The Queendom of Morheim became a formal country in 1567 following the Treaty of Thale at which point it peacefully separated itself from (INSERT NAME OF  EVIL OVERLORD FORMER RULER HERE ). This came following a prolonged war lasting some 20 years lead by the Duchess Hanne Lauritz who believed she was the reincarnation of one of the Elementium faiths four dieties, namely the Goddess Ignis Keeper of Fire. The agreement made originally made the nation a Principality with Hanne as its first Princess. In the coming century her descendants slowly were able to achieve deals further seperating them from ????? until they became a Queendom.

Today the country is run by Queen Julia The Younger, a 19 year old who inherited the throne from her now medically incapable Mother, also called Julia in 2016 followed Julia The Elders diagnosis of Multiple sclerosis (MS). Since then the youngster has been supported by the elected Prime Minister but now stands ready to assume control of the country in her own right.

The government of Morheim is formed by three layers. It utilises a rather unique system called Liquid Geniusocracy. This was a system developed in the 1920's and is still utilised today. The system grants every resident tax payer in Morheim over the age of 18 a vote, however only those who have a certified IQ of  120 or more can actually cast their votes, those with IQ's lower may transfer their vote to someone who does qualify who will cast it on their behalf.

LAYER ONE- The People's Congress

This is selected once every four years. The nation is divided into 150 geographic areas of roughly the same population. Each of these areas elects a Congressperson who then represents the people of their region. Generally the candidates belong to one of the four major political parties, however it is not uncommon for independent candidates to win seats and some areas have a reputation for being more likely to vote in an independent.

The Congress is formed the Monday after elections, which always take place on a Friday. Congress begins by each representative giving an oath of loyalty to the monarch before taking their seat alongside members from the same party. Congress then selects a Prime Minister, generally the leader of the largest party, this selection is then either approved or rejected by the monarch, rejections result in the Party being given further chances to find a suitable Prime Minister until either accepted or a new election called.

The Congress has the power to introduce legislation for debate and vote, usually at the will of the Prime Minister. Any citizen may also present a petition before Congress, if it has more than 150,000 signatures then Congress must debate and vote on it before any new legislation is presented.

To be a member of Congress you must.

* Have celebrated your 21st birthday

*Be eligible to cast votes in elections.

* Have no criminal conviction resulting in more than 12 months in prison.

*Have not been previously banned from standing for election in the last ten years.

LAYER TWO- The Royal Council

The Royal Council is made up of 31 members, 15 members are appointed by the monarch (and serve until retirement or removed by the monarch), 15 by Congress (drawn from former members and serving five years) and one by appointment of the High Oracle of the faith of Elementium.

The Royal Council also serves as the Cabinet with several members being given titles such as Minister of Health, the monarch may create whichever Ministries they wish.

It is the job of the Royal Council to debate and vote on legislation presented to it by the Congress. Additionally it is they who hold Congress to account for its various actions. The Council may also present legislation to Congress and this is given priority over any other issue, save that presented by the Monarch.

LAYER THREE - The Monarch

The Crown of Morheim passes down the female side of the family, this is due to the precedence of the Goddess Ignis in the Elementium faith. As a result the nation refers to itself as a Queendom rather than a Kingdom, and in around 450 years of history the nation has had less than ten Kings.

The Monarch acts as Head of State, the Commander in Chief of the Military and Head of the Elementium Faith. The main duty of the monarch is to approve all legislation presented by the Royal Council and either sign it into law or veto it. The monarch may veto any piece of legislation automatically unless it has more than 65% of all Congresses support. Should a piece of legislation get less than 65% of the vote the Monarch may only veto it temporarily. This proposal is then put to the people on the next 1st of May where all eligible to cast votes make a decision.

At times of national emergency the monarch can declare martial law and rule through decree. The Monarch is also responsible for the approval of all foreign diplomacy. Additionally the Monarch may present legislation to Congress for debate and voting, however this is given priority over all other factors.

Her Majesty Queen Julia III of the Queendom of Morheim

Duchess of Thale

Guardian of the Elements

Julia was born in 1998 and is the middle of Queen Julia II and King Christoph III's three children. She has an older brother called Isaac and a younger sister called Beatrix. She is often referred to be her people and the media as Julia The Younger because of the shared name with her mother.

She was educated at Thale Grammar School for Girls where she was described by teachers as " a great academic but lacking skill in practical subjects." despite this she is a keen musician and is known to practice both the flute and guitar in her spare time. She left Grammar School in 2016 having gained top grades in History, German, Dutch, Geography, Maths and Literature, however her grades in Science, Music and Computer Science where "average", she did however gain entry to the prestigious Royal Thale University on her own merits. She enrolled to study a combined degree in History and Archaelogy not expecting to take the throne for many years. However in the first few weeks of her study her mother, Julia The Elder, was diagnosed with MS following the latest of several dizzy spells. As such Julia The Younger began preparing for royal duties meaning just three months later she was crowned Queen just two days after her mother's decision to abdicate.

Her rule has so far been uneventful as she has tried to juggle her education, something seen as highly important in Morheim society, with royal duties. This has seen her take on more of the ceremonial roles of Queen leaving the day to day running of the Queendom to her Prime Minister and Royal Council. She is however now keen to begin taking more of these duties on as she has switched to studying her degree part-time.

