Dominion of Rekamgil Department of Defence Statement

 

The Dominion of Rekamgil annunces the opening of a nation-wide recruitment drive that will draw our young men and women into the military service of the Dominion. Although the Dominion is committed, for the meantime, to neutrality, this government is pursuing a policy of armed neutrality, recognizing that our committment to peace does not ensure our security in a world (and region) such as ours.

 

Effective immediately, the Dominion will make use of its entire military budget for the following purposes:

 

1. This government intends to increase our military manpower establishment (in all arms) to 75,000 persons. The bulk of these recruits will be divided between our army and our navy. A smaller proprtion shall enter the Air Force, a service arm that will be small, but technologically advanced. A good proportion will, of course, be devoted to military administration and subsidiary services, such as military healthcare (although the ministry has yet to determine whether a separate military healthcare dept will be established, representatives of which will be attached to military units in the field, or if each unit will house its own military healthcare personnel).

 

2. The Dominion of Rekamgil will soon begin tendering offers of purchase for the equipment of the Army, Navy and Air Force.

 

Again, the ministry wishes to advise all Europan nations that we are committed to peace and neutral rights. Our increased military spending is not in any way, shape or form intended to be provocative. The government, along with the people of Rekamgil it must be added, recognizes the need to defend the national territory, and to extend a helping hand to those people of Europa who are suffering under natural and humanitarian disasters. Our military policy (here announced) is, once again, of a defensive and benevolent nature.

Dominion of Rekamgil Department of Defence Statement (Amendment):

 

Based on the recent discovery of rich uranium deposits in Rekamgil's South-West, the dept of defence has increased its military establishment to 100,000 persons. This will be the eventual strength of the standing military forces. It will be recalled that our nation practices compulsory military service... Recruits undergo two years of compulsory training before returning to their civilian lives. Our non-permanent active reserves therefore continue to grow beyond establishment, but will of course not be considered part of the standing force. These reserves will be available for call-up in case of emergency. The recent uranium discovery will further enrich Rekamgil, these deposits will not be used for the development of nuclear weapons. Our equipment purchases are ongoing. Our standing forces will constitute a minute .01% of our population.

President Rekam Re-elected

 

Early election results indicate that President N. Semaj Rekam has easily won re-election in today's presidential contest. His new five-year mandate will begin tomorrow. The executive, beaming with pride, announced late this evening "This mandate ensures that the Dominion of Rekamgil will continue to grow as it has during my first term," adding, "You, the people of Rekamgil, have expressed your absolute agreement with our policies stressing Social Welfare and Healthcare. This government is committed to living up to your wishes. A happy and healthy people will make a happy and healthy nation; and that's what we all have... the BEST nation in Europa." Shrill cries could be heard from the audience and fathers held aloft their children to catch a glimpse of the striking President. Rekam wen ton to add, "Now of course, you all know that these have been very troubling times for our region. Imperialism, militarism and brinksmanship have reared their ugly heads time and again. I pledge now and forever that this government - YOUR government (wild applause) - is committed to fostering international peace, goodwill and amity. But we all know that in this world and in this region, empty threats and hollow promises mean as much as a hole in the ground. This is why over the last year we have increased military spending and have raised our approved military establshment to 100,000 troops". A hush moved over the crowd as everyone seemed to sense that this would be the heart of the speech. The President continued, obviously emboldened by his new mandate, "In keeping with our promises to the region and to our allies, I hereby announce that our military establishment has been increased to 145,000 men and women. Our illustrious ally, the Commonwealth of Upper Stratyclyde has supplied our first modern equipment and, with this new mandate, this government will make further and bolder purchases in the coming weeks." The President paused as if to gauge the room, then continued, "In our love and committment to peace and internationalism, as you all know, we have joined with the government of Upper Strathyclyde in forming the Commonwealth of Independent States. This organization will strive to achieve exactly the principles and desires held dear to every citizen of Rekamgil. I take this opportunity to salute our newest and most beneficient ally, Upper Strathyclyde, and ask everyone here present to likewise express their gratitude and friendship." Immediately the crowd exploded in raucous applause and cheering, groups could even be hear singing Upper Strayclydian hymns. These were slowly drowned out as everyone joined in the singing of our own national anthem, followed by three cheers for the Commonwealth of Independent States.

