Crisis in the Assemblée Nationale

Oui Monsieur, I find this stance intolerable!” Screamed at the desk Deputé Durois which was talking, what was this? Just an ongoing debate since this morning about the tragic duel which happened two days ago between two politicians, which turned badly. To make a little resume for those too lazy to read everything, a Société Ouverte (Mécra’s Party holding the absolute majority in the National Assembly) Deputé Saint-Étienne insulted his ex-political opponent from the 2015 elections for the Député seat during an interview with a journalist, following this, en tout bien tout honneur shall we say, the ex-opponent Monsieur Dumont asked for a duel, which has took place in a forest with 5 witnesses and an arbiter, but on the 3rd round Monsieur Saint-Étienne disrespected the rules of engagement, and following a few events finish in an incident and his death, launching an argument about the Société Ouverte Party’s honour (as basically the Party just arrived from nowhere with the 2015 elections) and making all their adversaries and opponents enjoy the situation to attack the Party along the Président du Conseil Mécra. Fissures in the Party itself have started as many were dissociating themselves from Monsieur Saint-Étienne for his acts (as honour is considered as something serious in Fleur de Lys), with Mécra making no public announcement and ignoring the case as he was travelling to Morheim .

Silence, silence!” Reacted again for the umpteenth time the Présidente de l’Assemblée National Madame Sassant, which ruled this House with an iron glove and a steel subtility. “Let Monsieur Durois finish” she launched again, knocking more than 5 times with her hammer. She was a damn Lady, holding this assembly since 03:15 (or around 8 AM for those using another time system) with no lunch break, something rather exceptional in Lysian culture, this means that this was a serious matter, refusing to eat for a Lysian was unusual, some things are holy, even in this Republic, this was clearly a sign. “I add to this, that we cannot afford to have representatives which lack respect towards the Republic’s Laws and the Institutions of the Republic” added Durois, as he was quoting directly to the Duel engagement rules, which was defined and regimented by the Institut National des Duels, making his point right from a technical point of view. “Dear Dumont” he addressed directly as he would point to the new Député de la XLIVème Circonscription, as effectively, laws being laws in Fleur de Lys, if the Député was to resign or die during his mandate, the candidate having the most numerous number of votes right after him/her would succeed to take the office, making Monsieur Dumont enjoy even more the result of this duel. “I demand Monsieur Mécra to apologise, in the name of his Party and his office for such disrespect to Monsieur Dumont” added Dubois, asking naturally unreasonable demands he knew Mécra wouldn’t follow, “Our dear Président du Conseil is parading in Morheim, not letting Monsieur le Ministre Richard do his obligations” he scandalised, “How can we have a President du Conseil caring more to shiny in the newspapers then about his own Party’s honour?” He demanded to the Assembly, knowing well the answer, and not waiting a clear answer, as he was approved by the vast majority of the Assembly even if it was mainly under Mécra’s hand normally… “Merci Madame la Présidente de l’Assemblée Nationale” he said, ending his speech and giving the desk to the next Deputé. “Monsieur le Député de la XXXIIIème Circonscription, Jeanseau” called Sassant to the desk, “Merci Madame la Présidente de l’Assemblée Nationale. Madame la Présidente de l’Assemblée Nationale, Monsieur le Chef de Séance, Monsieur le Ministre des Affaires Extérieures et Commerciales, Mesdames et Messieurs les Députés” greeted Jeanseau, “I must express my disgust towards the reaction of the Président du Conseil’s office. This office has been lax since the first day of this new Assemblée Nationale. It is no as the opponent of Monsieur Mécra that I am stating this, but as a firmly Republican Partisan, no Président du Conseil would have ever tolerated such infamy, it is our duty to condemn Monsieur Saint-Étienne for his actions and deny him the honours. This is a simple thing, a normal protocol, which haven’t been applied by Monsieur Mécra, it goes against the normal understanding. The honour of the Republic cannot be spotted by incompetent and unfaithful men, which are just betraying reason. Merci Madame la Présidente de l’Assemblée Nationale” He simply and quickly unrolled, having not a single voice going against him, Jeanseau was the most respect politician in the Assembly, and as often, he put back the voice to reason, making the debate much swifter after his departure from the desk, going back to his place.

Eventually, the day ended on another debate, this time about the protected status of the Armagnac production, something which asked less screaming politicians, and which, more or less from all parts of the spectrum, people agreed to maintain.

But the next day, the Présidente de l’Assemblée Nationale, Mrs Sassant would open the Assembly for a new day, and many asked the Affaire Saint-Étienne, as it was now its official name, at least in the Assembly’s book, to be debated. Would this lead to Mécra’s resignation? Most likely not, newspapers have called to make barrage to Mécra’s policies and the opposition was getting the hand back, with the young and inexperienced Société Ouverte’s Deputés, the media have been largely taking at the advantages of the Socialists, Radicalists and Conservatives. The debate would most likely make a few others sessions in a month or two, but would then be put away, and maybe cost Mécra’s majority in the National Assembly in 2020. This was to, however, not count on François Richard, Minister of Foreign Affairs, which as you may have seen, been eclipsed a few times by Mécra on a few foreign affairs matters, something Richard’s ego had issues tolerating, in short, Mécra have been walking for long on the flowerbeds of Richard, particularly on this Ahrana crisis and more recently the Morheim conference where Mécra explicitly denied Richard involvement twice. A bit of resentment, that was human, but it wasn’t counting on this man’s abilities and basic politician instincts.

