I just ant to stress it is against rp etiquette to rp another nations' nationals without the express permission of the owner (player) of the nation involved.

I believe such an act is called godmodding. Perhaps a great big role-play FAQ thread could be written especially for Europa. We could add our own interpretation and examples. Are you guys up for it?

Actually I am not familiar with Wikipedia. could there be a different Medium? Perhaps splitting the Sub Sections between people, and then one person putting them on Wiki?