 

The Secretary of State for Foreign Affairs took the stage next and reassured the citizens of Rekamgil, and any foreign citizens and governments that might be watching, that our military increases are, as always, of only a defensive, benevolent, and peace-loving nature. This nation, he maintained, is only interested in preventing misery and in ameliorting the worst abuses.

 

The politicians left the stage amidst thunderous applause... Rekamgil, it appears, feels strong and united.

Dominion of Rekamgil Department of Defence Statement:

 

In accordance with the President's recent statement, the dept of Defence has received authority to begin construction of the infrastructure necessary to construct our own navy. Such a capability will allow this nation to remain independent of other weapons manufacturers while at the same time ensuring our complete freedom of action. Accordingly, using funds earmarked from the dept of Public Works, this department has authorized the construction of:

 

1. Steelworks. These will be build near Rekamgil's coal and uranium fields. In this area of the country run other rich seams of minerals, making the location of these steelworks very convenient for the production of finished, high-grade metals. Any metals found in surplus of our military needs will be made available for sale on the international market.

 

2. Shipyards. Our first naval shipyard will be constructed on the waterfront in the capital city, Rekamgil City. This department has sought authority for the construction of shipyards large enough to produce some of the most modern battleships. However, budgetary constraints will most likely result in the legisature approving facilities large enough to produce Destroyer sized vessels. These, of course, are very versatile, along with cruiser-class weapons, which can be used for submarine hunting, direct, indirect, an close support and convoying missions. The shipyards will also begin production of personnel ships for both oceanic transport and coastal landings. As a corollary, the shipyard will also be mandated to produce one civilian cruiseship per year for the enjoyment of the citizens of Rekamgil.

 

3. Research and Development Facilities. These facilities will be developed throughout the nation, but most especially in the Naval Military College at Rekamgil. A subsidiary site will be established at Rayleigh University. These R&D facilities will work to develop the most modern military equipment from Ground-based Missile Defence Systems (for the interception of off-shore bombardment and cruise missiles), right the way down to protective gear for the Rekamgil Army

DOR Secretary of State for Finance Statement

 

This government is pleased to see that other nations have taken an interest in our recent attempts to attract foreign investment. Although we generally try to avoid foreign entanglements, this government is currently debating entrance into the ECA. It must be stated that we do agree with the stated principles of the ECA, including: peaceful cooperation, equality, non-interference in doemstic politics, and the absence of punitive tariffs. We have struck a committee to examine the pros and cons of joining such an "alliance" and will announce our decision as soon as it is reached. We thank you for your interest but hope you will understand that joining with other nations requires careful consideration and consensus at home. We will let you know ASAP.

We once again extend our deepest gratitude to our most beneficient ally. Our citizens' goodwill has been easily won by your most excellent and consistent assistance to our growing economy and military. As suggested, we will divert these most welcome funds to the development of our industrial sector, which will further lower our unemployment rate and will exponentially increase our economic strength. Such aid fom the Upper Stratyclyde government will help us in becoming a more valuable ally in a much shorter period of time. Also, US aid has already made an impact here; we have even been able to divert funds for the construction of a Children's Hospital so that no Rekamgillian children need suffer. Those unable to pay for such services receive them free-of-charge. The US has made a difference in Rekamgil; they are indeed a valued friend.

RPS Nuralol in the last stages of construction at the government shipyard in Rekamgil

 

 

The government of Rekamgil has recently completed construction on two cruisers: the RPS Tseanap and the RPS Nuralol. The Tseanap and Nuralol are the first of Rekamgil's new Rayleigh-class cruiser. These have been equipped with 2 aft 5" - 54 Cal guns and Anti-Submarine Rocket (ASROC) launchers, both of which were developed at the Rekamgil Naval College in Rekamgil City. These vessels also sport a single forward mounted 5" - 54 Cal weapon. The ships also carry 6 "Crossbow" Anti-Ship missiles, also developed at the academy. Sonar and Radar capabilities have been equipped.

