My idea with Hannoveria is to create a small, extremely socially liberal nation (i.e. can you say hippies), but one that has a nearly-absolute monarchy (with a Parliament that, although it's generally weak, can intervene sometimes and theoretically can remove the monarchy by unanimous consent) and tends to arm itself to the teeth in terms of civil defense and what have you.
