"...and now the latest news from the Hall of State in Dartha, Shi'Ar ?"

"Thank you Borak. The Senate yesterday passed, by a vote of 154-146, a previously controversial measure that had been proposed by former Praetors Vrax and Gaius, to implement a free food distribution program to eligible citizens in the capital. The motion was previously written to provide foodstuffs to nearly three-quarters of a million of the city's population, worrying many senators that it would not incentivize individuals to seek employment or get help on their own."

"Members of the militant Jaridan had also voted against the former motions as they argued that would place hardships upon military food quotas. Yesterday's approval lowers the number of eligible individuals to two-hundred thousand of the neediest people, a compromise that was found acceptable to the slim majority who backed the vote. The 154 votes the Praetor secured came from members of Suketh, and populists within the Jaridan and Nej'ahar coalitions."

"Senator Liviana Charvenek stated that she voted for the motion as the food would be given to those who needed the greatest help and that through responsible support that it would help those families get through their current predicaments and enable families to concentrate their energies on making themselves productive citizens of the state. She was told that the Praetor would ensure that the military's food supplies would not be compromised by the introduction of this program."

"Gathan Darok, a Nej'ahar senator many suspected would be against the motion on the grounds of its providing something for nothing said that while he was most fortunate to be able to live a comfortable life and believed in the spirit of true commerce and enterprise, he said that D'era calls upon all citizens to have an obligation to support the most distressed in their time of need and chided his fellow coalition members who voted against the Praetor to consider the families they let down with their vote."

"One Jaridan hardliner who voted against the motion remarked that he still couldn't support the motion as it would imperil the military's food supplies. He had also scoffed at the comment made by Senator Darok saying that he only voted for the motion because he would stand to benefit from state contracts that would be issued to procure the total amount of foodstuffs required to feed the eligible participants."

"With the Senate's approval, Praetor Terix has immediately begun to coordinate the establishment of the administrative office responsible for the food distribution program in cooperation with the Dartha City Council. The estimated expense of the program each year will be 300 million Chaks."

"...this is Ketina with breaking news! We have just been informed that two bombs have gone off in the city of Dinalla in the Fitzan Province: one in the center of the city, the Markets of Lerai; the other severely damaging the Baths of Peteth. Officers of the local police (Dyyhti'theirr) arrived on the scenes within minutes and sealed off both areas, allowing the fire and medical services to assist in bringing the situation under control. Crews are putting out any fires that may have started and are extracting bodies, both dead and alive from both scenes. Police Colonel Kelmino said in a brief statement that 'an investigation into this outrageous attack will begin in earnest and those responsible would be found.' Further, he commented that 'the Phi'Tlaru, the intelligence agency of the Republic, would aid the police in its work.' Word of the attacks in Dinalla have reached the capital where an emergency session of the Senate will be held midday."

"...the Transportation Ministry has formally established Talasagam Rheilhhu Rihanna (Rihan Republican Railways) to operate all trains [freight and passenger] on the railway network to be constructed, maintain all of its physical assets [including tracks, signals, power infrastructure, and stations], and be responsible for the procured rolling stock. TRR's creation was endorsed by the Senate. Amosarr, a quasi-public company, will be responsible for building the locomotives, carriages, and freight wagons to be used on the network. They will also build the H'sarin's rolling stock."

"...Ghanehrefv Rheilhhu Rihanna is slated to play the Gallambrian Lions in Bromwich tomorrow in the SATAMFC Quarterfinals. Many believe that although the national team has done quite well in the competition, the Lions are in second in the standings following the conclusion of the round robin. They have performed considerably well and have had a much better time in competitions at home than Ghanehrefv playing at home in the Orventis Arena. Coach Thivas Phliss has cautioned fans that tomorrow's match-up was a toss-up and it depended on the strength of their opponent's defensive line. 'We know we can build a creative offensive strategy but they've prevented a large number of goals from being netted by their competitors throughout the tournament. We'll take it minute-by-minute,' said Phliss."

"...according to information provided to us by our correspondent Borak at the Hall of State, the Senate is expected to take up a bill this month that would formally implement the metric system across the entire Republic and to begin the process of eliminating the isolated weights and measurements used in Rihan currently. Jol Tan senators are opposed while most Nej'ahar said they were proponents in the name of further economic integration with the wider global community."