RPS Amity enroute from Upper Strathyclyde

 

 

The recently arrived Prague-class destroyers, gifts from Upper Strathyclyde, have been renamed. They will henceforth be known as: RPS Able and RPS Amity. These vessels have had some of their outdated armament removed including the VIPER launcher and the single StoS missile launcher. These have been replaced by the Crossbow and ASROC systems extant on our new cruisers. These destroyers are redesignated as Ooreta-class (our newest destroyer class). These two destroyers are our only vessels of this class currently. We have begun contruction on one more destroyer and one more cruiser. Once complete, our navy building program will be halted until further notice.

Dept of Defence Press Bulletin:

 

All troops not currently on exercise in the US are ordered to stand-down from medium alert. All troops revert to their normal state of readiness. Normal training exercises will continue. Once 1 Brigade returns from the US, they will disseminate their knowledge through a series of training exercises to be held over six months. In the meantime, regimental leaves will be granted on a rotating basis.

 

Also, once complete, the newest government-produced cruise ship will take a lucky 1000 soldiers and their families on a goodwill tour to Upper Stratyclyde and, perhaps, the United States of Kal E Fornia.

We offer a little goodwill stakes. Even though this wargame is training and not competition, we would like to offer a small fun factor.

 

 

Say, the Losing nation gets to have thier Prime Minister or National Leader, Pied in the Face by the winning teams Prime Minister. We can sell tickets to the event, or suggest donations, and the proceeds will go to the families of the victims of Strathyclyde's recent Terror attack. We can also hold a banquet and everything. Just something small.

President Rekam would relish the opportunity to pie the US Prime Minister! Of course, he himself will willingly submit if DOR forces are on the "losing" side. Donations, it seems, might be a more efficacious fundraising method.

 

The DOR was horrified to learn of the terrorist attack. This nation was also relieved to learn that US forces intercepted an inbound missile, doubtless saving many lives. The DOR wishes to make a lasting contribution to the memory of those who lost their lives in this cowardly attack on a peace-loving nation. One of our more pleasant exports is the tulip. This government proposes to make a gift of 10,000 tulips annually to Upper Strathyclyde to be planted somewhere in Stockholm. The Rekamgil Horticultural Association President will accompany the first annual shipment and will assist in the design of a suitably honourable and solemn memorial garden at a site of your choosing. This garden shall also stand as a lasting symbol to the peace and friendship between our two nations. We sympathize with you in your loss and stand shoulder to shoulder with you in combatting such reckless violence.

Yesterday's joint military exercises came off without a hitch. The Rekamgillian commander said that, despite his forces' loss, he was pleased with their performance, and satisfied that the Reka force learned a great deal that will be disseminated throughout the Rekamgillian forces. "Our allies really taught us some valuable lessons."

All troops seem to have enjoyed the exercises and are now enjoying a well-deserved weekend off in the US capital. US hospitality has been extended and all Reka forces are having an excellent time. Our troops will return home on Monday.

Defence Increases

 

The Department of Defence has announced yet another increase in its military establishment. The authorized number of standing forces, in accordance with population growth and in maintaining a standing force of 0.80% of the population, has been increased to 200,000 men and women. As always, this is in addition to the large non-permanent reserves this nation has built up because of its compulsory military service, and which can be called up in case of emergency.

Rekamgillian troops have also begun small scale specialist training in cold-weather and arctic exercises. Arctic training will be increased over the coming months given Rekamgil's alpine and sometimes frigid climate. The Department of Defence intends to make the entire Rekamgil army a cold-weather ready force.

Naval Building Program Comes to a Halt with the Launch of Two New Ships

 

The DOR's current naval building program has now been scaled down since this nation's initial naval requirements have been met. Rekamgil has recently launched two new ships, one is an Ooreta-class Destroyer, RPS Anvil. The other is a Rayleigh-class cruiser RPS Nooplat.

