Orioni to colonize two small islands

The Orioni Government has deployed its plans for colonizing two islands. These plans have been well thought-out by a thinktank containing Orioni's most intelligent minds. It is argued that, due to being fully surrounded by neighbouring countries, the only option to spread our growing population is colonizing new land(s) oversea.

 

 

After carefull studies of Europa's map, it was established that two small islands would be enough. Since no one seems to have claimed the islands, the plenary Orioni Government voted "Yes" on for the start of the colonization.The islands in question are both located in the southern part of Europa: one is located between Selene2u and lot #105, the other one is known as area #102. The operational titles are Site Alpha and Site Beta, but after the deployment is completed and citizens start to move in, their names will be Andro and Meda.

 

 

Meticulous planning and advanced conveyance were carried out with the greatest care. Large naval groups were sent out of Zuidhaven en Orioni Naval Island, heading WSW after having met a dozen kilometers off the coast of St.Mary, Huntsburg. Movement of the large fleet was carried out via satelitelink by the Central Navigating Centre (CNC), located in Orionopolis.

What follows now is a brief report of the first steps set on Site Beta, also known as lot #102, located in the oriental sea.

(1) Before disembarking the Central Navigating Centre decides to send out two unmanned reconnaissance-drones. These drones scout almost the entire island in a matter of hours. This is required because there might be some sort of secret military base no one knows about. We wouldn't want to start a conflict.

 

(2) After both drones have returned and no military or civilian presence has been detected, the first of some twenty landingvehicles are sent out to that part of the coast that has been deemed most suitable for building a beachhead.

 

(3a) Once these landing parties have secured the future beachhead, large landingvehicles are sent ashore. Some of these contain vehicles and personel, others carry buildingmaterials that are needed to constructs provisional encampment.

 

(3b) Material is also flown in by large Chinook's.

 

(4) An old drilling rig that has been transformed is towed to the future location of the port.

 

(5) Men and women of the 1st Naval Mobile Construction Unit (NMCU) start the construction of the provisional encampment, as well as preparations for a port of transshipment.

 

(6) Large freighters sail on and off while cranes offload their cargo.

 

(7) The provosional base is constructed.

 

(8) As the evening draws near, a company of scouts moves inland.

Byzantine goverment is very concerned about Orioni plans to claim the Andro Island. The Byzantines wish that Orioni accepts an invitation to negotiations over the matter.

Subject:

The plans Orioni has for the following two islands:

- Island A: located between Selene2u and lot #105.

- Island B: lot #102.

Both islands are shown on the map bellow.

 

Arguments used by Orioni for obtaining these islands:

1. Growth in population of Orioni to currently 1.065 billion.

2. Due to neighbouring countries there is no space left in the surrounding area.

3. Island A and Island B are currently not occupied by any other nation.

 

Objectives of Orioni concerning these islands:

1. Creating livingspace for growing population.

2. Becoming a fruitful society.

3. Peacefull interaction with neighbouring countries.

4. Keeping ties with the motherland through political, economic and defensive co?peration.

5. Supplying countries in need with food, by handing out our own surplusses.

Byzantine main counter argument is that Island A is in highly valuable strategic position and while Byzantines trust that relations with Orioni will be peaceful in near future (and hopefully longer) their occupation of Island A will create a threat to Byzantine national security in the long run.

 

This is why Byzantines suggest that either Orioni will withdraw the claim of Island A or the Byzantines are allowed to establish a naval base in the small island east of Island A.

The S.S.S.S. would like to know what military advantage Orioni would have if Island A was annexed. We would understand if it was used to control both sides and limit or restrict traffic but seeing how there is no possibility of that with Selene2u at the north and a open lot at 105. Again we think the paranoia of war hungry nations are to blame for this. Why can not a nation grow for their people without being accused of growing for military gain.

The Byzantines answer that the island can be used to control the naval areas around it regardless of the owner of surrounding land areas (sole exception is if the controllers are those who are being tried to block or their allies).

 

There is still one option that Byzantines can accept. If Orioni agrees to keep the Island A fully demilitarized area then Byzantine goverment is willing to support the claim.

Allthough we put no claims on the territory in question, the borderland of Veritates would like to express it's concern on the possible damage that could be done to the enviroment by this colonisation. The island named Meda is home to some of the most unique wildlife of this region, and the waters around them provide fish that is vital for the survival of some of our southern coastal tribes. Furthermore, some of these tribes have small summer fishing colonies on the island, allthough these will be unoccupied for another five months as the fishermen return to their villages for the winter. While relocation of these camps is something that can be dealt with by our ministry of tribal affairs, we hope that it will not be necessary.