In her free time she enjoys sailing, music, reading and spending time with her two pet Husky dogs Rupert and Kimbo.

Elementium is a faith that centres around the concept of the Universe being made up of four basic elements with each being controlled by a deity. Humanities role is to ensure that balance is kept between the four elements, each of which is associated with a different aspect of everyday life.

Earth - Fertility and Growth, the sensual aspects of both life and death. The deity associated with Earth is the God known as Terra

Air - Heat and Cold, also connected with intelligence and the soul. The deity associated with Air is the Goddess Aura

Fire - associated with the qualities of energy, assertiveness, and passion. The deity associated with Fire is the Goddess Ignis

Water - associated with the qualities of emotion and intuition. The deity associated with Water is the God Lympha

The 1st Light Scouts are the nations elite military unit and do not permit anyone to join directly. They have a rigourous selection and training procedure. The 1st Light Scouts is made up of around 800 Scouts. To become a Scout you must first serve at least 5 years in the military and then pass an intensive 31 week training and selection period. After that any member of the unit can veto your entry by placing your name on the base doors. Once enlisted in the unit you are on probation for 12 months.

Stage 1 - Application

A potential Scout must have served a minimum of five years in any branch of the military. To apply they must receive a nomination from two officers and then pass an interview with a Scout NCO. After the initial NCO interview the candidate undergoes various aptitude tests and psychological profiling.

Stage 2 - Scout Orientation (1week)

Candidates are required to make their way to the units HQ where the course takes place. Candidates undertake a map and compass test, a swimming test, a first aid test and a combat fitness test. Each day features a "Sergeants Adventure" which is some form of adapted run, such as combat run from an unknown location back to HQ. Each day sees distances, weights carried and difficulty of terrain increase.

Stage 3 - Fitness and Navigation (4 weeks)

This section starts with basic fitness tests, a 2.4km run to be completed in under 9mins30 seconds, followed immediatly by 45 press ups and 55 sit ups to be completed in two minutes each.

Each week follows a "Trial" at the end. These are tests designed to see a candidates progress and time limits vary dependent on local conditions.

Week 1 - 15km run complete with kit
Week 2 - The Figure of 8. A 24km march to be completed while reading a map and carrying 18kg rucksack, 5kg rifle and each Scout must be in possession of a litre of water when they finish.

Week 3 -Endurance - Using a hand sketched map the Scout must cover 35km carrying 18kg of kit, 5kg rifle and radio. They must navigate from RV to RV meeting an instructor at each stage.

Week 4 - The Long Drag - A 65km navigated route march to be completed in around 20 hours. Candidates must use map and compass to navigate between memorised Grid References where a NCO is waiting. The Scouts rucksack must weigh 25kg upon completion and a standard issue rifle must be carried.

Stage 4 - Initial Continuation Training (14 weeks)

This consists of detailed and realistic training in weapon handling, vehicle handling, demolitions and small unit patrol tactics. The candidates are assessed each day and any failing to make progress return to their unit immediately.

Stage 5 - Alpine Training (6 weeks)

Alpine training is usually carried out in the icey  Alps with candidates allocated to a four man patrol, each patrol supervised by a serving Scout NCO. Cold and rain are persistent, potentially demoralising the candidate, and skin contusions, frost bit, hypothermia and blisters must be cared for due to the risk of infection. Training includes winter survival, patrol techniques, navigation, ski handling, camp and observation post techniques, contact drills and medicine.
The final test encompasses these skills, where all things that have been learned must be applied correctly in a tactical environment. Any candidate thought not to be making progress is returned to their unit.

Stage 6 - S.E.R.E Skills(survive, escape, resist, exfil) (5 weeks)

Using skills learned so far the potential Scout receives detailed training in Survival skills, Escape and evasion, resistance to capture and exfiltration. Any candidate thought not to be making progress is returned to their unit.

Week four see's Scouts given ill fitting 1960's equipment and a hand drawn map. They are to evade capture while travelling between checkpoints with a Hunter force chasing them. Once caught or upon reaching the final checkpoint they are "captured", often realistically, and taken to the Army's interegation centre. There they undertake a week of interegation where giving anything other than "Name, Rank, Number, Date of Birth and "Sorry I can't answer that question" " results in a fail. Candidates are exposed to sleep deprivation, extreme heat and cold, starvation, dehydration and other forms of mental torture.

Stage 7 - War Games (1week)

Potential Scouts are attached to a patrol preparing for deployment to a live theatre. Here the recruit experiences day to day life as a Scout and is expected to be able to integrate within a patrol. The exact nature of this stage depends very much on the operational deployment of the patrol. The NCO of the patrol may return the candidate to their unit at any time.

Final Parade

During the final parade candidates who have passed so far are placed on parade with the whole of the unit that is not deployed. During the parade they are presented with their Blue and white Beret unless a serving member of the Scout's veto's their entrance to the Unit.

Probation (12months)

During this time the Scout serves as a member of the 1st Light Scouts, upon completion of the Probation period the patrol they have served on vote as to whether to give them their full blue beret. A majority decision is taken, if they vote to not present the full blue beret the Scout is returned to their original unit.
