"The Confederation would like to establish a deal with Orioni, dealing with cooperation and collaboration of our armed forces. Firstly, Our Elightened President Aemilianus has urged me to find a means to futher modernize our navy and bring it into the 21st century.

 

I propose a contract in which we may move forward in our defense initiatives and build a greater means with which to defend our merchant marine fleets and protect our shores from invasion by totalitarian evils across the seas.

 

I ask you to consider a joint development of several new naval craft, utilizing the most modern and effective means at our hands."
