The Minister of Foreign Affairs ruffled the papers in front of him. It was a windy day, and St Constantine?s square, open on two sides and with the Imperial Palace on the west side and Tagmatica Basilica on the east, it acted like a wind tunnel, the wind chill factor making it feel as if it were well below zero centigrade. The gaggle of press gathered in front of him looked up expectantly, as did Baron T?Rothric stood to the left of him and the Rekamgilian ambassador stood to the right. Minister Wilson coughed to clear his throat and spoke into the microphone.

 

?Today, the Imperial Government of Tagmatium, the Prince and the Baronic Council of Akiiryu and the Government of Rekamgil recognise the Republic of Dacvi as an independent state, entirely separate from the Great Queendom of Suverina. The recent vote for independence, in which the people of Dacvi voted despite Suverinian oppression, has shown that it is the will of the people of Dacvi to do so.

 

?Dacvi, as a sovereign and independent nation, will be free of all international meddling in its internal affairs. It will be free to choose its own leader, its own government and its own path through history.

 

?However, it will also be under the protection of Rekamgil, Akiiryu and Tagmatium. If either of these learn of any Suverinian attempts to force Dacvi along certain routes of thought or action, whether using economical or physical means of intimidation, then there will be grave political and economic sanctions against the nation of Suverina.

 

?Those gathered here today have witnessed this recognition of independence, and we hope that all the other nations of the region, including Suverina, will also follow this, and acknowledge Dacvi can choose its own future.?

Rekamgil City - Government Hall

 

At the press scrum, the lead international affairs writer for the Rekamgil Herald pushed his microphone into the face of the Minister of Foreign Affairs who, up to that point, had been answering questions on the situation in Tinian.

 

"Minister, we have just received word from Tagmatium that Rekamgil has joined the SPA and Tagmatium in declaring Dacvian independence. Care to comment?"

 

The Minister briefly checked his watch, "damn", he thought, "Is that the time? Didn't realize they would make the announcement this early..."

 

The Minister straightened his vest, "yes, um, of course." He passed a hand though his dark hair (a nervous tick he had picked up when dealing with the fall-out from the Upper Strathclydian air attacks on civilians in Dacvi what seemed like years ago). "We have been ensconced in Dacvi and Suverina from the start of the entire Dacvian tragedy. Rekamgil was the first nation with boots on the ground; I need remind none of you that we were fellow CIS members with Suverina when the independence movement began. Rekamgil's young men have shed their fair share of blood, sweat, and tears over Dacvian soil. President DeSousa came to power a year ago on a promise to deal with the troops in Dacvi one way or another. Today, in cooperation with our gracious SPA allies and through our most beneficent association with Tagmatium, we have taken the next step towards peace and stability in the region. Rekamgil, Akiiryu, and Tagmatium have projected stability to Dacvi (and Suverina by extension) and we feel it is incumbent upon us to see this through to its logical and democratic conclusion. The people of Dacvi have expressed their majority desire for independence. The government of Rekamgil fully supports today's announcement from Tagmatium and will now even more closely coordinate our efforts with our brother nations in Dacvi."

 

From the back of the hall came a bloodcurdling scream... "DOWN WITH DACVI... LONG LIVE SUVERINA!"... Next, all was chaos as an ear-splitting bang reverberated around the ancient hall, a flash-bang-pop, accompanied by a phosphorescent flash filled the room. The rush to exits began and terror darkened the hallowed halls...

It is a beautiful day when the will of a people is realized and today is definitely a beautiful day. The people of Dacvi now have the freedom and sovereignty that they have craved and yearned for after many a day and the Free City would like to join Akiiryu, Tagmatium, and Rekamgil in recognizing this new state. We Miirosi wish this new Dacvi the best of luck as it takes its first steps as a free nation and we offer them the friendship and trust of the Free City.

The members of the Northern Alliance hold high respect for the patience and persistence and willingness of Dacvi to seek a peaceful resolution for their independence, and for their dedication to a strong democratic vision. The political wing of the Northern Alliance has voted to recognize the independence of the Dacvian nation and its people, and once the Tribal Tribunal has been removed from power and brought to justice, the Mongol-Swedes will offer a diplomatic exchange with the Dacvian people. I personally wish the best for this new nation and am looking forward to a prosperous and cooperative future.

Emakera condemn this action by the part of many international states, of recognizing Dacvi as an independent nation only by political reasons, the reasons of weakening the Queendom of Suverina as a nation because of the offensive statements of Suverina. Emakera had no involvement in the Dacvi situation, and we won't change this now. We won't recognize the independence of Dacvi until this crisis is solved. We would also like to ask to all nations: Why haven't you recognized Dacvi's independence earlier?

SUBJECT: Dacvi/Suverina

 

The Northern Alliance does not cater to political opportunism in such a gross and dishonourable manner that you impart upon our actions. While the Tribal Tribunal has made false general statements of the Tribes in terms of their attitude toward the Suverinian government, the Northern Alliance and its affiliated clans have made no judgement towards their policies. I personally applauded the commitment to peaceful resolution by the Dacvian people and sought the approval of the political wing of this Alliance to make that official.

