Anti-Slavery Operations & Other Naval Incidents

Greetings and well wishes cousins.

In accordance with our obligations to begin suppressing the international trade of slaves and bonded men, we would like to request permission to carry out routine patrols through your territorial waters and through the Keelpijp and beyond. Our vessels would be carrying out standard stop and search of merchantmen and privately owned vessels in order to ascertain if their cargoes were Human or not. We would of course also deal with any activities of an illegal nature that we would come across. Ships found to be carrying out smuggling operations would be reported, boarded, and then handed off to the relevant authorities in whatever country they were attempting to compromise so as to help and uphold the law.

We would also like to inquire as to whether or not it would be possible to refuel our vessels from your ports and whether we will be able to hand off slaves to your government until we can organise for them to be transported. Due to the nature of our warships, it would be most difficult to transport large numbers of slaves aboard them. As such, we would require places for them to be left in care while we organise for proper transport vessels so that we may process them in an organised fashion.

Finally, we would like to offer you a set of emergency frequencies which shall be attached to this message. If a vessel comes under attack from pirates or is in immediate distress, emitting a distress signal on these frequencies will alert all Imperial vessels in the area who will in turn be obliged to render aid. As our vessels will hopefully be spending a good deal of time in these waters, we have felt it prudent to give you these.

      The morning air picked up suddenly and lifted the peaked hat from a head of slightly greyed black. The owner turned around to pick it up, but was surprised when it was proffered by the outstretched hand of an Air Force Comandante.
      "Good morning, Vasques", said the older man, picking up the star-studded cap and sitting it more securely on his head.
      "Coron- General Mateo", returned the younger man, catching himself at the slip.
      Comandante Hermann Vasques was the AFI's chief consulting officer for aeronautics and Mateo's former adjutant in his junior years. He would provide the technical background for the delegation. Though still en route, they would also be accompanied by Ministry of Defence Undersecretary Pietro Cabré, serving as the legal consultant and signing representative for the ExecMin. 
      "I was expecting them to use the airbase runways", continued the Comandante who was staring out, passed the balcony they were standing on, and passed the runway of Corregidor Airbase Civilian Terminal 1. The horizons were still empty.
      "Hardly reasonable Vasques", snorted Mateo.
      "Would you like to greet our business partners with a view of SAM sites and the PT yard?"
      Vasques gave a bark-like laugh.
      "No, I'm just not used to Terminal 1's opulence, nothing the like Airbase's dated facilities", he said, turning back to scan the satin seats, the currently unmanned bar, and finely carpeted floors. 
      "High Command has to receive dignitaries somewhere we can plant the rag-scribblers and photographers", Mateo replied.
      "Indeed, we've seen better days", Vasques said knowingly.
      Mateo grimaced inwardly.
      "The air force has seen better days". That saying had unofficially replaced the AFI's motto in the previous decades. Sure, one could blame it on the fact that Toledo Aeronautics had all but reduced in size and manpower to the equivalent of a suburban garage run by 16-year old firecracker bootleggers. One could also blame the navy for draining the MoD budget on MCM's experimental Aegis system. But when it really came down to it, newly minted General dei Brigada Luis Mateo knew that all these incidents were the repercussions of a single administrative flaw: That the Brass lacked balls.
      His thoughts were interrupted by Vasques stepping back from the balcony rail.
      "Last time I was here was...", Vasques trailed off, looking about again.
      "After the Deitorr inauguration, three years ago, you brought that fine blonde thing with you. Hardly appropriate", tutted Mateo in mock disapproval.
      Vasques grinned and checked his watch. He turned towards the horizon again
      "Clockwork, our new friends are right on time", nodding in the general direction of the dot on the horizon.
      That would be the Slankstråle. Aamotech had been gracious, quick to respond and charter a special flight. Seeing as the Republican Armed Service had so rarely dealt with foreign corporations in recent years, Mateo was pleasantly surprised at the courtesy.
      Hopefully, if all went well, the AFI could replace its ageing fleet of TA-71 strategic lifters. A new age for Iverican foreign relations meant that something modern was needed. Modern and- BIG. If the Primo was so intent on pursuing foreign aid missions into Afropa and similar cases, something like the Whitebeard would be necessary.
      So far none of the other foreign manufacturers had anything remotely close the ballpark size and range of the Tungstråle. Mateo thought about how hard it was to get approval for purchases like this a decade ago. Back then, it had been nearly impossible to navigate the quagmire of MoD bureaucracy and inter-service rivalry.
      There was a reason Mateo fought tooth and nail for the Air Force Rep office. A fight which had taken the better part of his youth, some questionable calls, but most painfully of all, leaving his command of the vaunted 12th Fighter Group, for a corner office and a star stud. There had been painful decisions, but now he was in a position to bypass most of the administrative hoo-ha and whisper directly into Minister Ibanes' ear. The 68-year old Defense Minister hung on every word he said these days, trusting Mateo as his eyes and ears in the Air Force. Mateo's suggestions now had more pull than a Capitán-General's when it came to influencing ExecMin's prerogatives. It was Mateo that got the 2017 budget allocated in the Air Force's favour, Mateo that had pulled the strings to red-paper push the Modernisation Initiative, and now it was Mateo that Ibanes trusted to oversee the purchase of Aamotech units. His predecessor had pretty much bent over for the Armada's budget hogging, and his predecessor's predecessor that had lost the lobby for bailing out Toledo Aeronautics.
      The Slankstråle was now growing larger by the minute, on its final approach any minute.
      "Come on, it looks like the Undersecretary just arrived", said Mateo gesturing at the terminal doors.
      "We'll meet him in front of the jet bridge. We're offering refreshments while they do pre-flight, so behave, you're a Comandante now."

