Welcome to the fact-book dossier on The Sovereign Imperium of Machina Haruspex. We hope you will find all information you would like to know about our country here, and otherwise you can always send a communique through proper channels to that of the Ministry of Foreign Affairs.

The flag of the Haruspex is to portray what has happened and what will happen. The red shows the blood of the Haru that died protecting the Imperium. The black arrows and outline mean death of enemies that will spread like a plague. And the white outlines show the Haru spirit and honor. Another meaning for the white colors outlining the black arrows mean that the Haru are responsible for their enemies death. 

First we start with a simple basic list on the country. It will continue with an overview of how our Government works. From houses to the advisory council and that of the Emperor.

Government Addendum

The Imperium is managed due to it's size of population, a traditional government would be overrun. As such, the many wards are in themselves overseen by a minor lord of the court, usually a Duke or Baron, and in turn each ward has a district which is overseen by either a high ranking House Minor Lord which is usually equivalent to a Count or a senior military officer.

Each Ward comprises ten districts, and generally a city state has ten wards. While the city thus looks whole it is actually split into individual sections with each adding to the flow with their own agencies all working as one for the appearance and function of one entity.

(Districts are numbered after specific ward, so if one were to visit. Their family or friend would say, I live in Chel de'Yorn Ward Hattusa, District 9 and then a numbered address within.)

Disputes - international
The sovereignty dispute over the lands of Zharr, Ishakor, and the Midlands known in the Imperium as the "Western Territories" and in the Occident known as " Marmakite Territories," occupied by the nomadic tribes in 1980, now administered by independent factions and claimed by Machina Harusepx, remains the primary sticking point to signing a peace treaty formally ending hostilities; Machina Haruspex's unilaterally declared exclusive economic zone in the Ranke Sea, the site of intensive hydrocarbon prospecting.

Ground Based

Terrain in The Sovereign Imperium is vast expanses of flatlands, though these are tempered by various environments consisting of semi-tropical, deserts, and heavy wooded areas buffered by mountain ranges at the exterior. Urban combat is also expected as The Sovereign Imperium has vast city state's that dot the landscape and thus must be accounted in the territory of terrain of theoretical combat areas.

Our general tactics involve a modern approach to " Blitzkrieg " and utilizes " vulym buehd " (focal point) in the planning of operations; it is a center of gravity towards which was made the point of maximum effort, in an attempt to seek a decisive action. Ground, mechanized and tactical air forces are concentrated at this point of maximum effort whenever possible. By local success at the vulym buehd, a small force can achieve a breakthrough and gain advantages by fighting in the enemy's rear. as “Tuh'd vettma, csycr!” (Don't fiddle, smash!)

To achieve a breakout, armored forces attack the enemy's defensive line directly, supported by motorized infantry, artillery fire and aerial bombardment in order to create a breach in the enemy's line. Through this breach the tanks can break through without the traditional encumbrance of the slow logistics of infantry on foot. The breaching forces never lose time by “stabilizing its flanks” or by regrouping; rather it continues the assault in towards the interior of the enemy's lines, sometimes diagonally across them. This point of breakout has been labeled a “hinge”, but only because a change in direction of the defender's lines is naturally weak and therefore a natural target for assault.


Naval Strategy

The Sovereign Imperium maintains a sizable naval force, and said force is split into four main fleets and twelve strike fleets that act in accordance with each other when deployed. At the core of the fleets are strike aircraft embarked on carriers and large-deck amphibious ships. Carrier strike groups and expeditionary strike groups often will operate together in theater, although they generally will steam independently to spread capabilities widely. Balancing the presence of carrier strike groups and expeditionary strike groups, as well as forming them into expeditionary strike forces on occasion, are key to achieving operational effectiveness and efficiency.

Providing sea-based security while concurrently waging a highly focused and agile offensive campaign, emphasizing the role of actionable intelligence, integrated allied forces if present, speed, maneuver, and deception. Much of this activity can be grouped under “maritime security operations,” reflecting a wide band of operational activities designed to secure and protect use of the seas from hostile threat.

The Imperial Navy also has the capabilities to accomplish a wide array of military operations. Such capabilities include wide-area sensing; communications and command and control; compliant and noncompliant boardings; precision strike; and self-defense.

The resultant constellation of widely dispersed, netted naval power integrated with HIN and allied forces across a unified battle space will operationalize the Imperial Navy's vision. Such forces will be well positioned and equipped to take the fight to the enemy. Attributes of their evolving operational role will include:

* Patience and dwell. Current Imperium military doctrine calls for overwhelming force and rapid maneuver, but the global war will require additional qualities. In many situations, naval forces will wait weeks, months, perhaps even years before striking. Such operations will involve patiently observing the environment to cultivate a rich understanding of sea and air traffic patterns, prepositioning ships to intercept terrorists at sea, and loitering offshore awaiting the proper time to strike key targets.

* Speed and precision. We also will need the ability to “sprint” when necessary to take out fleeting targets. This is best illustrated by strikes to kill hostile forces, or destroy hostile infrastructure and targeting mechanisms. The continuous networking of engagement-quality information will be critical to generating such speed, not only to guide weapons but also to allow real-time collaborative planning that generates the right amount of force at the optimal time and place.

* Timely intelligence and rapid analysis. The most important requirement of the global war setting is actionable intelligence. Our ability to find, fix, and kill hostiles from the sea is dependent on quality intelligence. To achieve it, we must integrate databases, streamline analysis, and develop information-routing aids that push vital information to the user when needed.