Cruise Ship Launched

 

The government shipyards at Rekamgil have launched a new cruise ship. The government promised that the new shipyards would have to produce leisure, as well as, war ships. Once a year, a new cruise ship must be built for the enjoyment of all Rekamgillians. All citizens of Rekamgil are, by law, given one month of holiday per year. Citizens will be able to take a one week cruise on the new ship, named the RPS Peace Boat, payment of which will be subsidized by the government at a rate of 50%. The DOR government clearly understands that a happy population is a calm, hard-working, and cooperative population. The government is only too happy to provide this service.

"... Modern Rekamgil was transformed in 1946 when the dictatorial junta, led by General Nitram allowed nation-wide elections. The Social Democratic Party (a socialist party) won a land-slide victory. Democratic institutions flourished thereafter with the founding of many parties that still exist today. These parties include: the Rekamgil Labour Party (the RLP is a slightly left-of-centre party), the National Rekamgillian Conservative Coalition (the NRCC is a slightly right-of-centre party), the Progressive Commonwealth Constitutionalists (the PCC is a left-wing protest movement that became an official party in 1959), the National Federation of Democratic Fundamentalists (NFDF is a far-right obstructionist party that tends to use its parliamentarians to block most progressive legislation).

The SDP government (1946-50) was defeated in the country's second general election in 1950 and was replaced by the RLP, which has ruled the country 75% of the time since. The only times when other parties ruled are: 1962-64 SDP, 1971-73 NRCC, 1980-84 NRCC, 1990-93 NRCC. Despite these changes of government, the Dominion of Rekamgil has usually embraced the same principles it maintains today: peaceful international relations, neutrality, and domestic legislation that promotes extensive civil rights, harmony, and happiness; even if imposed from the top. The NRCC governments were somewhat less conciliatory in international affairs than the RLP, but recognized that it could only hold power by generally staying withinthe bounds of reason. The people of Rekamgil have usually embraced conciliation and even NRCC governments have understood this fact..."

Peace Rally Turns Violent!

 

Several peace and student groups staged a march on Parliament this morning. When the police presence became too visible, according to one of the marchers, things quickly got out of control.

The rally began in protest to the Rekamgil Army's recent manoeuvers with Upper Strathyclyde. Despite the current government's steadfast statements on the international stage attempting to avert war - for example, the government's attempted intervention in the Xheng/Hidaya Miliki conflict - the peace protesters felt that war games were simply wrong.

 

"Why ready for war if we don't intend to go to war?" asked a mother of two, "Sure the government tells us thy're peace loving, but why are they pretending to kill US troops in Upper Strathyclyde?"

 

Prior to the military exercises in the US, the President's office in fact issued this statement: "These exercises are not meant to prepare us for offensive military action. But as you all know, and as I made clear in my inaugural address, we live in a dangerous region... just look at the Arch-Imperium of Xheng and you'll know what I mean! We undertake these exercises so that, first, we'll be able to intervene to keep more people from dying. No matter how it saddens this government - and believe me it saddens this government - we need to have a tip-top army and navy to that we can intervene to help those who need our help... even if others are determined to stop us. Secondly, by coordinating our training, at least somewhat, with the US military, we will be in a much better position to conduct joint operations with them on our peace missions. I need remind no one of Upper Strathyclyde's committment to peace. These exercises, simply put, will make us better able to help people, even if others wish to stand in our way."

 

Nevertheless, once the protesters approached the Parliament buildings, the number of police officers visibly increased. A police spokesman stated, "we know this is a peaceful rally, but we must protect the President and Parliament.

 

Seeing these police officers as provocative, small groups of violent protest broke out. Things turned very ugly when a group of about 15 protesters set a car ablaze and began hurling rocks at the police. Police responded with tear gas.

The most violent protesters were stormed by the police who had most of the trouble-makers under control after a 45 minute disturbance.

Once the most unpleasent aspects of the protest were quelled, police displayed commendable restraint by allowing those peaceful protesters who had remained to continue their march on parliament. Many commented later that they were impressed by the fact that even though many police had risked injury, they did not disperse those in the crowd who were uninterested in violence.

3 police officers and 16 protesters were wounded. Police made 45 arrests. Everyone, it seems, had their say.

We are saddened to see this unfortunate turn of events. While we feel that every citizen derserves the right to peaceful protest, there is no justification for any type of violence. We do hope that our wargames invitation does not spark any more acts of violence, and we offer to pay for all the damages to property.

