If I were you, I'd try to make out some sort of joint history. Suverina is socialist, while TAC is aristocratic. Perhaps there is an event in your history where both countries split and decided to go their own way. Like what happened in Russia in 1917, but without the killing of the Romanovs.

 

Suverina: Nothing is being forced on you if you already had your own national history in mind.
