Greetings,

 

As some of you are likely aware, Sevrun has a rather large military, and a thriving arms industry. However, with our growing population we are begining to have trouble conducting weapons tests in our own borders that meet our industry standards for safety. As a result, we will soon begin conducting tests in a nearby, empty part of the region where risk is minimal. We have tentatively selected sector '4' as our test site, as it is close to our region while still unoccupied.

 

This message is to notify all our neighbors in the region, and to answer any questions regarding just what kinds of weapons are being tested. Also, if any other nations have operations underway in this sector, please inform us as such so we can plan our tests accordingly.

 

In exchange, we would like 'over the shoulder' survelance of our activities in the area kept to a minimum, for corporate security reasons. Several of the weapons we are planning on testing are experimental and still not under full patent protection. Most of these new weapons will be made available on the public markets after the tests are complete, with special discounts made available to our allies and fellow members of the ECA.

 

Please note, this is NOT a claim on the area. We merely wish to use it for testing purposes away from population centers until someone wishes to settle the area, at which time we will relocate the tests.

We have some question, in reply to your remarks above.

1. If it is unsafy to test these weapons in your own borders, what category are these weapons in?

2. Please specify what kind of weapons you are using.

3. As a member of the UN ?nd as our regional delegate, I must ask you to let a team of the UN be present at these testing. You should not be affraid of corporate espionage, the UN is mainly concerned about the effects of your new and advanced weaponry.

4. Again, in light of #1 and #2, I would like to ask you to specify the category of weapons you are going to sell. I light of regional security, we must keep an eye on the international weaponstraffic.

 

Furthermore, I am concerned about the effect your tests will have on the environment of 'sector 4'. What will be the demage to the fauna and flora? Will 'sector 4' be inhabitable afterwards?

Thank you for your questions, here are the answers as best as we can offer:

 

1) The primary reason for testing outside of our own borders is the lack of land suitable for the test that is far enough away from population or agricultural centers to conduct 'live fire' exercises. Sevrun does not have the most hospitible climate, and as a result we have to devote an abnormaly large ammount of space to even meet half our basic agriculture need, with much of the leftover area going into our industries. The majority of these weapons are simply experimental 'conventional' weapons, but a few do have somewhat dangerous components. One test platform, for example, is using a scaled down nuclear reactor.

 

2) The weapons are almost entirely conventional, as I said. The majority are air and land based experimental weapons, including prototype bipedal and quadrapedal systems. Some are non-conventional, but I am afraid I cannot divulge full details at this time.

 

3) A small UN team is acceptable, but we must ask that only members of this team be allowed into the test site.

 

4) The weapons set for sale will be composed of conventional units only. Most likely tanks and aircraft. If our experimental bipedal and quadrapedal units do well, they may see a limited production run as well.

 

As for your interest in environmental impact, this has been looked into. I have been assured that the damage to the native wildlife will be minimal, and mainly contained to the actual test sites. Projected regrowth is within a few years after we pull out. Baring any major catastrophe, the area should be perfectly fine for human habitation after the tests.

We appreciate you answering our questions and would like to inform you that a small UN taskforce is on it's way to the eastern parts of Sevrun as we speak. They will most likely be heading for your capital Palen. Please allow them to land.

 

We would like to know more about these "prototype bipedal and quadrapedal systems" you speak of. Of course you must not tell us all the details, but you have attracted our attention with this. If possible, could you inform us in private?

 

We are pleased to hear that you will be limiting the environmental impact of your tests. We believe you will try not to damage too much. However, we advise that your put some effort into restoring the native wildlife after your tests have finished. Perhaps a small percentage of your armssales could be used to fund the restruction.

Subject: Bipedal and quadrapedal weapons

 

Firstly, on the notes of the UN arrival and the environmental restoration. Both are understood, and we have determined that a slight increase in price on the weapons should be able to adequately fund the restoration.

 

Next, onto the question of the 'walker' systems. Please understand that this data, limited as it is, is being given in the utmost confidence and we expect most of this to be kept secret until after the tests, at the earliest.

 

The bipedal system is codenamed 'Tactial Armor'. It is a small walker platform, roughly 6 meters in height, designed primarily for urban and dense environment combat, areas where traditional armor, effective as it is, has shown some weakness. The prototypes being deployed are roughly humanoid in appearance, if somewhat bulky, but have no real discernable 'head'. The pilot sits in the torso region with weapons mounted on the arms. The design is also modular, to assist in repairs and weapons load out changes. Currently, we anticipate them being able to carry in weapons such as machine guns, recoiless cannons and possibly small missile launchers. As much of the technical aspects are still considered classified, I cannot divulge them at this time. These units have performed well enough in the lab setting, but as most know, there is large difference between the lab and the field, hence why the three we've built so far are being deployed on this exercise.

The quadrapedal system is being constructed under the codename 'mobile artillery'. As the name suggests, it is an artillery platform, similar in most respects to such platforms on treaded versions. However, the design allows it to deploy in areas that normally are not appropriate for such artillery pieces, and to also be able to pack up and move to a new location faster than a regular artillery piece. We still have a few bugs to work out of the walker system, it would seem that four legged vehicles are harder to code movement programs for than two legged, at least ones as complicated as we need. Again, we can't divulge much more info than this, as it is still considered to be classified on the technical side.

 

We expect the UN team to be arriving soon, and after they arrive we will beging deployment operations to conduct the actual testing, unless anyone else deicdes to step up with an objection.

Subject: Surveilance teams

 

As an ally, we understand your desire to see these new weapons up close. However, if you wish to observe we have to limit your actions. It's not that we don't trust you, but rather that we wish to limit the presence of other nations, and letting too many of your people in and giving them a lot of privelidges would leave the door wide open for other nations to try and force us to allow in additional teams.

 

If you still wish to send a small team, please keep the size of it to a minimum and understand that we just can't show them everything, yet. However, we will allow you to observe the various designs we intend to put on the market to get an idea of how they will work in a combat situation.

Tests are now completed and the withdrawl process is underway.

 

Most tests were successful, and the data gathered will be of great use to our industries.

 

When finished products are ready, we will announce them at a trade summit. (one such product is already finished and moving into full production, the ASX-012 fighter).

The Tribal Tribunal of the Socialist Tribal Alliance of Mongol-Swedes is requesting of parties involved that it be allowed to send in its own team of inspectors into the the testing zone to ensure firsthand that the quality of the enviroment has been reasonably retained.

The UN observers from Orioni who have been at the testingsite almost since the start of Sevrun's weapons-tests have reported that they noticed no malpractices during the course of these tests. A full report will be made to the UN and all nations who are member of the UN will be able to get their copy there.