* Managing uncertainty. Successful warriors always have been skilled at operating effectively despite uncertainty. That ability will be especially important in the wars to come, in which we will have difficulty discerning adversary forces, methods, and intentions. We must use every tool at our disposal to minimize uncertainty, including human reporting and advanced technical intelligence collection techniques. We also must understand that the desire for “perfect” information is the enemy of “good enough” when fighting an adversary who will be visible to only one sensor or another for short periods of time. We must expect that some boardings and strikes will be unsuccessful in the narrow sense of the word. That is acceptable, even good, because such actions will keep the enemy on the defensive.

* Creating uncertainty. We must create uncertainty in the minds of our opponents. The greater the uncertainty in the minds of our opponents, the more difficult it is for them to generate a coherent defense, much less an effective offense. The Imperial Navy’s new fleet response plan helps achieve that goal by generating less predictable operating patterns, complicating enemy planning efforts.

* Preempting the enemy. The Sovereign Imperium's Strategic Command prescribes the selective use of preemption. Toward that end, maritime forces provide the Emperor with valuable options, ranging from long-range precision strike to the landing of ground forces. Best of all, maritime preemption options provide the speed so vital to success in the global conflicts to come, without dependence on foreign basing or permission.

* Enhancing economic security and stability. Because a primary goal of our enemies is economic dislocation leading to political collapse, maritime forces must provide security to offshore economic infrastructure and trade. Defeat of seaborne enemy forces, is central to that effort. Embracing this mission will lead to important changes in how naval forces train and operate. In many ways, the capabilities and operating patterns we must adopt in the global conflicts to come, will reflect the sea control lessons of the Battle of the Ranke Sea, in our home region of Europa. In the long-term struggle to enhance maritime security, small numbers of widely dispersed forces will dominate the battle space in their immediate vicinity, protecting vital assets and destroying those who would attack them.

Operational Initiatives

* Distributing netted striking power widely. The best defense remains a good offense, and in the war against enemy forces, that requires on-station forces capable of delivering swift and precise attacks. The Navy’s recent shift toward streamlined carrier strike groups and highly capable expeditionary strike groups is on target in this regard. The new fleet taking shape today is designed specifically to operate widely and efficiently while prepositioning unprecedented firepower from the sea.

* Protecting critical maritime infrastructure. Increasingly, global economic growth and prosperity rely on secure sea spaces. In the Ranke Sea, for example, the security of offshore oil platforms is critical to the economic health of coastal states. Protecting key economic assets from attack will be a growing role for military forces in every theater.

* Protecting sea-lanes. Defending shipping—large and small—extends the “Sea Shield” over thousands of individuals whose economic well-being is critical to winning any global conflict. Protection of critical straits in concert with allied partners is central to this effort, as well, as piracy is on the increase in many parts of the wurld. Reported attacks on ships were nearly 40% higher in the first half of 2003 than in the previous year, approaching 6 attacks per 1,000 ships.

* Employing sea bases. Minimizing the permanent presence of ground forces outside the Principality has long-term advantages, particularly in the Ranke region. Consequently, the importance of mobile, sovereign, and secure sea bases will grow in the years ahead. Such sea bases will allow us to preposition strike and shield forces, as well as serve as staging points for logistics that draw on high-speed transportation vehicles to provide timely support around the wurld.

* Sustaining readiness. The nature of unconventional enemies and the Navy’s new fleet response plan demand sustained readiness to surge and strike quickly. To meet that challenge, carrier and expeditionary strike groups should implement Strike Group Readiness Teams—trained senior officer groups within the lifelines of the strike groups—to fully leverage training investment opportunities whenever and wherever they arise.

* Expanding international military education and training. Military leaders play important roles in shaping national policies. Sharing Haruspex values with foreign naval officers early in their careers, and maintaining contact with them as they gain seniority, is a wise investment that will cultivate allies in our long-term effort to integrate all nations into the international community.

* Establishing naval liaison elements. Enhancing security in littoral areas is a coalition effort best achieved with local authorities in an integrated and sustained manner. Successful littoral defense requires an intimate knowledge of operating areas, cultures, and languages. The presence of naval liaison officers at key ports will serve that end, increasing situational awareness, intelligence, and trust.

* Maximizing boarding capabilities. Successful counterterrorism efforts rely on speed of execution and continual readiness to seize the initiative. To strengthen those capabilities, we should integrate training efforts with our coalition partners to ensure boarding teams are highly interoperable and optimally prepared for any contingency. Exciting synergies also exist with the House Legions communities to provide enhanced firepower when the situation requires.

* Investing in unmanned surveillance assets. Terrorism relies on stealth. Consequently, defense against terrorism requires continual vigilance. Yet, sustaining effective and comprehensive surveillance is tremendously expensive and asset intensive. The time is ripe to invest in unmanned surveillance platforms that operate on, over, and below the surface of the sea, to augment intelligence collection currently accomplished by manned naval platforms such as submarines and maritime patrol and reconnaissance aircraft. The recent forward testing of the Ferret, an unmanned surface vehicle with infrared and electro-optical capability, is a step in the right direction.

* Strengthening joint and coalition interoperability. The timely sharing of information between joint and coalition forces is fundamental to coordinating effective operations. Pursuant to that goal, ongoing initiatives to expand and standardize Principality information-sharing tools such as Knowledge Web and the allied shared Battlenet system will pay big dividends in combat effectiveness.

Ranks

Fleet Lord - They are nobles from the upper echelon and veteran officers. They command entire Houses, and may initiate combat if it serves the needs of the Council of the Nine.

Vice Lord - Second in command of the fleets as well as a noble from the upper echelon bloodlines.

General - Most of these veteran officers are from the main house lines and or the royal court. They are more then usually handpicked by the Fleet Lords and or the Council of the Nine, attesting to their abilities.