"...according to information from the Foreign Ministry, Ukyo Kuonji has officially been appointed to serve as the Orinese ambassador to our glorious Republic. Both the Rihannsu and the Orinese have had a limited relationship throughout the years, primarily in the realm of trade between Aurelia and Eastern Europa across the Oriental Sea by brave merchant sailors. Tevus Pranana, who serves as Foreign Minister alongside his senatorial duties, has said that both he and Kuonji will meet upon her arrival in Dartha at the end of the month. Pranana said that he is eagerly looking forward to the impending conversation and that her appointment is a major step forward between the two states."

"...the Dartha City Council has struck a deal with the aristocrat Pavela t'Kaveth who owns a 500-acre plot of land on the outskirts of the capital. The Kaveth family itself possesses over 12,450 acres of land across the Republic. In exchange for 214 million Chaks, the city will come into possession of the land and use it to construct an entirely new neighborhood called Salkora. Though plans are just conceptual at this point, the area will be planned to have 42,000 units of critically-needed housing for the commoners across dozens of apartment buildings (takas). The area will also include requisite public services, retail, entertainment, and green space. To strongly discourage the use of private automobiles, the H'sarin's Purple Line, the soon-to-be-constructed metro line, will terminate in the heart of the Salkora development per the City Council. Bus services will also be configured to provide supplemental services."

"...geologists from the Phi'lasasam are partnering with the Republican Mining Guild to verify reports of untapped gold and silver deposits on the Upper Ganser River north of Vendras. The origins of these rumors started when two individuals, Galan Lareth and Delon R'Mor, presented a gold nugget and several bits of silver to a representative of the Guild whom they discussed in general terms as to where exactly they found them. Under Republican Law, all gold and silver deposits and mines are under state control, their output to be used as the Senate deems. A spokesperson representing the joint effort said they will have a result close to the end of the calendar year."

"...breaking news! This is Norila outside the Hall of State where the Senate just emerged from an emergency session called by Praetor Terix. It has been determined by the Phi'Tlaru, our vigilant intelligence service, that none other than the Enolian Ambassador himself was responsible for the ordering the bombings that struck Dinalla and killed over 217 people, injured another 490, and caused both moderate damage to the Markets of Lerai and the Baths of Peteth, the latter of which will remain closed until the end of the year for major repairs."

"Relations with Enolia have never been stable and an already tense situation has been inflamed in light of another government's senior official directly involved in terrorism against the Rihannsu. His arrest has been issued and return to the Republic has been ordered for him to stand before the High Tribunal. Terix also declared in front of the Senate that diplomatic relations with Enolia, what little existed, would be immediately dissolved. Members of the Senate, though appreciating the move, called for more action, immediately. Jaridan consul Alidor Jarok pushed a motion for the Republican Armed Forces to be mobilized at once, and prepare for an inevitable conflict between the two peoples."

"Recognizing the unanimous support for Jarok's motion, Praetor Terix swore that he would comply with the Senate's wishes and said that he would confer with the various military branches following the session. The Praetor ended his remarks with Enolia mnæri seiyya. We will keep you up-to-date with the latest from in the Eastern Provinces and along the border with our cowardly and vile neighbors."

"There continues to be no official response from the Enolian government out of Canamar."

"...this is Norila, reporting live from Mederen Army Base on the border between the Republic and Enolia. Tens of thousands of soldiers, alongside armored units, tanks, and artillery pieces; and a wave of cargo trucks have steadily made their way to both this facility and a dozen others along the length of the border in anticipation of the outbreak of fighting. It is the first time in several decades that such a force has been mobilized, the last time was against the very same Enolians in a war that resulted in a dishonorable loss for our brave brothers and sisters. Senators from across the spectrum have pledged that such humiliation will not be tolerated a second time. The sentiment was echoed by Defense Minister (Lakhræmdæsnen) Livius Valdran whose brother, Argelian, is a well-respected general who once commanded the 8th Legion."

"...the Enolian Government in Canamar continue to deny the accusations that Ambassador Lorehn is responsible for the attacks upon Dinalla but have reacted to Rihannsu deployment with moving some of their forces to the shared frontier. Miral Avelik, the Praetor's advisor and confidant, alongside Senator Tevus Pranana (who serves in the capacity of Foreign Minister) responded saying that the Republic would not hesitate to act if there are signs of Enolian offensives into Rihannsu territory. Tensions have risen dramatically throughout the Eastern Provinces and citizens have been informed they should be prepared to evacuate to more defensible positions when instructed by the military and Senate."

