mind that the North Adlantic Union rejects all Stedorian demands and protests the insinuations made as to the intentions of those nations who have dedicated their resources to help those in Ceris.

The Stedorian government should be made aware that there are no restrictions for travel for foreigners within the North Adlantic Union or territory under the control of the Hodrean Provisional Government (With the current exception of the Sentist State). Stedorian officials may travel to wherever they please and the Stedorian government is free to propose aid to any country in need should they truly desire.

As their Excellency, may know that the current geopolitical situation in Argis calls for the attention of him regarding the threats made by the so called "Democratic" and liberal states of Eastern and western Argis, which clearly want to see our states as either adopting their models or to perish, and that would result in a huge humanitarian and moral crisis for both of our states, which exist as an proof that "illiberal" democracies can exist and thrive as well in the current environment, which maintains the current multipolar regional order that exists in argis today,  and to make sure that our security maintains secured and that the Liberal nations don't install or launch any pre-emptive actions against our people, we would like to ask that whether the Velaherian people can entrust our long standing unofficial allies to our west, to enshrine an actual defensive alliance which would entail both of our nations against any offensive actions taken against us, with an attack on one being considered an attack on all, and being responded to that directly, so that our nations can mutually make sure that our regimes stay in place, for the foreseeable future.

Indeed, nations of all continents must work together in order to stop such a dishonourable and illegal action from occurring again in the future, particularly at the hands of Orioni or any of its EOS allies. Thus, our government with great optimism accepts your government's invitation.

May this be the beginning of a mutually beneficial and cordial partnership.

GOVERNMENT OF THE STEDORIAN PEOPLE'S REPUBLIC, FREE AND INDEPENDENT

It has become abundantly clear that the Assembled Nations and its peacekeeping force deployed to Velaheria has demonstrated its organisational incapability and general inefficacy to respond to the Velaherian Crisis. Co-ordination and logistical competence is paramount when dealing with crises, especially with regard to a nation as large as Velaheria. Unacceptable already has it been that a foreign imperialist regime ostensibly gives itself the right to overthrow the legal government of a nation, establish a government to its own liking, and poison sections of the glubal community into believing that not only that the perpetrators of this coup need not be punished, but also, for certain governments, that this action was morally acceptable and just. Indeed, this is a double standard that shall not be forgotten by the Stedorian People's Republic and its citizens.

An organised, peacekeeping force designed to establish order and civility in the presence of near-anarchy is desperately needed in Velaheria. As much as the Velaherian putschist government may present itself as stable following the Orinese coup d'état, it is clear that this merely a façade to hide the current abuses being carried out. The Stedorian People's Republic has, since the coup, received numerous Velaherians crossing into the territory of the Stedorian People's Republic, fearful of violent political reprisals by coup-sympathising civilians and the Orinese-installed government for their roles in the former Velaherian People's Party (VPP). Additionally, Stedorian property within Velaheria, concentrated in the Velaherian provinces of Elbenau and Veldoria have been subject to looting, vandalism, and destruction at the hands of civilian compradors. These actions are indicative of a nation that has control merely on paper.

Our nation, since the beginning of this foreign, Europan-created crisis, has placed, above all, the maintaining of peace within this region of Argis, no less after Stedoria and Velaheria were forced into a defensive war against the imperialist administration of Dolchland, having been coerced by Anglia. Equally, the actions that the Stedorian People's Republic will take are in the name of peace above all in the long term. Yet, for peace, one must be ready for war, just as our nation is and has warned; should our nation have recieved any violent provocation at the hands of the Velaherian putschists, then indeed shall the Stedorian People's Republic respond decisively. This provocation has been met with the destruction of Stedorian property and political violence against former VPP members and officials.

As such, the Government of the Stedorian People's Republic is left with no choice; all other options have been exhausted. Within the coming days, the Stedorian Revolutionary Defence Forces will be engaging in military operations solely of defensive nature in order to safeguard both the territory of Stedoria and to safeguard wider political stability within south-east Argis. Let it equally be known to all nations of the wurld that hostility and belligerence is not the goal, nor shall it ever be the goal, of the Stedorian People's Republic. However, should any nation attempt to interfere in the lawful, justified, and sovereign defensive actions of the Stedorian People's Republic, then our Defence Forces shall respond in a manner that ensures the total annihilation of any threat. Let it be known that any ensuing actions and events bear the responsibility of the Empire of Orioni, whose actions are responsible for this crisis.
