Damak Var Posted May 10, 2006 Share Posted May 10, 2006 I have typed up a constitution for my nation. its a rough draft, and it explains organization of the territory, military, delegation of powers... I am trying to show an example of a model government that will maintain order and stability. open for criticism from fellow region nations. The Constitution of Damak Var Preamble We the people of the Empire of Damak Var pledging our unyielding loyalty and obedience to the mighty Emperor, trusting in his ability to maintain order and stability, spending every waking moment in service to the state, hereby adopt this constitution: Title 1 The Emperor?s Rule Article 1 The Constitutional Amendment Process (1) The Emperor is authorized to amend the constitution any time for anything. The consent of the people or other regime leaders is not required and irrelevant. For the Emperor already knows what is best, and does not need the input of others. (2) Only the Emperor himself is authorized to amend the constitution, whether he has discussed his intentions with others or not. Article 2 The Emperor?s Supreme Rule (1)The Emperor?s is the supreme ruler of all citizens of the Empire. Disobeying his orders is treason. (2)The Emperor is the Supreme Commander of all military forces of the Empire. (3)The Emperor is the Supreme Commander of all law enforcement and intelligence agencies. As well as all paramilitary units of the Empire (4)The Emperor may override any order or decision made by any military commander, Inquisition officers, law enforcement officers, governors, government leaders, and all other men who directly serve the government. (5) The Emperor only, is authorized to override The Constitution of Damak Var at any time. Title 2 The Military and Delegation of Powers Article 3 Military Organization (1) The creation of the following military branches are as follows: The Army The Navy The Coast Guard The Marines The Air Force (4)The mission of each military branch is as follows In order of priority from highest to lowest Enforce the will of the Emperor Defend the Empire of Damak Var from all enemies foreign and domestic Maintain order and stability in the nation and its occupied territories (3) Generals will be deployed to certain regions of the world and will control the Empire?s military forces of each branch as needed at that region. They are called the Regional Commanders. The Regional Commanders are under the direct command of the War Council. The current positions are: National Interior Garrison Commandant- High General (five stars). Is a member of the War Council by default. Latin America Region Commander- four stars required Europe Region Commander- four stars required Africa Region Commander- four stars required West Asia Region Commander- four stars required East Asia Region Commander- four stars required The Broad Oceans Commander- four stars required (3) The creation of the War Council. The War Council works with the Emperor directly in controlling the vast armies and navies of the Empire. As well as working with the Emperor in conducting foreign affairs. Each member is a High General or High Admiral, the amount of members varies. Depends how many members the Emperor deems essential. The National Interior Garrison Commandant is a member of the War Council by default. In the event of the Emperor?s absence, the War Council will take control of the Empire and appoint a new Emperor. (4) One person will be appointed by the Emperor to be the Chairman of the War Council. He is the second in command of all military forces of the Empire and serves as the Emperors chief enforcer. Upon appointment, the Chairman will be promoted to Grand General (six stars), the highest rank in the military that can be bestowed upon a citizen of the Empire. (5) The War Council is the High Command of all military forces of the Empire. Their mission is to ensure that the military effectively enforces the Emperor?s will, protects the nation from all enemies foreign and domestic, and maintains order and stability in the nation and its occupied territories. (6) The nation will be split into provinces, with counties. The military garrison of each province will be commanded by the Province Garrison Commandant. All Province Garrison Commandants of each province are under the command of the National Interior Garrison Commandant. Article 4 Law Enforcement Agencies (1) Each county of every province (similar to a state) will have their own police department. Their mission is to enforce the laws within their county, and bring to justice all those who break the law. Each police department will have a Chief Inspector who commands his specific department. The Chief Inspector of each county is under the command of the Province Governor. The Province Garrison Commandant may take control of all county police departments in a province only with permission from the National Interior Garrison Commandant, or the Chairman of the War Council, or the Emperor. (2) The Imperial Criminal Investigation Agency will be created. They operate across the entire nation. They will accomplish criminal justice tasks too difficult for the county police departments to handle. The Director of the Imperial Criminal Investigation Agency is under the command of the National Interior Garrison Commandant. Article 5 Paramilitary Units (1) The creation of the Imperial Inquisition. The primary mission of the Inquisition is to investigate and bring to justice, people who are plotting treason against the Empire. Including miilitary personel, law enforcement personel, and those with positions in government. They will bring insurgents, traitors, and conspirators to justice. The Inquisition also specializes in searching for and confiscating all material deemed detrimental to the glorious image of the Empire. Items include but are not limited to- non government approved literature, music, and videos. The Director of the Imperial Inquisition is appointed by the Emperor and answers to the Emperor only. (2) The creation of the National Interior Militia. The primary mission of the National Interior Militia is to ensure the general order and stability of the public. They fall under the command of their province governor. If need be, the Province Garrison Commandant may assume direct control of the National Interior Militia only if they have permission from the National Interior Garrison Commandant, or the Chairman of the War Council, or the Emperor. (3) The creation of the Emperor?s Black Guard. These are specially trained units who answer to the Emperor only. They are the elite uniformed guards of the Imperial Palace. As well as the Emperor?s undercover agents who work abroad enforcing his will. Article 6 Civilian Leaders (1) The creation of the Dignitary Council. Members are appointed by the Emperor. The mission of the Dignitary council is to work directly with the Emperor to solve economic, educational, transportation, demographic, environmental, foreign affairs issues and many other non military problems. (2) All regional civilian government leaders are appointed by the Dignitary Council. Such as governors and mayors. All governors fall under the direct command of the Dignitary Council. The National Interior Garrison Commandant has the authority to override control of the governors from the Dignitary Council with permission from the Chairman of the War Council or the Emperor. (3) In a time of need, the War Council has authority to take control of the Dignitary Council only with permission from the Emperor. (4) In the event of the Emperor?s absence, the Dignitary Council fall under the command of the War Council. Title 3 The People Article 7 Civil Rights (1)Every citizen are subjects of the Emperor and the state. They may go about their life as they please? As long as your actions DO NOT: ? Contradict the will of the Emperor ? Contradict the orders of the government leaders ? Break the law ? Degrade the good image of the Empire and\or its people ? Profess your dislike of the Empire and\or its people ? Conspire against the state ? Make yourself and others look disorderly, indecent, and improper (2) Civilian citizens fall under the rule of their local mayor. Law Enforcement Agencies, Military Units, and Paramilitary Units (except the National Interior Militia) may detain civilians if they suspect the civilian to be breaking the law or conspiring against the Empire. Or if ordered to do so by their commanding officer. Article 8 The Mission of the Citizens ? Present all knowledge of law breaking to your nearest Law Enforcement Outpost ? Present all knowledge of conspiracy against the Empire, and traitorous action to your nearest Inquisition Outpost ? Serve the state and Emperor ? Always remain loyal to the Emperor, the state next, and everything else after that ? Valiantly attempt to increase the welfare of the Empire of Damak Var Link to comment
