So the OOC thread is here and I'm going to take my time here to explain exactly what I'd want to happen.

What is Ceris?

Ceris is the large island west of the island of Seylos and south of Derthalen. It's a complicated placed populated by a variety of nations and peoples. It's defining features are that of a poor and unstable place with frequent conflict between these nations. It is also home to the Ceriser culture, a rugged group of people formed long ago after Anglish, Alban, Cymrian, and Germanic cultures intertwined while settling the land. Below the surface, a forgotten threat has already begun to sink its teeth into the societies of Ceris.

Who Are the Sentists?

The Sentists were a radical cult formed over a year ago and made their appearance in the Dolch See Halloween RP. The nations of @Seylos, @Fulgistan, and Adaptus engaged with the mysterious seafaring pirates on the open ocean only for them to disappear again. The only thing known of their faith is that they greatly desire to send a message to their diety, whatever that message may be. They've already infested parts of Ceris and have started to sow chaos, though their involvement isn't strictly known just yet.

Of course not every one of them needs to make it into the RP or be mentioned at all, but their possibilities are there. How do I join? Won't this cause war with Seylos if I get involved?

The majority of the island is of the Ceriser culture, and while distantly related to the main Seylosian cultures, relations between Seylos and these Ceriser countries has been sour. So don't worry! Seylos isn't going to throw a fit (in the beginning at least) over your involvement.

As for how to get involved, you can get involved any way you see fit! With the exception of countries that have very xenophobic views almost all of them will accept help in whatever form from a country willing to offer it. These nations are on the brink of collapse and social upheaval and in general are very weak. Once your merry band of adventurers (no matter how big that group is ) gets into Ceris they will have free enough reign to move on with your bit in the story. Just don't forget you may get into conflict with another player's vision for that land.

How will the story progress?

Through myself. I will be making core story posts for Seylos's own adventure in Ceris and my posts will contain the major events that can effect everyone in the RP simultaneously. However don't let this slow you down, you can effect the world too without my posts.

 

So if you're interested or have any questions that I can clear up go ahead and make a post. This is a very open ended RP and it's a story we can all build together.

Hi, all. In this RP I'll be initially basing my interests in the small western nation of Ganlin, with its Huang minority and relatively stable government. However, as the situation in Ceris begins to unravel, Fulgistan is going to do its best to evacuate refugees, protect the resources of the island from destruction, and, if necessary, military intervene to suppress Sentist terrorism on Ceris, working in cooperation with regional allies (perhaps under an umbrella coalition). After the conclusion of the crisis, Fulgistan may maintain some token presence in an independent Ganlin/other portions of Ceris, but our ultimate concern is regional security, under whichever government can provide it.

So, I'm seeing some avenues for me to get active within this whole thing:

Number 13 - Rewhain - mentions that they're frequently in conflict with their larger neighbor. Such a nation would, presumably, be very interested in acquiring weaponry to aid their defences. Issue remains that their small population figure and the fact that they're surrounded by their enemy, especially when combined with their limited economic size, means that their chances of pulling through any reasonably sized conflict are slim.

One option for Rewhain would be to seek some form of military agreement with number 14, Stroyhein, as both of them have the same enemy. Chances of survival for them would still be slim but there's always more safety to be found together.

Number 16 - Zespa - is in about the same situation but on a much smaller and more manageable scale, although its small size provides challenges as well. Alleviating their resource shortages by investing in local projects would certainly win us some influence and goodwill. In addition, we could obviously sell them weapons to resist Nesneubar, which seems to be its primary enemy.

Of course, this also means taking on the piracy. Zespa itself is too small and relatively poor to do it on its own, as far as I can tell, so it'd need outside help to do so. Thing is, is it worth it to send out a flotilla to deal with it? Probably not. If it's a large enough issue there, I would assume cargo ships follow different routes already not to mention that there's a reasonable assumption that Derthaler naval ships would operate between Zespa and its own coast. If the problem is more localized, it could be dealt with by simply keeping one or two ships in the area but either way, there's always the chance of it being seen as an escalation by Nesneubar.

Number 19 - Yosmein - is basically your 13-in-a-dozen corrupt democracy, which is something we can absolutely work with. But it's bordered by anarchy and communists, the communists being the biggest issue. With the right amount of influence and cheap arms, they could probably be led into pacifying atleast some part of the anarchy; the issue being that if they overstretch, the communists might attempt something.