"...it has been many years since the two sides fought in a war and even during the fragile peace that has remained over the past three decades, the Enolian military has only grown larger. When asked if the Republican Central Command, and by extension the Phi'Tlaru, was underestimating Enolian capabilities, a spokesman with the authority to speak on behalf of both organizations retorted saying that the Republic is in a much stronger position than it was back then and has the means and capacity to see this war executed properly, with outright victory for the Republic."

"...while both sides have not begun to fight each other yet, all signs - according to the military spokesman - point to it being within the next seventy-two hours. A bounty of 1 million Chaks has been placed for the apprehension of the Enolian Ambassador. Stay tuned to the Information Service for up-to-date details from me on the front lines..."

By Proclamation of the Rihan Senate
The Senate, at the behest of the Rihannsu people, do hereby affirm their intentions of developing meaningful relations with nations of the wider world. With the Senate's declaration, the Praetor, Mathon Terix, will comply and immediately begin to make all preparations related to this. He has appointed Senator Tevus Pranara to be responsible for representing the Senate and the People, alongside his ongoing Senatorial duties. The Rihannsu, united as one, is ready to talk, to trade, and to learn.

      ~Act 1~
Rihannsu politics is a dangerous game. Formal coalitions existed in the chamber, but their membership was always in flux, a senator cooperating with Jaridan one day may be helping the far-right Jol Tan the next. Every move, every vote was carefully taken, not so much for the masses they represented, but for their own personal self-interest and desire for further influence and power amongst their colleagues. There were 300 of these individuals, of both genders, seated in the round Hall of State, at the very heart of the capital. Presiding the Senate was none other than the Praetor, the effective head of state of the Republic. They had near-dictatorial power, such authority was the dream of every senator. Most would never get it as many Praetors were highly popular both with the military and the lower classes and taking action upon them could potentially lead them to political suicide.
Praetors, on the other hand, may have had considerable leverage over the senators, they were not sacrosanct. Two Praetors had been assassinated within a three-year period because of their intended policies had tilted more so in favor of the commoners than the aristocratic Senate was willing to accept. The recently appointed Terix knew his position was tenuous at best. He was secure in the knowledge that he had the support of the military and a slim majority of the chamber to get some of his policies adopted, but it would be folly of him to assume that he absolutely safe. Prior to his appointment, the now-Praetor, he was an Admiral in the Navy. He suspected his appointment to the highest position was merely one of keeping the factions in the Senate in a temporary truce while they evaluated their next moves following the dual assassinations of Praetors Vrax and Gaius.
The Praetor's Palace complex was across the Forum of Caliax from the Hall of State. One of his servants had put on his formal toga of state. He looked out the window and saw that it was another sunny day over the capital, Dartha. Two Praetorian Guards entered the chamber he was dressed in and escorted him to several others waiting for him for the walk across to the Senate meeting. As he descended one of the marble staircases, his advisor and confidant Miral Avelik, stood ready to meet him.
"Daise (foremost), I have been informed that a small majority of senators exists to pass the law on implementing the establishment of a food program for low-income citizens in the capital," he reported as the two exited into the central courtyard of the complex, Praetorians surrounding them.
"Avelik, which senators were the holdouts who finally joined?" he asked while they approached the gates.
"Senators Hexce Amarok, Vaebn Lareth, and Gathan Darok."
The group had now emerged from the Palace and into the buzz of activity that was the forum. It was another day of normalcy in the capital. The walk between the two buildings would take no more than four minutes.
"Darok you say?" he questioned, "he's certainly been very generous lately," he mentioned to his aide.
"Do you want me to get someone to keep an eye on him?"
"Not yet." He said quietly as they approached the steps of the Senate. "Inform the senators that they have my gratitude that they would support this common-sense proposal."
"Yes Daise," he acknowledged and allowed the Praetor and his guards to ascend the steps and through the main door into the round building. Miral would proceed to complete the task given to him. He would enter the building from a side entrance and try and look for them. A bell rang, signaling the start of the Senate session, keeping the aide from doing his job until the conclusion of the session.
Senators began streaming into the chamber, taking their seats. The Praetor took his seat upon the Eagle Chair, eyeing the room.