    • Midterm Elections Predictions Look Like Conservatives Strengthen as Elections Approach The Youtabonian Policy and Election Center, a non-governmental organization, has released its final full election preview and predictions before the November midterm elections. In a national poll found that had gained nearly 15% of voters who said they would vote for the National Conservatives since the 2016 Presidential Elections, this correlates with a drop in voter enthusiasm for the newly renamed Social Democrats, formerly the SDA. Most of the perspective voters cited improving economic conditions, the new military alliance, and renewed faith in the national government, which is still around 50% it's highest in a decade. The National Conservatives have lauded the polls as proof of that the people support their government, while the Democrats claim the polls were rigged to support the NC. When the Coordinator of the YPEC was asked on his opinion on the reactions of both parties, he replied to reporters "This is politics as usual, both sides like it when it supports them, and the other side gets mad. We're just reporting the results of our polls, not trying to influence election to either side."    President Sawyer Publicly Appeals to  @Tagmatium Rules to Expand Relations with Youtabonia. During a meeting with the press, President Sawyer spoke on a variety of issues, ending with Tagmatium, with Tagmatium expanding its diplomatic relationships to several nations including Youtabonian ally, @Great Burlington, the President spoke to the an appeal to the Tagmatium government and explained the reasons for the appeal to the people of Youtabonia. He cited the shared Christian faith that most Youtabonians and the people of Tagmatium have, the mutual ally/friend in Great Burlington, and the need for free trade and cooperation between nations of a right-leaning alignments against the opposing nations, as well as mutual growth as reasons for the the need for better relations between Tagmatium and Youtabonia. He finished his speech by saying that "Many Youtabonians, including myself, trust that the Tagmatium government will agree and make the mutually beneficial decision." The State Office when asked for comment, they echoed the President but refused to further iterate.

      To All Intending to Compete The Holy Empire of Derthalen shall be entering into this competition. The fylkirliche Fulgenland Handelsgesellschaft (fFH) has been given special dispensation and a charter by the Imperial Senate, to operate within the Aurelian nation of @Rihan. Designs and technical specialists are to be handled by the Derthaler Engineering Corporation (DEC) in partnership with the fFH. These companies shall provide only the most sturdy and reliable of products, creating iron-horses with an aim towards long lasting components and easily sourced spare parts. While the initial work is expected to be done by Derthaler specialists and workers experienced in the fields or railway construction and surveying, the fFH promises to establish local training centres so as to help improve the economy of Rihan by outputting skilled labourers and technicians capable of handling further construction, maintenance, and running of what we create.  We expect great things from those not deterred by this.       To: Praetor Mathon Terix Golden people, On top of that initial pronouncement, we have it in mind to also offer a trade deal for weaponry and other military equipment on top of our building your infrastructure for you. Please keep this in mind while reading what is to come. The case for this railway is quite simple; the easier it is to get goods to market, the more money can be made by producers. With the spread of better infrastructure, you will also be able to cheaply ship finished consumer goods to areas that would have previously been harder to access and also be able to begin developing them more economically. While this might lead to villages and towns away from the rail lines becoming more depopulated as people move closer to them for easier access, it will be overall beneficial to your economy in our estimation, as you will now have more centralised pools of labour in towns that will be requiring more and more housing to accommodate new arrivals. This should provide plenty of economic incentive for this railway to be built. As for collaboration, we will do what we can. We will need to firstly train and work with your personnel first before we can start trusting them, as we will need to first learn how competent they are at their jobs. Of course, we will be training them to our standards, as we have promised, but this may take time. We will ask that you be patient as we do this. As such, we have no issue with collaborating on route feasibility and also using your surveyors once we have been able to learn of how reliable they are. Of course, while my personnel keep eyes and take notes on yours, yours shall likely be doing the same to mine. As such, I would suggest that we keep one of your government officials on hand so as to have someone to arbitrate early disputes. For recommended rolling stock for these possible lines, we of course suggest ones using our own gauge, but locally manufactured if possible. The gauge is widespread on our continent allowing for easier importation of train cars and such from Argis if we find that setting up local manufacturers is not possible and it also offers more stability than the narrower gauges used by nations such as Fulgenland, as the weight of the cars will be spread out over a wider area. All other matters will likely have to wait until we have begun surveying and consulting with local counterparts, as to make any predictions and quotations now would be premature. We await your reply. New KGB jamming has been put in place so no more interruptions can be made.   Today's news is that military tanks are celebrating independence day today. In every major city, a division or two will march through the streets, showing everyone our independence is assured!  Tanks move through the streets of Minsk in preparation for the parade. This happy crew is ready to give their best at the parade.

The budget allotted for the entirety of the project, including construction, amounts to 9.5 billion Chaks. The total amount designated to the initial design and technical specifications is not to exceed 212 million Chaks. The Contractor (or consortium) selected by the Ministry will have a contract lifespan of 2 years beginning on the date indicated as Notice to Proceed (also known as NTP). The goals the Ministry wants this entity to fulfill are the following: Work with Ministry staff to develop the business case for the Railway. Collaborate with staff on route feasibility. Partner with Surveying personnel to determine the best routing based on geographic constraints and sound financial cost. Recommend potential rolling stock for use on the eventual line. Work in tandem with Ministry staff on modeling line utilization, traffic, and scheduling feasibility. Work with Environment Ministry (Stekidæsnen) staff on impacts to the environment along the preferred corridor. Develop approximate cost estimates for Railway construction from beginning to substantial completion. The Senate has mandated that the Railway must be in full operation no later than Ailat (November) 2025.  Design-Build efforts may be considered by the Ministry at the sole discretion of the Transportation Minister (Talasagamdæsnen) based upon the information provided to the Ministry over the lifespan of the Contract. All interested entities must provide its documentation no later than 6 Ailat  (November), 2018.