 


 

…And I must announce that my loyalty remains with Président du Conseil Mécra” pursued in his speech the Ministre des Affaires Extérieures et Commerciales François Richard which was to depart with Président Autun in Asgeirria the evening following to @Asgeirria. “What remains of it at least” laughed most Deputies as one launched this in the public Assembly, provoking mockeries towards the Gentleman talking, as Monsieur Richard, even if from the Parti Républicain remained in the Government under Société Ouverte’s Party, under Mécra’s rule and jurisdiction. Richard took a solemn posture, putting his two hands on each side of the desk, advancing slightly his head, “I must however also inform the citizens when this one betrays it” he admitted, making the entire Assembly silent, and even the Présidente de l’Assemblée Nationale, which was one impossible to stop ruling the Assembly, was laissée de marbre or stolid shall we say, the impetuous Lady would slip away her hammer, as it seems all in the Assembly were looking forward to Richard’s words, those next few sentences, stick to his mouth would define most likely the coming days, Richard was holding the word. He took a heavy breath, as one must admit that he was very prudent and conservative when coming to his own personal behaviour, so his political one you may imagine well… “I have come in front of this Assembly in the hope to give the citizens of the Republic a fair appreciation of the current leadership” he stopped again, taking a deeper breath, “Many affairs were out of my control as Minister, even if I was the one in charges of them. But you know Mécra” he commented, giving a little humouristic tone to his speech, making a few giggling around the Assembly, effectively knowing well Mécra’s behaviour, willing to control everything or again, hide things from his closest allies. “A report arrived, on my desk this morning”, he was actually simplifying the story a bit, not willing to give full details naturally, as all proper politician would do. “10 days ago, 13 Ahranans have been surrendering themselves to the Lysian Authorities” he said with a heavy voice, we may totally see this was being carried fully on his heart. “Those Ahranans have been confirmed to do cover operations”, this was stunning, the Assemblée Nationale was quiet, we may hear the little pinch of the old woodworking as it was winter, with people not knowing what they were looking at. One may question the legitimacy of this declaration, but as it emanates directly from the Minister… A betrayal, oh yes it was it, in normal time the Minister would have been handling the affair and discussing it briefly with the Président du Conseil, however Mécra isolated the case, making his Ministers suspicious of him, and when they could, fire in his back, which was exactly what Richard just have done. Since 3 years now they have been looking for a way to take down Mécra, and Mécra by not trusting his faithful among the faithful Richard during 3 years, have given ammunition to his dismissal.

Charlotte Montsang was very much dedicated to her work, she was in her office since 5 in the morning, she had since a few days issues finding sleep, it was understandable with all the events going on, she was, certainly not one of the few, surprised that Mécra haven’t been destitute yet. Maybe they were waiting for him to come back in Lyrie, in the Assemblée Nationale in order to bring the Motion and give him a public and heavy humiliation, something he would have to do soon or later. As Minister of Interior, Charlotte didn’t know to which side bend to, she was independent politically, the reason why she has been appointed often at offices by multiples parties, she would generally bring consensus when coming to nominate an economic expert, it’s simple, you couldn’t fall in better hands. Her work was to be disturbed by the phone ringing, “Yes?” she asked as she was pressing a button allowing her to heard what her secretary would announce her. “Madame la Ministre, you have Monsieur le Président du Conseil on the line” she announced her, letting Charlotte in a certain silence for a couple seconds, thinking… “Pass me him, on a secure channel” she ordered, as she would click on another button and unhook the phone. “Monsieur le Président du Conseil” she would start, “Madame la Ministre” would salute at his turn Mécra. “It is a pleasure to hear you from the Old Europa” would comment with satisfaction Mécra. Charlotte Montsang was naturally noticing this satisfying tone Mécra had, something she was careful about, and was to begin to think that he had a plan, after all, news of Édouard Laloux having joined him in Morheim were spread on all covers of the newspapers as everybody was wondering Mécra final answer, it made now two days since Richard’s speech and leak of informations. “How is your Excellency?” Questioned Montsang, “On ne peut plus en forme !” responded quickly Mécra with enthusiasm, “How about your Excellency?” he asked to his turn, “I must admit Monsieur, that the situation is starting to be a bit out of the control, particularly the press and the Assembly. The Directoire is waiting your move before acting” she resumed, “Good, good…” may heard Montsang, wondering even more what he had in mind, clearly a night with Laloux made him get strength back it seems, as the journalists had tried to interview him in Morheim yesterday, he looked desesperated. He must have find something much interesting, making Montsang willing to move on Mécra’s side, even if from all the previous crisis like this, the Assemblée Nationale always had the last word and prevailed, however, this man basically owned the Assemblée Nationale, and he would just need to remember to those Deputés from Mécra’s Party, Société Ouverte, to who they own their seat to, yes, Montsang started seeing potential, but would that be enough? “Madame la Ministre, I wish to let you know that I admire your work, as you have lead the Ministère des Affaires Intérieures et Économiques those two and half years under my Presidency, and that, I would perfectly understand if you were to not follow me on that one, as you’re independent, detached from any beliefs, just there, following and catching the best for our Republic” he then marked a pause, leaving Montsang not really knowing what to respond, only after a few seconds thinking a “Merci Monsieur” which she said with a hesitating tone. “I want like you to state in bankruptcy Aérospatiale, and an announced liquidation for 200 billions Francs, including its subsidiaries. You shall also declare a 40 billions Francs deficit for the CCXXV year. Also arrange an incident in the military, that shall crown it all. I do not care how you do this, but you shall have the Alexandrie Services at your disposal. I want all of this done when I return to Fleur de Lys. May I count on you?” asked Mécra, as he knew he just gave charges against him for high-treason to somebody he didn’t knew if she was to follow him. Montsang wasn’t shock as we may imagine, she was starting to understand where Mécra would like to go, and that even if those numbers were faked, the panic it would create… As Minister of Interior she had the perfect position for those three points, “I suppose more tasks to come?” She demanded, “Yes” simply replied Mécra. “At your service Monsieur” she dryly responded. “The day is just starting for your Madame. Bien à vous” he stopped the call.