Now, Number 23 and 24 - Edrela and Ubraoria - are interesting because they're both probably suffering from Rusheau and its hostility. Now, my idea would be for them to be 'eased' into a federation to aid each other; a West-Ceriser Federation or something generic like that. The extremism of Edrela can be focused into paramilitary groups and an enlarged, unified military. The Ceriser minority of Ubraoria can be used to raise guerrilla groups among the Ceriser minority in Rusheau. Edrelan agricultural products could be bought through Het Apparaat and its funds to aid these groups while at the same time stimulating the economy, not to mention start up various business as Het Apparaat always does. Feed Rusheau cheaply made drugs? Yes please.

If all else fails, the primary goal isn't even beating Rusheau or otherwise pacifying it, it could be as simple as just making these two nations difficult enough for them to set their sights on Ganlin; after which it's no longer their problem.

Official Timeline of Events in Ceris (These Happen in Order)

-Kieron Bretz and Nicole Hannelore rescue a Hodrean Militia survivor off the banks of the Kassel River.

-Major Arran Grahame and his special forces team arrive in Hodrea's capital at the request of Ambassador Finaley

-Major Grahame's team arrives at Homburg, Hodrea where they discover smoke in the distance.

-The people of Kassel prepare for a siege from an unknown attacker

-Bulgenstazi special forces Team Khla arrives at Noremburg, Criasia and then make their way to Rusheau in order to support a Rusheauan revolutionary group.

-Fulgastani 15th Mounted Rifle Regiment arrives in Ganlin in order to support the country from Rusheau's aggression.

-Tagmatium's Agios Basilikon Kounsistorion made the decision to intervene in the Ceris state of Secryae.

My government should probably contact yours, @Seylos, and tell them what it's planning on doing. They'd be keen to continue working together and they aren't out and out attempting to do anything other than stabilise a part of Ceris.

Apologies for the vague language, by 'taking care' of the piracy I mean that the 5th fleet is mostly escorting ships through the area and attacking active pirates at sea.

That's something you, me and Seylos are currently doing.

My fleet is operating out of Adrotiri and is cooperating with the Seylosian Royal Navy. If your navy is also doing this as well, it would be worth all of our navies at least making each other aware of what the other is doing, just so that we don't end up blowing each other up.

It's not a secret and I doubt they would have not noticed the equivalent of three different carrier battle groups going around

So I will say it will definitely be necessary to flesh out a bit more of why you are going in RP. At moment we kind of just see a character reading about things which have already occurred. In the case of our fleets, Tagmatium and Seylos came to an agreement before all of this to cooperate on stabilizing the area. If Seylos sees a Sayfi fleet just rolling up without previous contact they are going to get heavily concerned and be put on the alert.

You've mentioned Astaria, Ashein, Rewhain, Uthington, and Secyrae.

Astaria is solidly a Seylosian cultural state. You would get extreme resistance from Seylos posting troops there.

Ashein is a larger nation with a strongman in control. It's going to be very difficult for you to just have 5000 troops be there. It would make the strongman look weak.

Rewhain would be an easier in than the two above. A relatively stable nation with an unstable Hodrea next door. However they fought a long conflict for independence so it will take a lot to gain a big influence over them if that's your goal.

Uthington is an ok possibility as well.

But I think the issue I'm seeing that others have mentioned is you have essentially given yourself influence, troops, and bases in these countries without ever meeting them before. A joint-military base full of 5000 troops that have never been RPd to be sent there, massive investments in infrastructure in Astaria, a naval base lease in Uthington for an entire fleet. I think we need a lot more of your nation building up to the point you've already posted you are at. A lot more expanded RP is going to have to be written in my opinion before you have such substantial assets located in Ceris. Seylos is their direct neighbor and I haven't had the time to building up the connections seen here.

 

After saying all that let me say that you can press forward with any of these options. There is nothing here you can't do, but you have to know the consequences it could have to the rest of the region and not just have all this stuff be there.

So, seeing as there's been some misunderstandings about it:

So, Zaspa. That's an expansion, right?

Yes and no. For all intents and purposes of the RP, Zaspa has decided to sell out their independence to the economic powerhouse that is Het Huisselant. Although, realistically, the treaty hasn't been signed yet, the Zaspan government has simply accepted the offer for now. The actual signing of the treaty is something that's planned, either a full RP post or a news post in case I can't come up with a better happening than pro-independence Zaspans raising a ruckus.