We thank you for your concern. There is no need for your government to pay for damages wrought by some of our citizens who, it must be said, were looking for trouble before the rally got underway. Rally organizers made clear that this was supposed to be a peaceful day. In fact, a recent poll indicates that 65% of Rekamgil's citizens were in favour of closer economic and military ties with the Commonwealth of Upper Strathyclyde, and this includes express agreement with our joint war games. This government and the majority of its citizens are nothing but appreciative of the US' efforts at closer cooperation and we will see to it that such cooperation continues unabated. This same poll listed only 12% of our citizens as being opposed to closer ties on the grounds that "foreign treaties mean foreign entanglements" and they express that this means it is more likely our nation will go to war; such a position is tantamount to isolationism - a policy this government will never accept. Nevertheless, as stated, a majority of our citizens are in agreement with the nation's traditional policy designed to broker peace and to assist the less fortunate people in the region.

 

We again thank the US for the recent war games and for their offer to pay for any damages. Instead we have filed both criminal and civil lawsuits against those who did the most damage and expect to recoup damages this way, instead of draining public funds for the purpose. Again, let us stress, it was only a small group of trouble-makers that caused this disturbance, which was quickly contained, and the peace rally continued peacefully. We are willing to put up with dissent because we value free-speech above almost anything else.

This government is committed to alleviating suffering and poverty here at home as well as overseas. This is why you see that healthcare and social welfare are high on our agenda. However, you will undoubtedly notice that defence takes up the bulk of our resources. This is because, as mentioned, we wish to be able to extend a hand into the world to help those less fortunate and to assuage suffering wherever we find it. The development of our navy has given this nation the ability to transport troops and aid whereever we see fit. Also, the development of our army has given us the ability to put troops on the ground to help in any humanitarian crisis that may develop. We are also committed to keeping tensions down and, if necessary, keeping warring parties for damaging themseives and each other unnecessarily, thus the growth of our army.

 

Further to the army, we have now raised our military establishment to 210,000 troops, based on our population and in maintaining a standing force at .80% of the population. We are working to keep our standing force at or below 1% of the population permanently.

DOR Defence Department Statement:

 

Last year this government struck a deal with RK Motors, Rekamgil's largest auto manufacturer in our largest industry (auto production), for the joint development of military vehicles. We are pleased to announce that some prototype weapons are now available for testing. If these vehicles are satisfactory, they will go into production immediately. We intend, first and foremost, to equip our army. Secondly, we intend to, in a year or so, make these vehicles available for sale on the international market.

 

We will shortly be tendering offers for new assault rifles to re-equip the bulk of our forces, and for helicopters to make our troops more mobile and to provide ground support.

- Sensors and Fire Control: Optic-electronic Corp. M36E1 SIE day/ night sight with laser rangfinder for gunner and optional thermal sight, 7 periscopes for commander with optional NV52 day/night sight,optional Marconi digital fire control system, optional 2-axis turret stabilization

- Armor: Cadoly steel; turret armor is reported to defete 14.5mm rounds over frontal arc and 7.62mm rounds from any angle

MISSION: The RK66 Skunk enhances the division and corps commander's ability to deny the enemy information, to protect his forces, and to dominate the maneuver battle. Six RK66 Skunks form the smoke platoon. The RK66 will operate in support of light and airborne maneuver units by disseminating smoke on the move and from stationary positions to defeat enemy sensors and smart munitions such as tank thermal sights, guided munitions, directed energy weapons, and other systems operating in the visual through far-infrared regions of the electromagnetic spectrum.The smoke generating system provides 90 minutes of visual and 30 minutes of infrared obscuration without resupply. The visual and infrared screens can deny enemy reconnaissance, surveillance, and target acquisition (RISTA) devices information of troop strength, position, and movement and deny visual and infrared weapon systems kills on our combat units. A pre-planned Materiel Change to add a 30 minute millimeter wave obscuring capability will defeat enemy radar RISTA devices and weapon systems. A Drivers Vision Enhancer (DVE) is being added to provide the additional capability to drive at night and under obscured conditions. A crew of two operate the RK66.