First wave is launched” commented at the same time Charles Mécra as he put back his phone in his jacket, looking at Édouard, “You’re truly a villain” joked Édouard, “Not as much as you” flirted Charles. “How do I look?” Charles asked as the two were to move in town in order to dinner, Édouard would approach a bit, inclining the head in order to see more details, he would put his hands on Charles’ shoulders, “Marvellous” he would simply comment, leaving the two a few seconds of intimacy. “Shall we talk about the Renseignements Généraux?” retook Édouard as he would turn back and move in order to take his heavy coat. “What about them?” questioned Charles, “Richard betrayed you, that was previsible, which is why it was needed that he had no informations when coming to those Ahranans. The question might just be how he got this information then?” concluded Édouard as he would fit his coat and move out his gloves. “A downpour of the Renseignements Généraux would participate in the panic and general confusion, plus eradicating traitors” he said, as he would pass in front of Charles on our way towards the door, giving him a friendly tap on his arm, this was clearly why Charles loved Édouard, he was like him, splendid in the outside, but if you ever betrayed him, he would use all the means he have to repel and answer properly, and a duel wasn’t enough. Charles was wondering, wondering what to do in order to come back stronger then the crisis he was creating and throwing himself in, as if you are getting down, get as much down as possible, as deep as possible, suffocate while you can, in order to rise more victorious and glorified then ever, this was what Charles Mécra, Président du Conseil would do, in order to pursue his Presidency.

A journalist, standing along a dozen of televisions in front of the Assemblée Nationale, covered by snow, this situation was no exception given the recent announcements made by Charlotte Montsang, “Public services shall work slowly given the recent situations announced by the Ministre des Affaires Intérieures et Économiques Madame Montsang. Effectively, major bankrupt of the Government-owned company Aérospatiale have been announced a few days ago in public session of Madame la Ministre, giving a major fear to foreign investors which fear the collapse of the Lysian economy, from which the aerospace industry is the main export and job-creator in the Republic. The DG of Aérospatiale has re-assured that the company will not be out of its budget and maintain balance for another two years before being out of credits. Question to bring up, however, is, how may this have been possible?”.

In front of the Palais Condorre, the residence of the Président du Conseil, a journalist was standing there, with even more cameras and journalists than the Assemblée Nationale, along very turbulent manifests, as it was snowing harder and harder as the minutes' pass. “Président du Conseil Mécra coming back from Morheim is a non-event, given the hard economical context, it seems the Président du Conseil have put the Republic in the last 2 and half years. A deficit of 40 billions has been announced for the year CCXXV, while it previously was of “only” 2 billions for the year CCXXIV. Accounts and explanations are publicly requested for such great deficit for a nation as small as the Republic of Fleur de Lys. The Affaire Saint-Étienne have completely been eclipsed by the new scandal of the Lysian budget. Once the Président du Conseil would have given his accounts to the Assemblée Nationale, which is normally the one deciding of the budget, it is most likely that Président du Conseil Mécra shall be dismissed from his office. For the moment, no official comment has emanated from the office”.

All the planned agendas for the next days in the Assemblée Nationale have been pulled aside, as the Assembly is working half-speed, voting and debating only urgent matters, but the rest of the day consisting of long-debates and reports from commissions, and commissions… And investigations reports naturally.

Inside the Assembly, the energy has been at a high level since Montsang’s declaration, this was now the time for Jeanseau, the Député de la XXXIII Circonscription, a well-known influencer of the Assembly along a good-speaker, he arrived at the desk, doing his greetings as the protocol demands, “Madame la Présidente, Monsieur le Chef de Séance, Monsieur le Ministre des Affaires Intérieures et Économiques, Mesdames et Messieurs les Députés” he would clear his throat, “I am scandalised like all the honourables Deputé(e)s you are, I think to have nothing to add to all the previous declarations of my colleagues. From the opposition Parties of my beliefs to the Majority holding this Assembly, to the Allies of the Party I am attached to, and to my own Party… We all find this inadmissible and for a good reason. Which is why, I ask to place a vote for the dismissal of the Président du Conseil right after Mécra’s speech tomorrow afternoon Monsieur le Chef de Séance”, creating a massive wave of support in the Assembly, which the Présidente de l’Assemblée Nationale Sassant would shut by expressing her usual will for order. The Chef de Séance, being directly called, would answer positively to Jeanseau’s request given the large support. “Merci Madame la Présidente, Monsieur le Chef de Séance, Monsieur le Ministre des Affaires Intérieures et Économiques, Mesdames et Messieurs les Députés” he finished his short speech, bowing slightly and leaving the desk, working everything out to get the Parti Républicain on track again, and who knows maybe? Getting the Office of the Président du Conseil?

In the hurry of the security, Mécra would jump in the main car with his lover Laloux, accompanying him to the Assemblée Nationale for the speech he was to given, in order to give accounts to the Assembly and the people. This speech was the most awaited and would define the result of the vote following it, which was to define if Mécra would be dismissed or not from his office, giving all the scandals appearing. Snowballs would be throw my manifestants as the escort would move out of the court of the Palais, with Mécra behind the tinted glasses appreciating the situation of what has become a country near the chasm economically, which have been his hope all along, by faking the numbers defined by the Minister Montsang was briefed by Mécra to do so. Only a few minutes drive been extended to at least a dozen minutes drive, because of the incredible snow which in the last couples hours has fallen, making transportations systems on the surface having a few troubles, with even the airports now having delays on many flights. The escort would finally arrive in front of the Palais Bourbon, where the Republican Guard was deployed as always for an entry of the Président du Conseil, even by those difficult conditions. Huissiers would open the path as Mécra was to move out of the car followed by Laloux, and the two walk in the snow, still untouched on the outside main stairs of the Palais Bourbon. Once entering in the great door, the Huissiers would dispose of their coats and gloves, and Laloux would make it quick to join the Assembly, in order to let Mécra enter after. Followed by the Présidente de l’Assemblée Nationale which will make her entry, and would open the seance.