No in regards to, O paint this part of the map my color and let's call it a day. As it stands, it's not set in stone that Zaspa will still be a Variotan territory by the end of the RP either. Depending on the price and losses involved with keeping Zaspa together, it's entirely possible that the Variotan government will simply tell the PMC and Folke Milisie groups to take whatever of value remains within Zaspa and reneges on the offer. It could be that pro-Independence Zaspans maintain such an influence in the nation that we'll have to end up simply being content with close ties. And yes, it's also possible that it'll remain as is. At that point, I'll defer to my fellow mods however to decide on whether or not additional posts are required and what the path will be towards actual, on the map, expansion.

Now, why did you rush forward with this expansion?

It's an in towards being able to act. The difference with the others is how my in works. Seylos has his culture, Fulgistan and Batengdei their ideology, Tagmatium has his nobles and church, my in is money. We're doing what we do best, earning and spending money. Here's the thing though, in order to do anything, that in needs to be played. IC'ly, Variota (nor most nations in the world) wouldn't have had any reason to hold particularly close ties with the Ceriser nations. Now, once the offer is accepted, that's when the real stuff starts to happen. Because that's when I'm able to act. 

In regards to posts, there's a plan for a Het Apparath overview report on Zaspa to expand on the situation on the ground. In addition, there's a plan for a strike against Nesneubar (which will be/are sponsoring anti-Zaspan piracy) to make the Zaspan waters safer, which will in turn ensure that there's a possibility to supply Zaspa without arming all merchant vessels. Those supplies will be important later on, as the Oclait is already an anarchy and Zaspa's other neighbors aren't far off.

So Zaspa is now firmly held by Het Huisselant?

No, not exactly. Hence why we're flying and boating in soldiers even before the treaty is signed. Once there are boots on the ground, the Zaspan government can't risk reneging on the treaty without facing a plain takeover. Will they try that? Not as far as I have planned but that's the background thought for the Variotan government. Part of it will be explained further by the overview report from Het Apparath, there are still plenty of pro-independence Zaspans and Zaspans that would love to wait five years to get the full funds before kicking out Het Huisselant.

Once the situation gets dire and the Variotan methods get less moral, those groups will gain a bigger role; even if the best course of action is staying with the forces that Het Huisselant offers, they're not going to be happy about it. Plans for less than moral methods include arming refugees, some of which would already be in Zaspa due to bordering the Oclait and some of which would come due to the neighboring states imploding, and using cluster munitions. The Variotan plan is most certainly to fight fire with fire if need be. 

How visible is the Variotan offer to Zaspa?

For the most part, it's completely visible. The offer to Zaspa was an open letter to the Zaspan government and people, specifically made entirely public so the Zaspan government couldn't attempt to hide the offer. Why? Because the Zaspans are desperate and desperate people act exactly like Het Huisselant wants in this situation. Think about it, they're the smallest and least population nation around, one of their bordering states is a raging anarchy where warlords reign and refugees arrive from, another is sponsoring piracy which means that trade is slowly being suffocated. The troops your nation can muster are mostly third-rate and atleast some have to be used to police and protect those refugee camps that are most likely seen as draining the few resources they have.

Then, a larger and far richer power offers to give you a massive, for your situation, amount of monetary funds and promises protection. You'll finally have something in the shops to purchase, there'll be soldiers that aren't using the same rifle as their grandfather did, you'll actually gain some semblance of security and peace. Whether that's what'll actually happen is another question but that's the hope you'll have. And a lot of desperate people will act on that, vote for that. Survival and, in this case, getting a chance to prosper while the places around you wither away is worth a lot to people. If this was a private letter, the government could have hidden it or try to gain more out of it. With it being all out in the open, however, it's a lot easier to measure the approval for such a proposal and see if you need to adjust it. It's easier to rile up people and organize them, which is what the band was doing for Het Apparath. Of course, this also means that the entire wurld knows about the offer.

Now, what isn't public is the number of troops being put forward (9.000), how many are PMC's and how many Folke Milisie (fifty-fifty) and other such specifics. You guys know that there's Varinco equipment being shipped to Zaspa, just not what and the numbers, etc. And don't worry about that either, it's planned to all be laid out in RP posts. It's just going to be OOC knowledge instead of anything IC'ly known by your governments.

