Anti-Slavery Operations & Other Naval Incidents

Greetings and well wishes cousins.

In accordance with our obligations to begin suppressing the international trade of slaves and bonded men, we would like to request permission to carry out routine patrols through your territorial waters and through the Keelpijp and beyond. Our vessels would be carrying out standard stop and search of merchantmen and privately owned vessels in order to ascertain if their cargoes were Human or not. We would of course also deal with any activities of an illegal nature that we would come across. Ships found to be carrying out smuggling operations would be reported, boarded, and then handed off to the relevant authorities in whatever country they were attempting to compromise so as to help and uphold the law.

We would also like to inquire as to whether or not it would be possible to refuel our vessels from your ports and whether we will be able to hand off slaves to your government until we can organise for them to be transported. Due to the nature of our warships, it would be most difficult to transport large numbers of slaves aboard them. As such, we would require places for them to be left in care while we organise for proper transport vessels so that we may process them in an organised fashion.

Finally, we would like to offer you a set of emergency frequencies which shall be attached to this message. If a vessel comes under attack from pirates or is in immediate distress, emitting a distress signal on these frequencies will alert all Imperial vessels in the area who will in turn be obliged to render aid. As our vessels will hopefully be spending a good deal of time in these waters, we have felt it prudent to give you these.

Regarding: Request for permission of military activity and refueling rights within the Keelpijppassage and Het Huisselant Variota

Minister Utikar,

Het Huisselant Variota would like to notify you in regards to the decision that has been made regarding the request by your government. For ease of writing and reading, we have split up the decision and included separate reasons as set forth by the members of our parliament.

The request to carry out military operations within Het Huisselant: Denied
Het Huisselant Variota, Het Apparath and the Huisselikke Aanfals en Proteksiemagt are all confident in the abilities of Het Huisselant Variota, Het Apparath and the Huisselikke Aanfals en Proteksiemagt to maintain the eradication of slavery and human trafficking within Het Huisselant Variota. Additionally,  due to the current relations between our two nations and the status of the Derthalen government in the eyes of the international community, any decision that would see the allowance of Derthaler military forces operating within our territorial waters would be deemed a severe breach of our territorial sovereignty as put forward within the Variotan constitution.

Please note that any attempt to carry out military operations within Het Huisselant without permission will be seen as an act of piracy and will lead to Huisselikke Aanfals en Proteksiemagt forces retaliating against said military forces according to the full extent of the law.

The request to carry out military operations within the Keelpijppassage: Denied
Het Huisselant Variota, Het Apparath and the Huisselikke Aanfals en Proteksiemagt are all confident in the abilities of Het Huisselant Variota, Het Apparath and the Huisselikke Aanfals en Proteksiemagt to maintain the eradication of slavery and human trafficking within the Keelpijppassage. Additionally, due to the current relations between our two nations and the status of the Derthalen government in the eyes of the international community, we do not feel that any Derthaler military presence would have any positive effect on the stability of the Keelpijppassage nor would it have a positive effect on the governments bordering the Keelpijppassage.

Please note that any attempt to carry out military operations within the Keelpijppassage without permission will be seen as an act of piracy and will lead to Huisselikke Aanfals en Proteksiemagt forces retaliating against said military forces according to the full extent of the law.

The request to search naval vessels within Het Huisselant and the Keelpijppassage: Denied
The treaties stipulating and maintaining the authority of Het Huisselant over the Keelpijppassage provide vessels sailing through the passage with security and safety. Having a nation that is deemed rogue and/or hostile by some, if not many, of the nations and flags these vessels fly under search any vessels is in clear violation of the secure and safe passage that we provide and have been providing since the original Treaty of Ferrefaaierhafen. Rest assured that Het Huisselant Variota remains more than capable and more capable to search the vessels crossing our territorial waters and the Keelpijppassage than any Derthaler military presence could be.

Please note that any attempts by Derthaler military forces to search naval vessels within Het Huisselant and the Keelpijppassage without permission, which has not been granted at this time, will be seen as an act of piracy and will lead to Huisselikke Aanfals en Proteksiemagt forces retaliating against said Derthaler military forces according to the full extent of the law.

Additionally, please note that any searches of Variotan naval vessels, be they business or pleasure, by Derthaler military forces outside of areas deemed Derthaler territorial waters by Het Huisselant Variota and/or international consensus will be seen as an act of aggression perpetrated by the Derthaler government and may be subject to counteractions by Het Huisselant including but not limited to closing down the Keelpijppassage for any and all Derthaler shipping.

The request to refuel Derthaler military vessels within Het Huisselant: Denied
Het Huisselant does not deem it beneficial or prudent to allow Derthaler military vessels to refuel within Het Huisselant. Het Huisselant will maintain its standard policy of only allowing non-allied and non-stipulated military forces to refuel in cases of emergency. Other nations bordering the Keelpijppassage may decide to grant the right to Derthaler military vessels to refuel within their territory independently however, this does not take away from the fact that the request to carry out military operations within the Keelpijppassage has been denied and any movements by military vessels to said refueling will require an additional request.

As the previous requests were denied, the Variotan parliament has decided not to vote on the last request, the request to temporarily house victims of human trafficking, as it is deemed moot. We would however like to point towards Het Huisselant's asylum program, which can be started at any Variotan embassy or consulate, online and by sending a letter to the asylum program section of the Ministry of Welfare and Personal Growth. This would allow any of the victims of human trafficking to travel to Variota and, if they are accepted, allow them to start a new life in a proper nation.

While we thank you for the emergency frequencies, the fact that the requests by your government has been denied ensures that these are relatively useless at the moment.