Sengar d'isto - A noble rank. They also are the head of the Prata Khan's for any one fleet or ground force.

Prata Khan - They are highly trained, professional soldiers from usually honoured houses or direct from the common citizenry. Prata Khan's are in charge of infantry, aerogroups, and so on. Consider them to be the middle rankings similar to a Captain.

Siet Khan - Second to the Prata's. Seasoned cleric, or soldier that has survived enough battles, and is well versed in leadership to inspire those around them.

Ji - Lower ranked officer class. Usually from the citizenry lines, some of the lower ranked houses as well.

Liet - Lower ranked officer class. Usually from the citizenry lines, some of the lower ranked houses as well. Highest position unless other circumstances permit, that a citizen not of honoured line can achieve.

Kenyet - Meaning " Brave ", the Kenyet is a seasoned non commissioned officer, and more then likely found as bodyguards and or pilots though infantry are also to be found. They have also recently been spotted as apart of the clerical units.

Yeyinde - Seasoned non commissioned officer. Most of the Yeyinde are in second in command of company's or aerowings.

Setg'in - Seasoned warrior, though not an officer. Has small leadership and just enough attained honour to hold command of a platoon.

Hult'ah - Soldier. Seasoned, seen a few battles, survived. Is proficient in several areas. Akin to a specialist or such in another army.

Aseigan - Your basic grunt. New to the ranks of the Haruspex legions, they are the those who are commanded and look upon the Hult'ah's for guidance.

Mzil Velven The Mzil Velven focus on counter terrorist activities and detering guerrilla-style attacks on Haruspex land and colonial territories. 

Buki Elghinn The primary role of the Buki Elghinn is to be the nation’s main offensive force in time of conflict or emergencies.Legionaries are trained in demolition techniques, special operations, combat in forests, mountain and ice, and helicopter-transported operations. On land, it operates its normal ways, which include tanks, field artillery, anti-aircraft artillery, combat engineering, communications and electronic warfare.

Bel'la Kyorl Two primary roles, reconnaissance and counter-terrorism. They also are responsible for surgical direct-action missions. In the reconnaissance role the Bel'la Kyorl typically operates in small patrols which have the task of infiltrating enemy-held territory and providing intelligence on enemy troop movements. In this role the Bel'la Kyorl generally seeks to avoid directly engaging enemy units, though Bel'la Kyorl soldiers will call in air and other support to destroy enemy units whenever possible. Reconnaissance patrols can be inserted by air, land or sea (including by submarine) and have proven capable of covering large distances in jungle and desert terrain.

Sargtlin Velven SOF. Formation of elite Haru light infantry and special operations forces. Tasked with recovery and medical treatment of personnel in humanitarian and combat environments. They are the only members of the SOF specifically organised, trained and equipped to conduct personnel recovery operations in hostile or denied areas as a primary mission.

Renor Elemmiire SOF. Primary special forces unit of the Haru Legions. Globally, they train and operate with many international special operations units. Primary duties include long range reconnaissance patrolling, surveillance, intelligence gathering, search tactics, and ambush organisation. The Renor Elemmiire are generally found on infiltration/insertion behind enemy lines missions (usually well before hostilities were scheduled to begin) and, once in place, are to commit acts of sabotage and the assassination of key government leaders and military officers. 

Tagnik Zun Shock-troops. The Tagnik zun are specially trained as weapons expert, medic, combat engineer or communications expert respectively. They are trained and modified to have exceptional endurance, stamina, and enhanced reflexes. Utilizing the above classifications as secondary skills to the prior which involves shock and awe tactics to infiltrate and or breach enemy lines and or points of resistance.

Brief Summary of Military Culture

The military is extensively woven into the fabric of society and culture and is seen as a next step in many citizens step in life. There has been a mandatory two year service in existence, but generally most serve longer unless desiring other station in life.

Assessment of Officer Corps (Tactical Capabilities): Officers are extensively trained. The training curriculum includes university-level general education courses, traditional martial arts, Guerrilla/Anti-Guerrilla Warfare, escape and evasion, Subversion, Sabotage, Counter Terrorism, and Asymmetric warfare. After completing the two year junior portion of training, cadets are assigned for eight months to infantry regiments to become familiar with Legion weaponry and platoon leadership skills before resuming studies in the 1-year, 8-month senior program. Upon graduation, cadets became apprentice officers with the grade of Prata Khan (but who are treated as officers), and after the successful completion of four months probation in their assigned regiments, are formally commissioned as Ji (starting officer rank).

Assessment of Officer Corps (Strategic Capabilities): Officers are required to be flexible and aware of the battlefield conditions in order to make the correct decisions. Utilizing their training and equipment to the best of their abilities as well as those legionary under their command. With hundreds of years in making the academies as they are, officers from these sources define the Haru military complex in action and dedication.

Assessment of Logistical Capabilities: An army as vast as the one the Imperium holds cannot be effective without a strong service base. Haru service bases dot the landscape as do underground supply depots, fuel storage areas and so on.

Serves through a variety of security apparatuses and is tasked with maintaining order in Imperium city-states, wards, and districts accordingly. The following services are also further divided into the following:

The organization consists of nearly a hundred-thousand full-time agents and an unknown number of informants. The ECC is mainly an information-gathering agency.

Border Defense Fortifications

This is the Jesshc d' Thalack, The Exterior Defensive Line bordering The Greater Holy Empire of Tagmatium, and wrapping about the exterior of the Haruspex Territories facing that of the bandit infested badlands and others. Keep in mind, that it is adding to existing defensive positions of the interor region. Constant updating for defensive and offensive systems keeps a steady workforce of several million alongst the borders which has created small townships and outposts within reach.