Madame la Présidente” would almost scream a Hussier as Sassant would pass and reach her chair, having her put in place, and the seat pushes behind her by two others Huissiers. She would immediately start by “Mesdames et Messieurs les Députés, Chef de Séance, Monsieur le Président du Conseil, la Séance est ouverte” would order Mrs Sassant. The Chef de Séance would take on, “05:30:00, Speech of the Président du Conseil, 05:35:50 Vote on the Removal of Office of the Current Président du Conseil demanded and approved by the PR, the program afterwards depends of the result of the said vote, and addentums shall be done”. “Merci Monsieur le Chef de Séance. I call to the desk Monsieur le Président du Conseil” confirm Sassant.

This is in a total silence that Mécra have been called, he now had, a few chances, to remain, the vote was right after his speech, and if he wished his mandate to date, he would have to carry everything on this single speech, which would be his first and only declaration as Président du Conseil on the many scandals. “Madame la Présidente, Monsieur le Chef de Séance, Mesdames et Messieurs les Députés…” would start in an absolutely terrific and cold atmosphere, “Much may be said about how the media, and even you, Deputies in this enclosure handled the situation. I shall however not comment” he marked a break, “2 years, this is the total of my mandate which it shall be remembered in History, if it is ever, and certainly not negatively” he started ironising, “There’s however a piece missing to this puzzle, which conceals Human ingenuity in such disaster, opportunities in distress, and that Mesdames et Messieurs, I can engage myself, to re-establish the Lysian honour and prestige in the coming 5 months if I am given all powers to resolve the said crisis”, making talks starting among the ranks of the Assembly as the people wouldn’t understand why would Mécra dare ask for trust, as he basically created the situation many estimated. “How dare you, you created this situation” launched Député Jeanseau from the XXXIIIème Circonscription. “Thank you for making the devil Monsieur Jeanseau, as always, no creative argument from your part. The fact being that my Government had absolutely no authority when coming to Aérospatiale finances, and the budget along spending is controlled by this Assembly, putting me, following logic, fully out of the circuit of decision” he slowly re-took each argument and point to literally attack his opponents on his question, the opposition and others parties wouldn’t follow Mécra, that is certain, however he didn’t need them, what he was doing was simply re-conquering his Party, his own members, the one he hired 3 years ago. “I demand right after the vote for Vote on the Removal of Office of the Current Président du Conseil demanded and approved by the PR, at 05:40:00, a vote for Dictatorship. People are asking real reforms, and it is the only way we can achieve them” he said under applause from the centre, while the wings of the Assembly were scandalised, but Mécra needed no more to get back in the ranks of the Assembly, as he got his troops back. The Chef de Séance would note, “Following support for the Motion, a space for Debate about Motion of Dictatorship shall be taken at 05:36:00, and propositions for candidates at 05:50:00 and vote at 05:55:00 for the SC” he would confirm, creating more rage in the Assembly.