On the right-hand side, he could see Senator Gathan Darok, the second-richest man in all of Rihan taking his place. Darok's family was not initially aristocratic. Rather, they bought their way to influence. The family possessed many thousands of melakols (acres) of farmland on the Aihai outside Dartha, growing vitally important wheat. His grandfather had invested the wealth generated from it to purchase two profitable iron mines in the D'Kalla Mountains. Between the farms and the mines, he possessed tens of hundreds of slaves. Garthan's father, Kaol, had converted their wealth into power. When Aerv Nanclus passed away, his seat opened up. Kaol would spend hundreds of thousands of Chaks in bribes to several senators with clout over the Continuing Committee to get himself appointed. Just after he was formally confirmed by the committee, he passed away. In recognition for his dedication to the state, the seat was allowed to pass onto his son, Gathan. He was not content with his family's holdings when he became the head of the family and immediately went about gaining another hundred thousand melakols of farmland and more slaves to cultivate the fields. Using the new land, he would curry favor with the military to make him a preferred provider of foodstuffs to the army, giving him a tidy profit. As his fortunes grew, he decided to exchange it for influence. He alongside two others close to him would pool their money into bankrolling much of the Festival of the Republic, including a 15,000-person banquet and five days of entertainment in the Orventis Arena. His decision to back the Praetor's plan to provide food for free to many low-income people in the capital was just another step. The latter ran up against the more 'free' market elements of the Senate, abet 'caring' for the people, the Nej'ahar.
Terix then turned his gaze to the upper left benches where he could make out the beautiful Liviana Charvanek. She was gorgeous, attracting the attention of many male senators and nobles outside the chamber, attempting to get her attention. The Charvaneks were a noble family, tracing their lineage all the way back to the Arrival. They were the rulers of the city-state of Calanista, the heart of Rihan's wine country. At the conclusion of the Clan Wars, they decided to accept the dissolution of their 'absolute' power over Calanista, and submitted to unification into the rapidly forming Republic in exchange for being given a Senate seat, a seat they've had within the family since their signing of the D'Vatta. Although not as wealthy as Darok, her family did retain control of a substantial vineyard and attached villa on the outskirts of Calanista, as well as a smaller urban villa in Dartha. Over the generations, the Charvaneks would be patrons of the arts and education, sponsoring the construction and eternal endowment of the Beryk Institute, the greatest school in the Republic. Other members of the family over time had been dedicated officers in the military, and every second son in the family had maintained a full career in the service. Liviana did her required duty but serving long was not in her interest. Liviana had lived a pampered life, and due to her family's fortune, she never needed to work. She was given the family Senate seat when her mother Isha decided to step down to enjoy the final years of her life in the countryside and her father decided to not take it as he had just completed his fourth tour in the military, wishing to join her in retirement. Since joining the Senate, she would use her beauty and charisma to get what she wanted. In regards to the proposal on the docket at the day's session, she was fully onboard with it. The Charvaneks had been firm members of the militant Jaridan, the largest coalition, urging for greater expansion of the military for defense and always seeking opportunities to grow the territory of the Republic further. Liviana would bolster her feminine advantages by invoking her family's respected military history when needed.
The Praetor once again turned his attention to the middle of the chamber. Sensing that most of the members were in the room, he motioned his Praetorian to bang the bottom of his Litesh polearm against the floor several times, calling for order. "This session will now come to order," Terix said. He readjusted himself in his seat before continuing. "The matter before the Senate today is for the allocation of monies sufficient for the implementation of a free food program for low-income citizens here in our glorious capital.." For over an hour, senators would generally speak in favor of the motion, including Darok and Charvanek. The Praetor listened to every word they had uttered. The speeches would eventually cease and a division would be called for. It would pass 154-146. Upon hearing the result, Darok was the first to stand and clap, not to be outdone, Charvanek, joined in as did the rest of the individuals supporting the motion. Both gave glances at each other and then at the Praetor as they clapped. They both wanted the Praetorship, by whatever means.
A lunch recess had been called, lasting an hour, before they would return for an afternoon session on matters related to foreign affairs. The Praetor prepared to leave the chamber with his Praetorians, both senators would approach him just as he had reached the door and commended him. He thanked them and continued on his way. Gathan and Liviana looked at each other once more, coldly, before leaving the Senate chamber.
Rihannsu politics is a dangerous game.