The most recent update after the Hamaii incursion was to NBC proof the line, of which this is currently underway and looks to a 2025 completion of task.

Jesshc d' Thalack
Exterior Defensive Line

Purposes of the line
The Jesshc d' Thalack Line was built to fulfill several purposes:

To avoid a surprise attack and to give alarm. 
To cover the mobilization of the House Military legions that are stationed nearby.
To protect the border from military incursion.
To be used as a basis for a counter-offensive. 
To push the enemy to circumvent it while passing by and within range of the artillery and line's own defensive weaponry.

Organization of the line
the Line is/will be quite deep, varying in depth from between 20 to 25 kilometers deep. It will is composed of an intricate system of strongpoints, fortifications, and military facilities such as border guardposts, communications centers, infantry shelters, barricades, artillery, machine gun, and anti-tank gun emplacements, supply depots, infrastructure facilities, observation posts, etc. These various structures reinforce a principal line of resistance, made up of the most heavily armed and fortified "ouvrages", which can be roughly translated as forts or major defensive works.

From the front and proceeding to the rear, the Line will is composed of:

Border Post line (1): This consists of blockhouses and stronghouses which are often camouflaged to look like the desolate wasteland terrain, built within a few meters of the border, and manned by troops so as to give alarm in the event of sneak or surprise attack as well as delay enemy tanks with prepared explosives and barricades. 

Outpost and Support Point line (2): Approximately 5 kilometers (~2.5-3 miles) behind the border, a line of anti-tank blockhouses are intended to provide resistance to armored assault sufficient to delay the enemy so as provide sufficient time to allow the weapon crews to be ready at their battle stations. These outposts cover major passages within the principal line. 

Principal line of resistance (3): This line begins 10 kilometers (~6 miles) behind the border. It is preceded by anti-tank obstacles which are metal rails planted vertically in 6 rows with heights varying from 0.70 to 1.40 m (2-4 feet) and buried to a depth of two meters (6-7 feet). These anti-tank obstacles extend from end to end in front of the major works across hundreds of kilometers, interrupted only by extremely dense forests, rivers, or other nearly-impassable terrain. 
The anti-tank obstacle system is immediately followed by an anti-personnel obstacle system made primarily of very dense barbed wire. Anti-tank road barriers also make it possible to block roads at necessary points of passage through the tank obstacles. 
 
The frontage Infantry Casemates (4): These fortifications are armed with twin machine-guns and anti-tank guns of 88mm-155mm. They range from single (with only one firing room in only one direction) or double (two firing rooms, in 2 opposite directions). These generally have 2 floors, with a firing level and a support/infrastructure level that provided the troops with rest and services (power generating units, reserves of water, fuel, food, ventilation equipment, etc…). The infantry casemates often have 1 or 2 turrets located on top of them. These cupolas sometimes are used to emplace machine guns or observation periscopes. Their crews 15-25 legionnaires. 

Towers(5): These small fortifications reinforce the line of infantry casemates. These are generally made up of several infantry casemates connected by an underground tunnel network to which are attached various buried facilities, such as barracks, electric generators, ventilation systems, mess halls, infirmaries, and supply caches (of water, fuel, food, ammunition, etc…). Their crew consists of between 100-150 Legionnaires.

Keeps(6): These fortresses are the most important fortifications on the Jesshc d' Thalack Line, having the sturdiest construction and also the strongest armament (artillery). These are composed of at least six "forward bunker systems" or "blocks of combat", as well as two entrances, and are interconnected via a network of underground tunnels that often feature narrow gauge electric railways for transport between bunker systems. The various blocks contain necessary infrastructure such as power stations with generating units, independent ventilating systems, barracks and mess halls, kitchens, "feeder systems?", water storage and distribution systems, hoists, ammunition stores, workshops, and stores of spare parts, food, etc… Their crews range from from 500 to more than 1000 legionnaires. 
 
Observation Posts(7) Are located on hills that provided a good view of the surrounding area. Their purpose is to locate the enemy and direct and correct the indirect fire of artillery from the artillery fortifications as well as to report on the progress and position of key enemy units. These are large reinforced buried concrete bunkers, equipped with armored turrets containing high-precision optics that are connected with the other fortifications by field telephone, wireless transmitters and a closed server networking system.

Network (8): This system connects every fortification in the Jesshc d' Thalack Line, including casemates, infantry and artillery fortifications, observation posts, and shelters. There is a closed server system that is also apart of this and fields command authorizations and orders on a rouine basis. If it is compromised, wireless transmitters and the field phones will be used.

Legion Reserve Shelters (9): These are found between 500 and 1000 meters (~.3-.6 miles) behind of the principal line of resistance. These are buried concrete bunkers designed to house and shelter up to a company of legionnaires (200 to 250), and has such features as electric generators, ventilation systems, water supplies, kitchens, heating, which allow their occupants to hold out in the event of an attack. They can also be used as a local headquarters and as a base to carry out counter-attacks from. 

Flood Zones (10):  Are traps that spout a high volume of water from lakes or rivers, so that an area could be flooded on demand and thus constitute an additional obstacle in the event of an enemy offensive. 
 
Anti-Tank Bunkers(11): Are built near the major fortifications in order to make it possible for weapon crews to reach their battle stations within the shortest possible timetime in the event of a surprise or sneak attack during peacetime. 

Supply 
60 cm (~24 inch) Narrow Gauge Railway System (14): A network of narrow-gauge railways is being built so as to rearm and resupply the major fortresses from supply depots up to 50 kilometers (35 miles) away. Electric(with petrol engines for backup)-powered armored locomotives pull supply trains along these narrow-gauge lines. 
 