Couples minutes would follow, “Results are, 15 votes for, 35 against, 0 abstain, Monsieur le Député de la Ière Circonscription Charles André Alexandre Mécra remains Président du Conseil” the Président Sassant would just announce, “Next point of the agenda, debate about the appointment of a Dictatorship. In line of passage, the SC 7 talks, PR 1 talk, PC 1 talk, PS 1 talk and PM 1 talk” would call the Chef de Séance, definitely ending Mécra’s risk of losing his mandate, he was now to gain powers in order to affirm his authority and show his great projects. The little parties would have much time talking, but he knew that during that time, Mécra and his close guard, would just have to move among the Deputés during the various talks, in one to one, and just re-affirm their legitimate position. First to be called, was a Société Ouverte Député, letting Mécra no time to look at him closely, and influence him by his natural authority as the Député was introducing his ideas, “I believe a Dictatorship is fully premature” he would comment, getting Mécra eyes complains, which he would discreetly see, “No Dictatoship have been saw since the Union Pan-Républicaine during the war in 1945” would add the man as he would seems to address to Mécra, to which Mécra would simply answer with a fixed regard, a regard to making your blood freeze as you were acting on the scene, a regard which was to make this Deputé balance and forget his ideas for a moment, and think to the greater ambition that Mécra had in mind… Dictator? This couldn’t be possible, usually, this title is given to an ex-politician or military officer, has made a career, showed his skills, a Dictator like in the Ancient Eternal Empire of Hémus, which have been a tradition kept by Republicans as the Empire has fallen in the depth of History. The usage of a Dictator has been common throughout Lysian History, and even much useful, but it was only to be used in situation of crisis, and people weren’t looking much at how much of a danger there was, and the need of a strong leadership to be, something Mécra would have to push harder on. He would push for a young Deputée to be the next at the desk, Mécra knew how to make her afraid of the current situation and rally to his cause, something he would do as he would swiftly move around the Assembly as the other Deputé still not on Mécra’s side would pursue his talk. “Hello Adeline Guesquont” would greet Mécra, “Monsieur” would reply a bit shyly the Députée, “Shall you agree to pass next?” Proposed Mécra, “With pleasure Monsieur le Président” would naturally reply, surprised, the Députée, “How’s your petit ami?” Ask Mécra, “Very well merci” she would add, being surprised again by Mécra’s sense of details, “I hear he’s a trader… Not a good news than the one about the Lysian’s debt value…” he comments with a regretful tone, “Yes… He’s under heavy stress because of this, and frankly, I fear the situation. I do not know if I shall second your proposition, which is, really foolish Monsieur” she said, finding just afterwards that she might have been a bit too crude, she was to start another sentence in order to apology again, but Mécra would prevent it by firing first, “No need” he would address with a smile, “I have my own doubts on it, but I, however, and unlike the opposition, have a plan… I demand you to trust me Adeline”, to which we reply only by nod positively her head, “Merci” would confirm Mécra, as he gives a fast-look at the rows a bit under, to Laloux, which was doing the same exercise as Mécra, giving a form and cohesion to the group. Finally, Adeline Guesquont was called to the desk, where she would deliver Mécra’s message. Mécra would reach during that time the two Députés of the Parti Radical, which were to pass next, “Hi guys” he would comment as he approached them, “No need to try Charles, it is out of question we support you on that question” would reply one of the two, “Even if it’s me the candidate?” Question Mécra, “Even more. This is insane”. “Too bad, I may have let aside the Parti Républicain just for you in the Government, 3 years to shot, plus additional support in the next elections, giving the Radicaux some fuel back, just fresh lands asking bit more of support” proposed Mécra, with his usual gentle tone, “Out of question we said”, “Wait, let him talk” would finally start talking the other one, “How much contributions for the next elections are we talking about?” He asked, “2 millions Francs, and I know it’s something you haven’t had since 1990” added Mécra, as he was trying to create them mixed fillings, “Plus a place in the Government?”, “Plus a place in the Government” confirmed Mécra, “Good… Even if our support is tiny, I understand you like it better for medias” ironies the other one, making Mécra seal the deal with the Parti Radical. “Three to go” would remind Mécra to himself, certainly not going to the Parti Conservateur which is the one having betrayed him and forced to go down that path. Next person at the desk, as Adeline Guesquont leave it under applauses, was the usual old wolf Jeanseau, he was to make a total minefield for Mécra, this was sure. “Insanity, this is the only word which may describe such proposal made by a man which convinced more then half of this Assembly that he had no importance in the current scandals, are we forgetting the Affaire Saint-Étienne?” Would start the old wolf, getting his usual supporters, but also his detractors screaming at him, as Présidente Sassant would call back for order, making a nice transition for Mécra to discreetly move to the ranks to the other side of the Assembly. “Ah Laloux, how are things?” he commented as he meet his lover within the ranks of the Assembly, “I got the Modérées with us, and, overall, our Party is solid”, “Right.. The Socialists?” Mécra asked, “Nothing can be done” responded Laloux, “I’ll go for the Fascist then” replied Mécra, as he would point to the only Fascist in the hemicycle. Jeanseau, unable to properly continue his critic, as he was getting interrupted often, would deny the speaking time he had in more, making the supportive Moderates now take the hand and giving praises about Mécra’s idea. “Wasted potential” would just observe Mécra as he fall his eyes on the young perfect Lady that was sitting there, listening to the various speech and taking notes, “Wasted ideologies” she would dryly reply, “And no speaking time, too bad for such gentle words coming from a beautiful mouth” would add amused Mécra, “Marion, you know your Party have no future, but however, you’re the missing vote for me, and the key to my success it seems” he add, “Was sure the Communists and Socialists wouldn’t back you, and as for the Conservatives, well, I suspect you didn’t enjoyed that knife in your back?” Observed Marion Maréchal, “What do you want?” he questioned, “Speech time” she immediately responded, “But you’re the only Deputée of your Party, it’s normal that you have that amount of time, and those even are the rules” tried to respond in a comprehensive tone Mécra, “Not if I am Ministre des Affaires Culturelles et Politiques” she at least knew what she wished, “A fascist at…” stopped himself Mécra, “You know well I am not fascist, you’re better then that. Socialists are closer to fascists then I am. It’s that, or you say goodbye to your Dictatorship. Plus you hate her” she made it non-negotiable… In addition to say a true comment about the current Minister which Mécra effectively didn't have in his heart. Having easily bet that Mécra wished to become the Dictator. You may hate her ideas, but you have to admire the woman. “Deal” concluded with regret Mécra, signing for bad times later and pain in each meeting of the Council now. People at the desks would go on, and with the exception of the Socialists, now everybody was on Mécra’s side and idea, from a crisis and treason, Mécra turned the wings back to his direction in sizing not only back his office, but willing to reach the Dictatorship, something few would realise only, and was deadly, as expectations were high, but so were Mécra’s. There was a need for 80% majority, giving the need for 40 votes, something he sealed with his alliances. “The Debate about the Motion for Dictatorship is ended. We are now passing to the candidatures for the Motion for Dictatorship” would publicly announce Madame Sassant, as any name may be said by the Députés, with a total of 4 arriving, including Mécra’s one, multiples times. This was a short period of time, as generally this was much longer in order to define who would size incredible powers for 5 months, but in that case, the opposition was willing to shoot it, and certainly not propose anybody, and as the majority already had somebody in mind fortunately for them… Jeanseau would reach Mécra, and say to him, “You’re failing” he said, pointing at the Député of Mécra’s Party which gave the first speech and had doubts about the Dictatorship, this was to satisfy Jeanseau as the voting had started, and Mécra only had 40 votes, and losing one was to annihilate his hopes… Too late, he passed and had consigned his vote… “Tarente” would exclaim himself Mécra, move in a hurry to reach the side of the Assembly where the man was, something Jeanseau would try to prevent a bit, but was to pass quickly and reach the other wing area where the Conservatives were. “Monsieur le Député de la Xème Circonscription Tarente” would call the Présidente for asking the vote, Mécra would stand there, as Tarente was sit down, clearly giving him an incredible pressure by the regard and his hand gripping the sit, along his jaw do not bother. “Voting for Mécra” would simply exclaim Tarente, ensuring his position still in the Government and releasing an incredible pressure. Tired of this, Mécra would slowly reach back his sit, before hearing the results, “Motion for Dictatorship, results are, D’Herbecourt, 6 votes, Marrinaine, 0 vote, Mécra…” the suspense, of such activity and intense work over the last hour, and months of preparation, “40 votes, Regestron, 0 vote, Wesly, 0 vote, 4 abstains. The Député de la Ième Circonscription Charles André Alexandre Mécra is nominated Dictateur for a mandate of 5 months”.