What are your intentions for the area around Zaspa?

None. While others might have bigger plans, for now all the plans I have are situated solely in Zaspa. Would it be nice to establish some form of buffer state in the Oclait? Of course. Is it within the capabilities of the forces that are going to Zaspa? Probably, if pushed to their limits. But that's not something the Variotan government is going to do nor is it's not something that J.D. Karrewasser would approve. If my forces would push forward, that risks that any force manages to take the advantage and turn it around, losing us Zaspa. Het Huisselant's intentions in the area are to build up Zaspa because as it stands, once Nesneubar is taken care of, Zaspa is in a pretty good position to grow. And that's essentially what we want to do.

Part of the reason why Varinco Security and the Folke Milisie are being put forward as forces in the area is because the Folke Milisies are cheaper than the HAP and Varinco Security is both seeking to prove itself and able to act with far less rules than the HAP. The first goal of Het Huisselant is to build up Zaspa to be able to support a HAP detachment; until that happens, the government isn't willing to pour in its own career soldiers. 

There's been some actual brainstorming and thoughts behind this and why my moves are as they are.

Well, I did the math. Nothing fancy, just a list of Ceriser nations arranged from highest to lowest per capita GDP, to give a better picture of the economic situation.

Do note this may be inaccurate especially in countries with high inequality, as the vast wealth of the rich would bring up the average. In that case, simply lower the number to get the real per capita GDP. 

Fun fact: Without considering inequality or Gini ratio, the richest countries of Ceris have economies roughly equivalent to those of East Europe. If you want to find a real-life comparison, check out the list of countries by nominal GDP per capita here.

They are currently experiencing economic issues related to the instability of the island and minor political instability from their Germanic minority.

Founded by people on the opposite side of the Great Burlingtonian civil war, Ashington got into a number of conflicts with Seylos during the 19th century, eventually culminating in the loss of most of its navy in 1883. They also infrequently engage in aggressive behaviors towards Seskoaburg.

Summary: Ostros is an insular monarchy that has suffered from stagnation for the past hundred years. Seventy years ago several towns in the east of Ostros defected to Atrya after a prolonged power struggle in the monarchy which weakened the government significantly.

Summary: Uthington is a small country on the north of Ceris which has experienced a recent weakening of its monarchy, and an indecisive parliament which has taken control. Plagued with too many political parties unwilling to compromise, it is also going through a resource shortage and economic downturn.

Summary: Secryae has recently experienced a financial collapse leading to a record unemployment rate. It’s also known for have somewhat of a shipbuilding industry that is especially unscrupulous. Many pirates are known for originating from the country in recent times.

Summary: Ashein is an unstable “democracy” located in the south of Ceris. The government is headed by a strongman intent on solidifying control. The population is relatively poor with much of the country’s wealth tied up at the top, many of whom loyalties are in question. Ashein has also been plagued with several critical resource shortages and social upheavals.

Summary: Rewhain was once a province in Hodrea, however twenty years ago they broke away during a violent coup attempt. The result was a long conflict which resulted in almost a million deaths between both countries though Rewhain took the brunt of the casualties. In the end independence was recognized and the people of Rewhain rebuilt their country to be much more stable that their former overlords. They frequently get into conflict with Hodrea and are always on edge.

Summary: An exceptionally xenophobic society that formed around 100 years ago. Nesneubar was noted for having wiped out a hundred thousand Cerisers during its transition into an oligarchy. Noted for many privateers that stalk the shores of Ceris.

Summary: An odd nation that has seen immigrants from Northern Alharu fill its population. Nobla used to be the poorest nation in Ceris, but after the immigration wave it became a much more competitive emerging market. Rumor has it an insidious new religion has begun to spread from the western part of the country promising an end to all of Ceris’s problems.

Summary: A large territory claimed by every nation bordering it. No formal government exists and most of the land is ruled by warlords vying for control over the land. Oclait used to be the heart of a nation known Kingdom of Shaedal which totally collapsed around 150 years ago. Oclait continued as an independent country until around 30 years ago when the central government totally disappeared and the country descended into anarchy. The population of Oclait has been in massive decline with some Seylosian institutions believing up to 20 million people have migrated out of the region in the past 30 years causing instability all over the region. The territory has been overrun with a new mysterious group.
