The Most Serene Republic of Selene2u is a massive, socially progressive nation, renowned for its absence of drug laws. Its compassionate, hard-working, cynical population of 1.312 billion are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of the Environment, Education, and Social Welfare. The average income tax rate is 100%. The private sector is almost wholly made up of enterprising fourteen-year-old boys selling lemonade on the sidewalk, although the government is looking at stamping this out.

Many parents are becoming frustrated with their children's choices in spouses, the public health bureaucracy is wrapped in miles of red tape, the wearing and manufacture of fur apparel is banned, and space shuttles regularly launch rubbish into space. Crime is totally unknown. Selene2u's national animal is the dolphin, which frolics freely in the nation's many lush forests, and its currency is the moon.