On the television, a male journalist was standing in front of the Châteauneuf de Germain, following the late announcement of what the Protectrice Raphaëlle Maréchal called the Plan Cinq. Many cameras were in front of this large and great building, which was now permanently hosting the Congrès des Assemblées. « Attacks. This is effectively what the Parti Traditionnaliste have been calling the Plan Cinq of the young Protectrice Maréchal. Silocain, the head of the Traditionnaliste majority in the Danebourgeois Assemblée Nationale have shown clear opposition to this plan. The Plan Cinq is what, would supposedly strengthen the Union, as effectively a Charter has been signed and agreed on a month ago by the various Présidents du Conseil of the République Sœur, but much of the work was far from being done. Transport, infrastructure, healthcare, education, the organisation of the Union itself, along even the military, matters which haven’t been clarified for now and are still set apart from one to another République Sœur. Concretely, in the daily life, nothing has changed in the life of those citizens » would claim the journalist, making the television pass to interview of people passing by in the street. « I mean, it’s cool, I’m all for it, but… Like, I don’t know what it does change, except maybe no war in central Europa? I don’t know… » would state a man in the street, as another person would appear to be interviewed, « As long as this allows me to pay fewer taxes, which is basically what I’m thinking about this whole Union-thing. Increased centralisations, so fewer expenses, I think it’s really good, and I’d even opt out of a single real nation, as we’re all of the same cultures. Except with the Mauvin, I don’t like the Mauvins ». « It’s taking out our sovereignty » would scream another.

 

This would lead to the person, which was watching the television, to shut it down. « Not what you hoped? » commented Marion Maréchal. « No… » would respond Raphaëlle Maréchal, talking to her mother. Larms would start to appear on Raphaëlle’s face. « It’s like this Raph… What you’ve done as Députée is already impressive. However your Plan won’t pass the Congrès, they want to negotiate it, you’re taking too much from the Républiques » would further clarify Marion, « I don’t want to talk to the Présidente du Conseil of Mauvin, but to my mother » said with a sad tone Raphaëlle, making Marion open her arms, trying to get her daughter comfortable, as Raph would get in her arms. They’d remain like this, couple minutes, with her mother starting like for a waltz to move her feet and balance a bit, singing with a small tone, « Mon amour je t'ai vu au beau milieu d'un rêve  »… « Mon amour un aussi doux rêve est un présage d’amour… Refusons tout doux que nos lendemains soient mornes et gris » she sung, making Raph even more close to her physically, as she would tighten in her arms more, having tears destroying her little makeup. « Nous attendons l'heure de notre bonheur, Toi ma destinée je saurais t'aimer j'en ai rêvé » would pursue the song Marion, they would both start dancing while remaining close together, making a long hug. « Lalalalalalalala » would continue Marion, with her comforting mother tone, and finishing with « Nous attendons l'heure de notre bonheur toi ma destinée », with both her hands redressing Raph in order to see how she was, ending the hug. « Pursue your dream » would simply state in the deep silence after her sung Marion. Making Raph erase her tears at the end of her left sleeve, and letting, after all, a small smile appear, as she would kiss on the cheek her mother and leave the room instantly.

 


 

« Your little protégée had a severe kick in this debate » was talking Eric Jeanseau of the Parti Conservateur to Luc Crolly, the Président du Conseil of Neaumanin which also had a seat in the Congrès. He was one the one which managed to ensure Mécra never get the Protecteur office… At one vote. « She’s an utopist » added Jeanseau, as the two men were moving out of the hemicycle, where the debate have been tough. « And that’s what we need » answered simply Crolly. « I can’t imagine a Mécra with the full powers there… He’d had satisfied everybody, and get more things into his pocket, just look at Fleur de Lys, how it’s going, no, we can’t tolerate that » stated Crolly, clarifying the recent moves made by the Parti Traditionnaliste to join the Parti Radical and Parti Société Ouverte (which was in open rebellion against his founder Mécra) to overthrow the newly elected Protectrice. This was one of the strong and weak point of the République’s system, and this time at the Union’s scale, with government changes being more then easy, ensuring stability in case of “men/women of power” or not… « Have you read her Plan Cinq? » asked Crolly to Jeanseau. Jeanseau would move down his head a bit, as the two would pursue their walk. « Not personally, just the résumé » he finally replied. « Mmh… » seems to disapprove Crolly, having the sense of the details, « Not for it then? » demanded Crolly, in order to know if he may count on his support. « Listen, you’re Socialiste, I’m Conservateur, it is already extraordinary that we’re having this conversation, so don’t ask me to vote for lost causes » stated with a bit agitated tone Jeanseau. « You had pressures? » asked Crolly, « No! » exclaimed Jeanseau, making Crolly laugh, « They blackmailed you or what haha? », making Jeanseau even more upset. Jeanseau would take Crolly by his arm, and move him between two pillars in order to have a more discreet talk. « What your protégée is suggesting is madness, it goes far beyond the Union of 1945. Have you seen how many nationalisation she proposed? The stock exchange is going mad, for the only Danebourg it went down by 9% in a DAY! CROLLY, DAMNED! Be realistic on this issue. You’re a fool to obstinate, it won’t pass, nobody wants this, and not even the citizens cares about it! », Jeanseau was moving out of his usual tone, meaning Crolly have been perfectly annoying with him lately, and that surely, that man had pressure, something Crolly would deduct easily enough. « You want war? » stated with the most serious tone Crolly, « Like back in 33? » he asked, not really waiting for an answer, but more addressing a threat. « What haha? You think that you may be able to threaten me like this? You’re nothing. Neaumanin, and with your Parti Socialiste, which count only a few allies in the various Républiques Sœurs is nothing. Now, I gave you an advise as a friend, but if you pursue, it’ll hurt you… Blow you even. So get down now » answered Jeanseau, as he would leave from a few meters Crolly. « What have they proposed you? » asked Crolly, « Stop losing your illusions, you know well that the Parti Société Ouverte holds the majority in Fleur de Lys, with the Parti Traditionaliste holding the majority in Danebourg, add to this the fact that the Parti Traditionaliste in Bellefaye owns at 1/3 the Assemblée, you’re doomed. There’s only the Parti Radical in Mauvin and you, in Neaumanin, but you don’t have the number of Députés against Danebourg because of their demographics. Come back to Europa forsake » contained himself Jeanseau, as he would move around, and start getting people to have the intention for him. Now, more and more people would stop watching the spectacle, having a particular envy to understand what was happening between two men which had a long-term personal friendship even if generally political opponents just with their ideas. « Now listen to me balai à chiottes (literally “toilet broom”) » started Crolly, getting a greater and greater intention the vast hall of the Palais. « You have to be a branquignole (no real translation) to believe such things. The power in those institutions resides by the only will of the people! » screamed Crolly, getting Jeanseau to start realising the situation and that they were giving themselves in spectacle, as he would try to shut things down by making appeasements signs. However, it won’t work, « As a chiure de pigeon (pigeon chiure), you don’t deserve your uniform and office. Let us set this through duel » would pursue Crolly, with Jeanseau not understanding why was Crolly pursuing like this as there were no big damage done after all. People throughout corridors would call for a duel, making a Maître d’Arme arriving after a couple minutes, with the needed equipment. Everything went very fast, the two Députés would went into the garden, where space wasn’t lacking, and would be given each a Fleuret. A paper would be signed by both parties, agreed on the terms of the duel, along being at the premier sang. Duels certainly were fast to be organised, even more when you had a crowd of fond duel fanatics behind. The Congrès in order to honour naturally the Laws about duels had the material for such, and I can ensure you this duel that have been provoked by Crolly wasn’t the first of the week.