High-voltage Transmission Lines (15): Initially above-ground but then buried, and connected to the local power grid, providing electric power to the many fortifications and fortresses. 

Heavy rail artillery (16): Hauled in by locomotives to predesignated locations so as to support the fortress artillery, which is intentionally limited in range to 10-12 kilometers.

There are 5450 Towers, 5252 casemates, 878 shelters, 417 observatories and 55,000 blockhouses over all of the Jesshc d' Thalack Line.

Light Armoured Turrets
There are several kinds of armoured turret. 
The most widespread are the anti-infantry turrets. They are composed of 3 to 4 openings. These are next equipped by differents hoppers: Rifle machine-gun, direct vision block, binoculars block or mortar of 50 mm. Sometimes, the turret is topped by a periscope. There will be a total of 21,118 turrets on the line. Almost every block, casemate and shelter is topped by one or two turrets. 

Light Pillbox
The light pillboxes have one opening equipped with a pair of machine-guns. There are 8174 light pillboxes as support for the light turrets. 

Medium Armoured Turret
There will be 4572 on the line and are equipped with a pair of coaxial machine guns at the base and in the turret, two 65mm anti-armour cannons. 

Medium Armored Anti-Aircraft Turret
These are mounted near the Towers and some of the other standard turrets. Housed in the turret section, eight 35mm flak cannon reside. For secondary defense against light armor and infantry, side mounted ball turrets mount three 25mm autocannons.

Early life
Kaorin was born in Sieguren (29 November 1971), near Halis, a vast suburb within the northern most part of the city-state Horus. At the time, Sieguren was densely populated by ethnic Haru-Daket, commonly referred to as dymm vumg (Tall Folk), Haru and Cussian's who had intermarried and produced generations of children were rooted in Horus. She was the third daughter of a surgeon, Dr. Emal Vlos and Nais Jargo Vlos, the daughter of a merchant. Both families had lived in Sieguren for centuries.After finishing the Imperial Academy school in Halis, Kaorin entered the Imperial and Royal Training school in Presskia in 1985, and on 1 November 1990 was commissioned as a Liet (lieutenant/junior officer) in the 3rd Mountain Infantry Regiment Kuyd (Goat).

In 1993, Kaorin was transferred to the 11th VeamtRihdan (Field Hunter) Battalion in the Nha-Ke Ward,and in 1995 was accepted into the Royal Military Academy in Huai Kha Ward. She completed her studies in two years, and was endorsed as suitable for service in the General Staff. Following promotion to Siet Khan (roughly first lieutenant) she was transferred to the staff of the 3rd Buki Elghinn Motorised Division Yesol (Spear), then to the 7th Buki Elghinn Mountain Division Tykkan (Dagger). This was followed by a promotion to Prata Khan (captain) in 1997, along with a position on the staff of the Haru Intelligence Services, in which she commanded the 2nd External Intelligence Commando Division. There she specialised in mobilisation and communications, in the difficult terrain alongst the border with what would become Adapton Federal territory and that of the GHET.

First Modern Cussian War 1998 - 2003
At the outbreak of the First Modern Cussian War, Kaorin was still actively leading the 2nd EICD. Her division was involved in the early stages of the campaign, during which Kaorin was transferred to the operations staff of the Second Army. This Army was soon withdrawn from the front and deployed via the Hamaii Urbanscape, to defend against a successful offensive by the Cussian military. The Second Army continued to fight the Cussian's in and around the cityscape of Hamaii through the winter of 1999–2001. In the middle of 2001 Kaorin was again transferred, this time to 4th Army Group, commanded by Vice-Lord Sa'Karn (Lieutenant General), which was formed in the high ranges of Yaris, in response to the Cussian declaration of war in May 1999. 4th Army Group became the basis for the formation of the 10th Army, which was headquartered in Kroměř. Kaorin subsequently became the deputy quartermaster of the 10th Army, responsible for organising the supply of the troops fighting the Cussian's in the mountains.

On 1 August 2001, Kaorin was promoted to Sengar d'isto (Colonel). On 27th of August, Kaorin became the chief of staff of the 72nd Infantry Division, which was involved in operations to repel the Cussian invasion of the Yaris territories. She remained in this theatre of operations for the next two years, ultimately serving as the chief quartermaster of the 9th Army, and was awarded the Iron Swords and Hibiscus Petals 2nd Class, on 27 January 2002. In late 2002 she returned to the mountains when she was transferred to 2nd Army Group, and ended the war as a General (Brigadier General) and chief quartermaster for the entire Cussian Front towards the civil war.

Civil War 2003 - 2005
She joined the Rebel Army under Sa'Karn and was appointed commander of the Horus Guard, an urban infantry regiment, of which she merge into the 84th Infantry Regiment as the combat with the Royalists continued. During the period of the war, she commanded various units, including the 1st Brigade of the Suihdyeh Rihdanc (mountain hunters), while serving also as a military advisor to advocate of the revolution, Sa'Karn.

Northern Occupation and Civil War 2020 - Current
Critical of the Ji'Mar led Imperium and those within the legions vast who supported his efforts of war in the North, Kaorin led a growing contingent of officers and legionnaires in open rebellion. Seizing control of Ulusk, a Northern Port city and general evacuation point for refugees, her forces ousted the Department B thugs of the Esbaneis Calinedo Canjelac (ECC - Imperium Security Services), and placed the city in an information blackout while deepening her deployment abilities of loyal forces to the Imperium. 