 

Furthermore, in regards to our timing...in case you hadn't noticed, my people have been up in arms over the future of our lands, much of which has been contaminated by the Tribunal's misuse of illegal bio-chemical weapons which violate the now quite fragmented Union's laws of war. If you cannot understand that kind of situation, I welcome you to the Tribelands to see and experience firsthand the effects of biological and chemical warfare.

 

For the time-being, it is, in my opinion and not of the Northern Alliance, that your government reconsiders whom they are speaking to when they haphazardly trump dishonour upon. The Northern Alliance has already made it clear to several political organizations in Europa that we will not quietly accept any slander, least of all from those who claim to know the intentions of our cause.

Once again the nation of Emakera chooses to lecturer the nations of Europa on a topic which its government knows very little. If the Emkeran government had taken the time to examine the facts surrounding the SPA and other nation's recognition of the State of Dacvi it would have realised that many nations have been helping the people of Dacvi prepare for nationhood since their historic independence vote some months ago. Davci has only just recently reached the point in its infrastructural and economic development where it can operate as a state. For example, the first class of Dacvi's State Police (trained by the Royal Akiiryan Mounted Police) has recently graduated and now patrols the cities of the state. Make no mistake, this is the reason the SPA and others have recognised Dacvian Independence.

We do understand that the nations of Europa, in the most part, have supported Dacvi's struggle for independence, but saying that you only recognized Dacvi as a sovereign state now because they are ready to act as a full-fledged state now is a true lunacy. Did Sir Your Father and Lady Your Mother recognize you as a son after you was 18? You might argue that I'm making use of poor metaphores, and that nations aren't children, but if the Federative Popular Republic is treated like one, we are entitled to use this logic. We will only recognize Dacvi as an independent state after the Queendom of Suverina, which we recognize as an independent and sovereign nation, with power over it's territory, recognizes and accepts the independence of Dacvi, or after this crisis is over. Emakera will not see any nation as sovereign only to weaken a potential enemy.

Re: Dacvi and Emakera's Recent Statement

 

Please take note that the Dominion of Rekamgil does not currently consider Suverina to be a "potential enemy", not does this government intend to weaken the great Queendom of Suverina. This nation has always had good relations with Suverina and we believe that Dacvian independence will actually strengthen Suverina. The Dacvian problem has caused a very destructive war in Suverina, it has caused a number of nations to leave their own peacekeeping troops in Suverinian territory, and the continuing instability caused by the existence of a national polity that desires independence from Suverina has the potential to once again explode into a war that might well devastate Suverina this time. Dacvian independence will rid Suverina of a number of problems that have plagued that besieged nation for some time now. Rekemgil, by supporting dacvian independence, supports peace in BOTH Dacvi AND Suverina. If requested, we shall also provide humanitarian aid to Suverina, althouh we believe that Suverina (a strong and proud nation) will not need nor desire such aid.

 

The citizens of Rekamgil recently learned one of the costs of our current Dacvi policy when an attempt was made on the life of our Foreign Secretary. The Secretary was unharmed, but two reporters were killed (along with the bomber) and 15 people were injured. The bomber was a Rekamgillian citizen, although born in Suverina, who believed our policy aimed at the destruction of Suverina. This is not true. To reiterate, we believe that Suverina can secure peace wthin its borders simply by recognizing what the citizens of Dacvi and much of the region have already accepted: an independent Dacvi. Rekamgil is on the ground and will help smooth the transition. We hereby offer aid to both Suverina and independent Dacvi.

Deltannia would like to point out that it's position was to be known after nations involved in the situation, such as the Sublime Principate of Akiiryu and the Greater Holy Empire of Tagmatium made the decision. Deltannia then took appropriate steps to reassess the situation as necessary.

 

Deltannia would also like to point out that Emakera has no authority over how and when nations should choose to recognize whom they will. An official announcement to the events does not mean that any nation was blind prior to that event. Emakera would do well to not point fingers at those who disagree with their point of view.

Whilst we naturally applaud any and all democratic initiatives in Europa, the government of Nea Sverige feels that the current Dacvi question has the potential, however distant, to develop into a more serious situation owing to the depth of involvement of various parties in this situation. The growing involvement of major regional powers, whilst providing excellent new windows for the expansion of liberty and democracy in the region, also risks the escalation of this issue into dangerous regions.

 

We admire the restraint and conviction with which this dialogue has been conducted thus far, and also the lack of ready threats of more direct action, circumventing international protocol. We call of all sides to remember that their prime mission must be to ensure that the will of the people of Dacvi is respected and incorperated into a workable long-term programme that does not risk the possibility of conflict on any scale.

 

We will watch this situation with interest as it develops, and will continue to promote open dialoue on this situation between all parties.