 

The two were in place, ready to start the battle at the Maître d’Armes, with the crowd of Députés being ready to see such awaited confrontation. Jeanseau was still fronting Crolly with a disapproval air, seeing nothing more than a smile on his face, getting Jeanseau in total chaos. « Engagez » would state the Maître d’Armes. « STOP! » a young and affirmed voice would order. Moving out of the crowd which amassed itself around the two duelists, would move out nobody else than the Protectrice Raphaëlle. « Allons Messieurs… Si vous avez si peu d’honneur ou d’estime pour la pelouse si basse, rangez vos fleurets dignes de faire mal à une pâquerette… » commented with a reasonable tone Raphaëlle, making the two Députés lower their fleuret, not fully understanding Raph’s intervention. « Now that is what the greatest elected Députés are doing of their day. Throwing insults at one another, talking… And not acting? Have I missed anything Crolly? » she asked, trying to give the lesson to the Députés like if they were a child. The temperature would drastically fall, the excitement of a duel lowering totally, being under 0. Raph would address a wink at Crolly, as this one would just bow, being glad this little arrangement she had made with him, by provoking indecently Jeanseau have been filmed, making a good reason for Crolly, to take things on another level, this time, at the Union’s level, for making this Plan Cinq pass…

« Failure of the negotiations », this is what the headlines of the Union’s newspapers consisted of. 4 months of active debate, commissions, sub-commissions, sub-sub-commissions and sub-sub-sub-commissions to just investigate, reports, attack, defend positions, opinions, facts… A greater mess couldn’t have happened since 1945, all the ingredients for such failure were there, the great project of unification, which would have allowed a large union when coming to economics, politics, security along transport network was now in the gutter.

Mécra’s arrogance and pretention, which was willing to make a world-class economy in the heart of the historically heavy continent of Europa, would have turned against him, by electing Protecteur Maréchal, a total betrayal in his own opinion. He was still Dictateur, and have been fighting the Plan Cinq proposed by the Protecteur since day one of her election, preventing also the formation of a Government, making more or less, the initiative dead since the first day if no cure was to be found, in this case, an agreement, or shall we say, compromises. The rise, which have been difficult and tough, would be smaller then the fall, which was consistently harder.

Regulations between various Républiques Sœurs weren’t that close, each had, in 73 years, the time to adjust to the local culture, completely change and distinct from one another over such long period of time. The Plan Cinq had created a great wave of fear, mostly from socialism, with large strikes made by the socialists and the radicaux, with at their head the famous Neaumanin Crolly, which have no more to lose then Rostelsa which was leading Danebourg, or as we shall say, 33% of the “Union”’s economy. A clear opposition, between 2 blocks, would see little to no progress.

The conclusion, simply millions (fortunately not billions) of Francs wasted on something which wouldn’t see the light. At the end of those 4 months, everybody was disgusted from the other side, and couldn’t tolerate looking at one another’s face. In the end, they agreed that they all disagreed, with only Neaumanin and Mauvin having similar positions, but as they were 700 km far from one another, it wouldn’t be useful even for them.