It was her troops that killed Emperor Ji'Mar in an ambush, and her troops that prioritized the lives of the people against their own. She is currently the senior most commander in the North, of whom bends a knew to the Empress even as advising said Imperial Authority. She was promoted following the installment of Empress Kira'Karn, to the rank of Fleet-Lord (General/Admiral) of the Northern Imperial Taskforce Army Group.

Hakon Fremar Elemmiire I

Hakon Fremar Elemmiire I (born 02 December c. 244 – 3 December 316) was the first Haru emperor from 268 to 312. Born to a family of low status in lma'tia, which would become a suburb of modern day Ninas'Terath, Fremar is actually a Haru-Daket word of old that means, Farmer. Hakon rose through the ranks of the military to become a cavalry commander in the army of House Lord Cairu Elemmiire. After the deaths of Cairu and his son Umerian on campaign against the eastern mountain tribes, Hakon was proclaimed lord of the territories. The title was also claimed by Cairu's surviving son, Tarius, but Hakon defeated him in the Battle of the Free Marshes, in which Tarius and his forces were killed to the last man.

Hakon was not initially a member of the Elemmiire house and clan, but upon becoming lord of the territories, he was adopted within and made a blood member.

Hakon's reign stabilized the area and marks the end of what is referred to as the Time of Travesty. He appointed fellow officer Kiam Jargo'Vlos as Duke, and this allowed him to make a house in his name, House Jargo'Vlos, in 281. 

During this, several others would also earn this rank. Duke Alarius Renor Elemmiire would be allowed to create the house that would become synonymous with honor in the future, in the same year as Jargo'Vlos. Barely into the new year, 282, Sevra Tagnik would be sworn in as a Duchess, and form the House of Tagnik Zun. 282 Also saw the formation of Houses Mzil Velven, Olath Orn and Renor Xukuth.

Hakon created the edict that of rule over territories by these houses, and eventually said territories would become the city-states in the modern landscape.

The Imperial Throne reigned in the Central Territories, with the merchant cities of Chel'de Yorn, and Prathen, with the former becoming the capital, House Jargo'Vlos reigned in the Western Territories of the Empire, consolidating at the trade city of Ulan-Ude. The Eastern Territories of the Empire were under the authority of House Renor Elemmiire, of whom would rule from the city they had been born within, Belaya. Rounding this out was the Southern Territories of the Empire, and this massive area was under authority of House Tagnik Zun and their proclaimed fortress city of Taganrog. 

Under this rule of House Lords that in turn served the throne, Hakon secured the empire's borders and purged it of all threats to his power. He defeated the wilder tribes during several campaigns between 285 and 299. 

Hakon separated and enlarged the empire's civil and military services and reorganized the empire's provincial divisions, establishing the largest and most bureaucratic government in the history of the Haru people. He established new administrative centres in Prathen, Tver, Yaris, and Tiksi, closer to the empire's frontiers. Building on third-century trends towards absolutism, he styled himself an autocrat, elevating himself above the empire's masses with imposing forms of court ceremonies and architecture. Bureaucratic and military growth, constant campaigning, and construction projects increased the state's expenditures and necessitated a comprehensive tax reform. From at least 297 on, imperial taxation was standardized, made more equitable, and levied at generally higher rates.

Not all of Hakon's plans were successful: the Edict on Trade Prices (301), his attempt to curb inflation via price controls, was counterproductive and quickly ignored. The Trials of Persecution (303–312), the empire's first, largest, and bloodiest official persecution of Christianity, failed to eliminate Christianity in the empire; indeed, after 315, Christianity became a tolerated religion (There were several requirements and laws concerning it however) under successive emperors. 

Despite these failures and challenges, Hakon's reforms fundamentally changed the structure of imperial government and helped stabilize the empire economically and militarily, enabling the empire to remain essentially intact for centuries. Weakened by illness, Hakon left the imperial office on 1 May 313, and became the first emperor to abdicate the position voluntarily. He lived out his retirement in his palace on the Peryian coast, tending to his vegetable gardens. His palace eventually became the core of the modern-day city of Perya.

Valeria Hallas Elemmiire (born Nov 11, 302. Dod 352.) was the daughter of Emperor Hakon and his consort Galeria Hallas Grail. The first Empress, directly succeeding her father after his resignation and then death shortly after, took the reigns of the growing empire and proceeded to expand its rule. She is known for the creation and reformation of the justice system that would continue on into the later versions of the Imperial system.

Valeria is remembered for the work that she did as a 'justicar', a figure of authority whose duty it was to keep the empire in peace, to create and maintain stability and justice. She arrogated, regimented and centralized political authority on a massive scale. In her policies which often mirrored those of her father, the previous emperor, she enforced an Imperial system of values on diverse and often unreceptive provincial audiences. 

In the Imperial propaganda from the period, The history of the empire before the leadership of the Imperial throne and the houses was portrayed as a time of civil war, savage despotism, and cultural collapse. 

In either Chel'de Yorn or Prathen where the Imperial throne was placed over the time of rulers, the people of the empire lived frequently in this period. A new style of ceremony was developed, emphasizing the distinction of the emperor from all other persons. Circuses and basilicas were designed to keep the face of the emperor/ess perpetually in view, and always in a seat of authority. The emperor/ess became a figure of transcendent authority, a being beyond the grip of the masses. 

In keeping with her move from an ideology of republicanism to one of autocracy, Valeria's council of advisers, differed from those of earlier rulers and indeed that of her own father. She created the illusion of imperial government as a cooperative affair among emperor, army, and council, while also effectively institutionalizing an autocratic structure.

Valeria further regulated the court system by distinguishing separate departments for different tasks. From this structure came the offices of different ministries, and associated secretariats. These were men and women suited to dealing with petitions, requests, correspondence, legal affairs, and foreign embassies. 