Vanarambaion would like to inquire what Orioni's interests have to do with the two islands located so far from it's homeland. It would put all nations at a disadvantage in the area of national defense. Orioni's empire would be stretched and left open to invasion or terrorist activity. The nations currently in the area would be at a disadvantage with such a central island occupied by yet another military power. Vanarambaion would like to see the claims to this particular island dropped completely. This should be designated a neutral spit of land for national safety and ecological reasons.

Veritates would like to know why it has been added to the list of countries disputing the island near Selene2u. We have stated no claim on either islands, we have only expressed our concerns regarding the colonisation of lot 102. Once again, we would like to clearly state that we make no claim on either of the islands. However, we would like to know if it's possible for the southern tribes to return to their camps next year. If needed, our governement is willing to pay Orioni a tribute to assure the fishermen free passage and the right to make camp on the northern shore during the summertime.

If Orioni agrees to keep the Island A fully demilitarized area then Byzantine goverment is willing to support the claim.

Island A would have some autonomous control but will rely on the motherland for some matters, one of which is defense. You must understand that for the moment, our military is busy setting up infrastructure. The main effort of this is creating a fully operational bridgehead from where the rest of island A can be colonized.

Once this 'launchpost' is done, private businesses will start moving in. These businesses will be responsible for the main colonial effort. (Orioni Government is willing to support the colonists but we're not going to do everything for them. We only want to attract hard workers, not lazybones.)

The main economic sector we wish to target is agriculture. As said in 'Objective #5' "[our main effort is] supplying countries in need with food, by handing out our own surplusses." Energy is also one of the things we would like to produce, our policy towards this has been mentioned before and can be read here. Ores will also be mined, as you can read in this next reply.

1. As you can see in the reply above, we are mainly focussing on agriculture. Ores will alse be mined, but with regard to nature. As you are able to see in the UN reports of Europa, Orioni is 6th in "Most Eco-Friendly Governments" and 10th in "Most Beautiful Environments.

2. As you may also be able to see, we are 1st in "Nicest Citizens". Your fishermen are most welcome to set up their summercamps.

1. Take a look at the UN rankings mentioned above: Orioni is 3rd when it comes to "Safest Nations". We don't have a problem with terrorism of any kind. Yet.

3. The nation of Vanarambaion is nowhere near these islands so the Orioni Government feels it should not interfere with this. But as we are still neighbours up in the central area, let's keep our relations agreeable shall we.

102 is a lot and under rules can and has been taken by Orioni due to her population. If you have no regaurds in the other island i will take you off. Any concens with 102 must be taken up with the owner of the property, Orioni.

We are also willing to come to an agreement concerning the soon-to-be-founded European Commercial Alliance (ECA). If you would like to know more about this, click here. Byzantine Government informs Orioni that although they are willing to participate in ECA, the matter of the disputed island is still unsettled.

 

Thus the Byzantines give three options for Orioni:

1. Orioni withdraws the claim and the island will be made as international demilitarized area.

2. Orioni claims the island but keeps it strictly demilitarized.

3. Orioni claims the island and Byzantium Nova is allowed to establish a strong military and naval base in the southern coast of the island.

That evening the Angelus-class battleship Mikael departs from the Port of Konstantinopoli. The huge ship sails slowly to west and after hundred kilometer journey anchors near the coast of the Byzantine Empire.

Phil IV has observed this dispute from afar until now, we beleved this could be solved peacfully without our involvement, but we disagree with the Byzantians use of force in this dispute.

 

If this show of arms is not removed then Phil IV will have to step in on the side of Orioni in order to prevent this sort of agression

Byzantine government agrees that they were maybe too quick to take rough measures in use. They said that Mikael has been recalled to port and they are not sending troops to the island but that their demands stay.

We hope you understand these demands are ridiculous and are almost insulting. We also have taken note on your military threat and promise to send troops to the island. The S.S.S.S. has taken this threat almost personally. Orioni is not a hostile nation and has proven that time and time again and to try to force her hand away from this island is unacceptable. This is causing a tiff isn't it? The island lies between TARPS and Selene2u, I have not put a claim in and I don't believe Queen Selene has.

I sympathize entirely with the plight of the Orioni people and their quest for living room. I can also see my huge, armed neighbours point of view in that he is worried that Orioni won't always be so pleasant.

I am prepared to govern the island as an independant observer.

Orioni has already stated it will have a degree of autonomy, which, if your government is truly as popular as is stated, will continue to look to the Motherland for guidance.

My governance will also ensure that no military build up will take place unnoticed, which should assuage the fears of the new neighbours.

I would see my countrys job as administrators. Your laws would apply. I would merely station a handful of soldiers and police discreetly on the island, to keep order.

If you are agreeable, perhaps we could discuss the finer points?