 

 

« Le Dictateur » claimed high a voice, as the heavy doors opened in a great meeting room, letting Mécra enter in the long room, which had a long-table full of military officers around it, an internal Lysian meeting. « Mesdemoiselles, Mesdames, Messieurs, s’il vous plaît » started Mécra, as he took his seat, and called for other to seat down. With a mixed smiley, with both happiness and sadness, sadness of losing such opportunity to rule over a world-class economy, due to his own will, would start, « The Plan Cinq is dead, and the Congrès have proclaimed its own dissolution, therefore no further negotiations are to be held about this », a silence would resonate in the room, with no one reacting or knowing what to say in such situation. « Now » tried to retake Mécra, in a way to break this silence, « Mauvin, which is our main producer of uranium for our nuclear centrals, having not appreciated our stance, shall impose sanctions on us on this material, which is a clear threat to our national sovereignty. I have called the Ministre des Affaires Militaires et Stratégiques to establish a situation, and plan the securisation of the uranium mining facilities if no agreement is found, as we have for now, 3 months of reserves, giving us enough time to reach an agreement » hopefully he though. « As for our northern neighbour, the great destability given by the stupid Crolly and his communists friends, have made strikes go higher and greater, which is why we have, in agreement with the Danebourgeois Government, sent 10 000 Gendarmes and Police Officers to help with the current situation » simply stated Mécra, with everybody listening to his word wisely, drinking them without question. You wouldn’t see that normally, Fleur de Lys was and remained a democracy, questions, statements of other opinions, all of those would normally happen. However in such drastic and disastrous situation, where Lysian debt deficit would grow higher, and Mécra be still Dictateur, mouths would shut and execute orders, as his words became law.

« My sweet » commented Charles Mécra, as he was on the couch, having in head on Édouard’s legs, as he was laying there and just resting after a long day. His Amant, Édouard Laloux, would just pass his hand in his hairs, as they remained quiet like this, with the television off. « Charles… » smoothly said Édouard, as he pursued his gesture of passing with his right hand in Mécra’s hairs. « Yep? » said with a smile Charles as he opened quietly his eyes, to see Édouard’s face. « Been told that you had a session yesterday with military officials… » started with a regretful tone Édouard, willing to, as a Député after all, to better understand what was happening, as those were particularly strange moves from an in office Président du Conseil, even if he was currently, in addition Dictateur. « Well what? » asked Charles, as he brutally raised, and get on the couch next to Édouard, as he was opposing him. Clearly, Édouard’s indiscretion haven’t pleased Charles at all, which would make him in a bit exasperated tone engage with Édouard, « I though we had a rule, of not talking politics if one of the two party disagreed? » stated Charles. « Yes, that is true… But why being so agitated about a simple question such as this one? » said with a certain innocence Édouard, understand as time went on, that something was happening, and that as a People’s Representative, he wasn’t aware, even worst, as Charles’ Amant, he wasn’t in the circuit, them that had shared everything, to allow the two to get a position as Député, and be now where they are. Charles would stand up from the couch, and make a couple steps away from Édouard. « You’re hiding things from me now? » inflamed Édouard, not understanding Charles’ reaction. Charles, would turn his back, to face again Édouard, « She have took me everything, EVE-RY-THING » he started to claim, reddish. It won’t be long until Édouard sized that he was referring to this woman from Mauvin which have been elected Protecteur instead of him, Charles Mécra, which was the favourite, and had done so many efforts to get there, an Union, being ruler over 70 millions citizens, reforming an old outdated system at as he desired… But no, he had failed to get elected, only thing he would be successful in, after 4 months of ardor and sleepless nights, he would be part of the coalition to overrule the Protectrice, and get the Union demolished before it would even do a thing, making people reluctant now, for decades at least, to the idea of an Union.

Having made this short though in his mind, Édouard would pursue, in trying to give compassion to his Amant, with the “little skills he had acquired” over knowing Charles. « I understand, I was side-by-side with you, during all this time, so it’s not a necessary pretext to just make yourself in such pity state » Édouard started, making Charles go down on his allure, and go for a seat, as he would well install himself comfortably, by passing his hands on his face, all tired he was. « Sorry… » simply said Charles, as his eyes were looking like if he was crying. Édouard couldn’t differentiate if this was really tears of sadness or tears of fatigue, which would be most comprehensible in the second option given the day he probably just had. « As you want to know everything, and that I trust you, even if I was reluctant to say it to you, is to give a good lessons to those Radicaux in Mauvin, by sizing their uranium mines » started Charles, as he got back, standing up, and going for the bar, where he would move out two glasses, « And the embargo they inflicted us, given our… Passional debates back in the Congrès », as yes, passional debates took place, with potentially personal insults and duels being thrown in all this mess, but let’s not divert, « Is the perfect opportunity for such sizing. We have 3 months of provisions, but few know this, in addition, I shall press the production button of our centrals this Summer, and guess who shall get as sole present a no fly zone? A total humiliation! » said, happy about him, Charles, as he versed Bas-Armagnac in both glasses, took the two, advanced towards Édouard, which had remained since there, on the couch, frozen by what he had just heard, and was now being offered a most delicate drink by his Amant, Charles Mécra, Dictateur of Fleur de Lys.

Édouard would accept the drink, worried naturally, as any normal human shall be, not only because of what Charles wanted to do, and will do as it seems, but also because this neighbour, was a brother, a Sister-Republic, not any pathetic Absolute Monarchist, or Slave-Owner, but people of the same culture, language and heritage. Édouard was scandalised, even if he understood that this was an option, given the uranium embargo put in place by Mauvin… But no, he won’t understand, there were other options, such as negotiations, with a 3 months delay given the reserves, or getting the uranium elsewhere. Naturally… Naturally… It was all about a personal revenge, and even if Édouard had plenty of rational arguments to throw, this was a battle lose in advance, given Charles rage for this young woman, which just had stole its most important step in its entire career along destiny, as a man which memory would never have been forgotten. Thus, Édouard would remain silent, not saying a word, putting his conscience and moral aside, as he would share a drink with his Amant. « Santé ! » would simply conclude Charles with a deep and grave voice, as he was about to eat a cold plate.

Though automobiles remains a core product of the Corporation, under Asami, the Sato Corporation has seen tremendous growth in the length and breadth of businesses it is involved in. This includes real estate, cosmetics & fragrances, department stores, hotels, textiles, advertising, cameras, optics & imaging, a range of day-to-day household and consumer products, supermarkets, telecommunications, and rubber products. And the list keeps growing. Sato has their own racing team with the car driven by the CEO no less.