Within her court, Valeria maintained a permanent body of legal advisers with significant influence on her re-ordering of juridical affairs. There were also two finance ministers, dealing with the separate bodies of the public treasury and the private domains of the empress, and the  Imperial Royal Guard prefect, the most significant person of the whole. Valeria's reduction of the Imperial Royal Guards to the level of a simple city garrison for Prathen lessened the military powers of the prefect, but the office retained much civil authority. The prefect kept a staff of hundreds and managed affairs in all segments of government: in taxation, administration, jurisprudence, and minor military commands, the IRG prefect was often second only to the empress herself.

To avoid the possibility of local usurpations, to facilitate a more efficient collection of taxes and supplies, and to ease the enforcement of the law, Valeria instituted her late father's plan of doubling the number of provinces from fifty to almost one hundred. The provinces were grouped into twelve city-states, each governed by the lord of a major house and or merchant guild approved company. Some of the provincial divisions required revision, and were modified either soon after 317. Prathen herself (including her environs, as defined by a 100-mile (160 km)-radius perimeter around the city itself) was not under the authority of the IRG prefect, as she was to be administered by a city prefect of imperial noble rank, the sole prestigious post with actual power reserved exclusively for imperial lords.

The dissemination of imperial law to the provinces was facilitated under Valeria's reign, because the reforms of the Empire's provincial structure meant that there were now a greater number of governors ruling over smaller regions and smaller populations. Valeria's reforms shifted the governors' main function to that of the presiding official in the lower courts: whereas in the early Empire military and judicial functions were the function of the governor, and procurators had supervised taxation, under the new system governors were responsible for justice and taxation, and a new class of imperial lord ranking was implemented, acting independently of the civil service, and military command.These new imperial ranks sometimes administered two or three of the new provinces created by the Imperial Throne and or the Council, and had forces ranging from two thousand to more than twenty thousand men.

In addition to their roles as judges and tax collectors, governors were expected to maintain the postal service and ensure that town councils fulfilled their duties. This curtailment of governors' powers as the Imperial representatives may have lessened the political dangers of an all-too-powerful class of delegates, but it also severely limited governors' ability to oppose local landed elites, especially those of status, which, although with reduced opportunities for office holding, retained wealth, social prestige, and personal connections, particularly in relatively peaceful regions without a great military presence. If a governor of imperial rank himself felt these pressures, one can imagine the difficulties faced by a civil servant. That accounts for the strained relationship between the central power and local elites: sometime during 323, an attempted military sedition in Tiksi and Yaris made Valeria extract a bloody retribution on both cities by putting to death a number of their council members for failing their duties of keeping order in their jurisdiction.

After Valeria's reform of the provinces, governors became responsible for decisions first to his/her immediate superiors, as well as to the more distant office of the Imperial Council. It was most likely at this time that judicial records became verbatim accounts of what was said in trial, making it easier to determine bias or improper conduct on the part of the governor. With these records and the Empire's universal right of appeal, Imperial authorities probably had a great deal of power to enforce behavior standards for their judges. 

Valeria's zeal for justice grew, and as such she is considered a Saint of Law within the Imperium. She died upon the throne, succeeded by up and coming Lord and head of House Renor Xukuth, Thranias. This non hereditary based ruler, came from Valeria's own revision of how the throne could be claimed. The Council of the Nine would take every measure of review possible once the throne was abdicated, and then vote upon a replacement.

Kira'Karn Elemmiire

Early life
The offspring of Sa'Karn Elemmiire and Saya Vek Elemmiire, Kira'Karn Elemmiire was boren in 1987. was first involved in student radicalism, dabbled in the fringe educational groups, and finally graduated to a unique perspective of the classist system within the Imperium. She was trained at an early age as a ballerina at an exclusive facility run by the Imperial Court. 

She is full of contradictions: cynical yet romantic, calculating but naive, blunt and prone to beating around the bush. She is a qualified expert with a variety of small arms and blades. She is also a qualified in operating helicopters and fixed-wing aircraft of varying type. A regimen of training from her time in Kaldana, where everyone, regardless of status, had to be adaptable in the environment and terrain of the territory.

Kira was raised in the Tyng Sudran faith of her father at Yasra Temple within the Imperial Ward of Chel'de Yorn. She has a half-sister by her father's first marriage, Hana von Gras'Ni, this was before the civil war, when her father, was the sixth crown prince and not destined for the throne. The second marriage produced herself and her brother Ji'Mar. Ji'Mar was not relocated to Kaldana however and was raised within Chel'de Yorn. 

Hana's mother passed not long after birth, and she was adopted by her uncle Tazrin Karn. She keeps in contact with Hana, who is of the imperial rank, Viscountess, Noblewoman of House Karn Mzil and married to her husband Count Ajax Mzil Velven. 

Her own father and mother eventually passed away, albeit her mother died first, and then twenty years later, her father followed suit. However, due to the nature of the Imperial politicking and so forth, Kira was sent to live with her uncle, Lord Nekan Karn, Highlord of the Kaldana Colony. He died in 2001, when she was fourteen years old, she continued to stay in Kaldana however, living with her aunt, Countess Yasmira Hallas. 

Into the early 00's, Kira often travelled between Kaldana and the mainland. With the rise of fascism in the Imperium, though, her aunt forbade her travel to the mainland, sensing a terrible development. This would later be the rise of Empress Fayh, also related to Kira, being her aunt by extended ties. 

Civil War 2003 - 2005
During the civil war, Kira spent the time travelling about the DeCon territory of Ishakor and Zharr. Her experiences on that trip would form the basis of her first published book, a travelogue entitled The Sudden View: A Journey West, which was published in 2003. Kira spent the remainder of the mid 00's living in frontier townships and Kaldana City itself. During this time she had a love affair that has blossomed into a relationship, with a local Zharrian woman, Ayn Gende, who left her husband for Kira and became a writer and editor herself. 

Under Imperium tradition and law, Ayn can legally be married to Kira, and become the Vice-Empress, a position that will be hers as the planning and such is already in motion.

Northern Occupation and Civil War 2020 - Current
Critical of her younger brother Ji'Mar, who had ascended to lead the Imperium and those within the legions vast who supported his efforts of war in the North, she wrote scathing articles in the Kaldana Press that would find its way to the mainland under a false name. Later, she would reconnect with members of her father's family, when she took the role of Autokrator of the Colony, this put her directly in contact with the Council of the Nine. 

Seen as the best alternative to a fracturing country, the council voted to elect Kira as a replacement to Ji'Mar, who had done numerous foul deeds and had brought the wurld's gaze towards the Imperium in unsatisfactory fashion. Coupled with a disastrous military campaign in the North, and the land was ripe for rebellion or worse. 

With Ayn at her side, and a host of loyal officers and citizenry who wish to save their land, their home, she has returned to Prathen, and taken the mantle of Empress.

Ayn Gende Elemmiire

Ayn Gende Elemmiire, born Ayn Gende, (April 13, 1985), was a Zharrian-Haru novelist of the Cabarrian Renaissance. 

Born into a poor district of the Southern DeCon Zone known as Levee, on April 13, 1985, the daughter of Petr Gende, believed to be a mixed race Zharrian immigrant from the Western Provinces, and Paeta Unari, a Haru-Dakat colonial immigrant, born 1968 in Brahet, a city-township on the island of Fyn, died in 1989. 

Her mother who went by Una in the Kaldana Colony, worked as a seamstress and domestic worker. She would remain unmarried for the rest of her days, raising Ayn and working. Though her own family would aid, she would not seek out another husband.

The Colonial author and critic Kimaz Utan wrote of her anomalous situation:

As a member of an immigrant family, she [Ayn] had no entrée into the world of the Imperium homelanders. If she could never be of the land like her mother, neither could she ever be Zharrian in quite the same way that her father had been. Hers was a netherworld, unrecognizable historically and too painful to dredge up.

Her mother believed that education could give Ayn an opportunity and supported her in attending the Kaldanan Imperial Academy, a student there in 1997-01, for the first time Ayn was living within a community of likeminded hopefuls, but she was still separated by her own background and life experiences from most of the students, who were primarily from Kaldana itself, with most descended from former colonial immigrants. 

She graduated with top honors and after serving two years civil service in a medical facility, continued her education while writing short stories and so forth.

In late 2003, Ayn enrolled in the nursing school at Kaldana City's Auno Hospital. She soon became head nurse, and an instructor of training. While this was ongoing, her writing was being submitted via various channels to outlets. Be it BBS boards, or in print. 

Early 2004, right after her marriage, Ayn worked nights and weekends as a volunteer within the Kaldana City Library. Encouraged by Rose Ygell, Lalla of the Imperial Text, head of the Library of Kaldana, to offer her works for promotion.

Ayn passed her certification exam in mid 2004. She worked her first year as a librarian at the Hoheit Branch on the Eastern Approach, which was predominantly Zharrian refugees. There she had strong support from her supervisor Aiken Yaganno, as she had from Rose. They, and another branch supervisor where she worked, supported Ayn and helped integrate the staff of the branches. Ayn transferred to the Guispe branch, as she was interested in the cultural excitement in the Zharrian-Ishkorian ward, a destination for migrants from across the two former countries.

In October 2004, Ayn took a sabbatical from her job for personal reasons, of which she confided, the recent marriage to Galus Ytrell via arrangement between families was falling apart. It soon became apparent that he was a drunk and a violent. It was also this time that she had encountered a foreign journalist named Kira'Karn and begun an affair with. Soon after these events she had begun to write her first novel. In 2005, after leaving her husband and bonding with Kira, and having made friends with important figures in the Cabarrian Awakening (which became known as the Cabarrian Renaissance), Ayn gave up her work as a librarian.

She became a writer active in the Colonial interracial literary and arts community, where she became friends with Carla Yegarin, a photographer and writer. In 2006, Ayn published Tilted Dreams, a largely autobiographical novel that spoke about arranged marriages, violence that sat under the surface of familial status and so forth. It received significant critical acclaim, if not great financial success.

In 2009, she published In The Passing her second novel, which was also critically successful. It dealt with issues of two mixed-race women who were childhood friends and had taken different paths of ethnic, and gender identification and marriage. One identified as Zharrian and married an Ishkorian doctor; the other passed as male and married a woman. The book explored their experiences of coming together again as adults.

In 2011 she accompanied Kira'Karn, now named First Princess of the House Elemmiire and rightful ruler of the Haru-Dakat Imperium, who would later ascend to Empress of the Haru-Dakat Territories, and thus becoming her wife via custom of yore.

She is currently a senior member of the advisory council, and secondary head to the powerful House Elemmiire. With her progressive views of gender, identification of such, and sexual freedoms, she acts as a voice for the social services ministry, and to the growing community of identifiable genders and so forth.

A revival of interest in her writing has occurred since the late 2000's, when issues of racial and sexual identity are coming to light. Her works have been the subjects of numerous academic studies, and she is now widely lauded as "not only the premier novelist of the Caberrian Renaissance, but also an important figure in Haru-Dakat modernism.
